IN RE: BOARD OF COMMISSIONERS — REQUEST REPORT FROM ADMINISTRATION WITH
RECOMMENDATIONS TO INCREASE CONTACT TRACING CAPACITY TO SUPPORT A
COMPREHENSIVE COVID-19 CONTAINMENT STRATEGY IN OAKLAND COUNTY
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS according to World Health Organization (WHO), the best approach to contain, manage, and
get through the COVID-19 pandemic is to take the appropriate public health actions that support an
assessment and containment strategy; and
WHEREAS a containment strategy includes widespread testing, contact tracing, and isolation of new cases
to minimize the risks of resurgence while maintaining social distancing measures such as limiting the size
of gatherings to reduce the risk of large-scale transmission; and
WHEREAS contact tracing is a core disease control measure employed by local and state health
department personnel'for decades that includes, but is not limited to: tracing and monitoring contacts of
infected people and notifying them of exposure, and if necessary quarantine them, to prevent additional
transmission of the virus, and the use of technology to trace transmission; and
WHEREAS the Center for Disease Control says contact tracing is a key strategy for preventing the further
spread of COVID-19. Immediate action is needed. Communities must scale up and train a large contact
tracer workforce and work collaboratively across public and private agencies to stop the transmission of
COVID-19; and
WHEREAS contact tracing, being part of a containment strategy, is especially important before a vaccine
becomes widely available; and
WHEREAS a thorough containment strategy will allow for a smoother transition of people returning back to
work, re -opening Oakland County services, and our local economy; and
WHEREAS Oakland County's Health Division is an expert in contact tracing as evidenced by its successful
use off this technique in containing and managing a measles outbreak in March 2019; and
WHEREAS the Oakland County Health Division has among the most advanced and trained public health
professionals trained to do contract tracing, and is actively exploring how to increase capacity and get to a
scale necessary to protect all of Oakland County; and
WHEREAS the performance of the Oakland County Health Division has been an exceptional model for how
public health departments should respond in a pandemic.
NOW THEREFORE BE IT RESOLVED that Oakland County Board of Commissioners acknowledges that
increasing contract tracing capacity in Oakland County will support a broader COVID-19 containment
strategy and would be'the beneficial solution after the "Stay Home, Stay Safe" Executive Order is relaxed
or lifted.
BE IT FURTHER RESOLVED that the Oakland County Board of Commissioners requests a report from the
county administration on the county's existing contact tracing capacity, the capacity we need to manage
and contain COVID-19 across Oakland County going forward, and recommendations to increase our
existing capacity to meet the needs to protect the public health of all in Oakland County.
BE IT FURTHER RESOLVED the Oakland County Board of Commissioners requests to receive the report
with a budget recommendation in 30 days following the board's adoption of this resolution.
BE IT FURTHER RESOLVED the Oakland County Board of Commissioners seeks to approve a funding
plan for expanding contract tracing to support a COVID-19 containment strategy in May 2020.
Chairperson, I move the adoption of the foregoing resolution.

A sufficient majority having voted in favor, the motion to suspend the rules and vote on Miscellaneous

Moved by Gershenson seconded by Luebs the resolution be adopted
