IN RE: BOARD OF COMMISSIONERS — CREATION OF "OAKLAND COUNTY COMMUNITY
RESPONSE AND RECOVERY FUND" AND AUTHORIZE APPROPRIATION OF SEED FUNDING
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS the economic hardship caused by COVID-19 has been quick and far reaching across Oakland
County; and
WHEREAS the response to the COVID-19 pandemic has caused record unemployment in Oakland County
because of the closure of many workplaces and displacement of workers; and
WHEREAS the devastating impacts of COVID-19 on the health of local communities are being
disproportionately felt in many minority, low-income communities - highlighting the need for improved
access to basic services among our most vulnerable; and
WHEREAS the economic health and spread of COVID-19 outbreaks are widespread in Oakland County
and it is incumbent upon our government to leverage available resources for maximum return to support
the needs of our residents; and
WHEREAS the economic security of all residents, workers and their families is a priority for Oakland County.
NOW THEREFORE BE IT RESVOLVED the Oakland County Board of Commissioners authorizes the one-
time appropriation of $10,000,000 as seed funding for a new Oakland County Community Response and
Recovery Fund.
BE IT FURTHER RESOLVED the purpose of this fund shall be to help individuals and families financially
struggling as a result of the COVID-19 pandemic by partnering with community nonprofits and other
agencies to provide relief. These services include, but are not limited to, human services agencies in
support of housing/shelter, food, childcare, financial stability, and individual health and mental health
services.
BE IT FURTHER RESOLVED the county administration will submit a plan to the Oakland County Board of
Commissioners for approval on how these funds will be disbursed prior to any expenditures of monies from
the Oakland County Community Response and Recovery Fund.
BE IT FURTHER RESOLVED that the General Fund (#10100) Assigned Fund Balance titled Committed to
FY 2020 (GL #383438) is to provide the initial funding of $10,000,000 of which will be allocated back to this
fund balance assignment once the CARES Act funding has been formally recognized with a separate
resolution at a future Board of Commissioners meeting.
BE IT FURTHER RESOLVED that the FY 2020 budget is amended as follows:

#20124 — Board of Commissioners — Creation of "Oakland County Community Response and Recovery
Fund" and Authorize Appropriation of Seed Funding.
A sufficient majority having voted in favor, the motion to suspend the rules and vote on Miscellaneous
Resolution #20124 — Board of Commissioners — Creation of "Oakland County Community Response and
Recovery Fund" and Authorize Appropriation of Seed Funding carried.
