IN RE: BOARD OF COMMISSIONERS — AMENDMENT TO THE RULES OF THE BOARD OF COMMISSIONERS
— REVISION OF SECTION XV. — SPECIAL PROCEDURES FOR SOCIAL DISTANCING AND REMOTE
PARTICIPATION
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS on March 10, 2020, Governor Gretchen Whitmer, issued an executive order (No. 2020-4) declaring a
state of emergency due to the novel coronavirus (COVID-19)
WHEREAS on March 13, 2020, County Executive David Coulter declared a local state of emergency in Oakland
County, Michigan pursuant to Section 10 of Public Act 390 of 1976, MCL 30.410; and
WHEREAS this local declaration is due to the occurrence and threat of widespread or severe injury or loss of life
from the known transmission of COVID-19 within Oakland County; and
WHEREAS on March 13, 2020, County Executive David Coulter also requested the governor to declare a state of
emergency or state of disaster in Oakland County, Michigan pursuant to Section 12 of Public Act 390 of 1976, MCL
30.412; and
WHEREAS this request was due to the fact that the transmission of COVID-19 was beyond the control of Oakland
County; and
WHEREAS on March 13, 2020, the United States President issued a Proclamation declaring a National Emergency
concerning the Novel Coronavirus Disease (COVID-19) Outbreak; and
WHEREAS Governor Whitmer has issued Executive Directives 2020-15 and 2020-48 providing guidance to local
government bodies on the conduct of public meetings through video and telephone conferencing technology while
providing accessibility for the public to view meetings and participate remotely"; and
WHEREAS Governor Whitmer has issued "Stay Home, Stay Safe" regulations, implementing social and physical
distancing rules to reduce the rate of infection of the COVID-19 virus in Michigan; and
WHEREAS on March 16, 2020, President Trump and leading health officials issued a recommendation that all
public gatherings be limited to no more the 10 individuals.; and
WHEREAS on March 18, 2020, the Board of Commissioners adopted MR #20082, Establishing Special Procedures
During a State of Emergency; and
WHEREAS social distancing regulations and public gathering limitations are likely to be extended until the COVID-
19 virus is successfully contained; and
WHEREAS special procedures are required for the Board to continue operating efficiently and effectively during an
extended period of social distancing limitations.
BE IT FURTHER RESOLVED that the 2019-20 Rules of the Board of Commissioners are amended as follows:

XV. SPECIAL PROCEDURES FOR SOCIAL DISTANCING AND REMOTE PARTICIPATION
1. The following special procedures may be instituted by the Chairperson of the Board during the imposition
of social distancing public health orders and directives that have significantly impaired or eliminated the
ability of the Board of Commissioners to continue to hold meetings in accordance with the Rules of Board
of Commissioners.
d. Establish and enact special rules to accommodate remote participation and voting by members during
committee meetings and full Board meetings of the Board of Commissioners.
e. Establish and enact special rules for public access and participation in the proceedings of the Board of
Commissioners.
f. Enact a consolidated Board of Commissioners standing committee structure that will temporarily
assume the powers and authority of all standing committees of the Board. The standing committees
shall be:
1. the Pandemic Response & Economic Recovery Committee, consisting of (7) seven members of
the majority party and (4) four members of the minority party;
2. the Finance & Infrastructure Committee, consisting of (6) six members of the majority party and (3)
three members of the minority party;
3. the Health, Safety & Human Services Committee, consisting of (6) six members of the majority
party and (3) three members of the minority party.
g. Appointments to the consolidated Board of Commissioners standing committees shall be presented at
a regularly scheduled meeting of the Board for approval.
h. The Chairperson of the Board shall present committee referral and jurisdictional guidelines for the
consolidated standing committees at a regularly scheduled meeting of the Board for approval.
2. The institution of special procedures shall be rescinded at any time upon any one of the following:
d. Written notice to the Board of Commissioners by the Chairperson of the Board of Commissioners.
e. A motion approved by the majority of members of the Board of Commissioners, elected and serving.
BE IT FURTHER RESOLVED that Section XIII. (D)., the requirement for 5 -day written notice to members to amend
the Rules of the Board is hereby suspended.

Please accept this notification that I am rescinding the special Board procedures during the
state of emergency for the creation of the Emergency Operations and Oversight Committee.
Due to the need to adjust Board business for social distancing public health regulations, I am
instituting the provisions authorized under Section XV. of the Rules of the Board to consolidate
standing committees of the Board.

of Section XV. — Special Procedures for Social Distancing and Remote Participation.

Amending the following to the BE IT FURTHER RESOLVED clause
BE IT FURTHER RESOLVED that the 2019-20 Rules of the Board of Commissioners are amended
as follows:

standing committees shall be:
1. the Pandemic Response & Economic Recovery Committee, consisting of (7) seven

because the Covid-19 Pandemic does not discriminate between race, color, creed, religion,
sexual preferences or political parties;
