HomeMy WebLinkAboutResolutions - 2020.04.29 - 33145REQUESTING SUSPENSION OF THE BOARD RULES FOR IMMEDIATE CONSIDERATION UNDER NEW BUSINESS MISCELLANEOUS RESOLUTION #20131 BY: Commissioners Michael Spisz, District #3; Penny Luebs, District #16; Gwen Markham, District #9, Gary McGillivray, District #20; Thomas Kuhn, District #11; Christine Long, District #7; Marcia Gershenson, District #13; Philip Weipert, District #8; Thomas Middleton, District #4; Helaine Zack, District #18; Eileen Kowall, District #6; and William Miller, District #14 IN RE: BOARD OF COMMISSIONERS - RECOGNITION OF NATIONAL CORRECTIONS OFFICER WEEK —MAY 3 - 9, 2020 To the Oakland County Board of Commissioners Chairperson, Ladies and Gentlemen: WHEREAS according to U.S. Bureau of Justice Statistic Bulletin, in December 2016, the number of adults under correctional supervision nationwide was 6,613,500 persons; and WHEREAS last year over 16,554 persons were admitted into the Oakland County jail facilities including the mentally ill, persons awaiting trial, persons pending arraignment, protective custody cases, infirm, persons awaiting transfer to State, Federal or other jurisdictions, and those already sentenced; and WHEREAS the Oakland County Sheriffs Office Corrections Deputies are responsible for overall inmate supervision to ensure safe, secure and orderly facility operations, intake and release of all persons, identification of special needs and classification of all inmates, inmate and professional visitation, inmate transport and Court security; and WHEREAS the Oakland County Sheriffs Office Corrections Divisions are recognized as innovative, professional and able to operate a very complex and crowded set of multiple facilities, transport and coordinate an enormous number of inmate movements on a daily basis with a minimal number of staff/inmate injuries or escapes; and WHEREAS it is important that all citizens know and understand the duties, responsibilities, hazards, and challenges that Corrections Deputies experience each day and during the COVID-19 crisis; and WHEREAS the week of May 3 - 9, 2020, has been designated as National Corrections Officer Week. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners does hereby acknowledge the hard work and dedication of the Oakland County Sheriffs Office Corrections Deputies and the special contribution they make to ensure the public safety of all citizens in Oakland County. BE IT FURTHER RESOLVED that the Oakland County Board of Commissioners does hereby honor all the Corrections Deputies of the Oakland County Sheriffs Office and Officers nationwide for their unique skills, abilities and devotion to duty they make each day and during the COVID-19 crisis and pronounce a special thanks to the Deputies, on behalf of the citizens of Oakland County. (Miscellaneous Resolutions #20129 —#20137). Vote on suspension: AYES: Zack, Gershenson, Gingell, Hoffman, Jackson, Kochenderfer, Kowall, Long, Luebs, Markham, McGillivray, Miller, Nelson, Powell, Quarles, Spisz, Weipert, Woodward. (18) NAYS: Kuhn, Middleton, Taub. (3) A sufficient majority having voted in favor, the motion to suspend the rules and vote on Proposed Resolutions for Introduction items I. — q. (Miscellaneous Resolutions #20129 — #20137) carried. Moved by Miller seconded by Markham the resolutions be adopted. Moved by Taub seconded by Middleton to remove item p. Miscellaneous Resolution #20136 — Board of Commissioners — Proclaiming April 22, 2020 as Earth Day in Oakland County from the suspension list. Discussion followed. Vote on motion to remove item p. Miscellaneous Resolution #20136 from the suspension list: AYES: Gingell, Hoffman, Kochenderfer, Kowall, Kuhn, Long, Middleton, Spisz, Taub, Weipert. (10) NAYS: Gershenson, Jackson, Luebs, Markham, McGillivray, Miller, Nelson, Powell, Quarles, Woodward, Zack. (11) A sufficient majority having not voted in favor, the motion to remove item p. Miscellaneous Resolution #20136 — Board of Commissioners — Proclaiming April 22, 2020 as Earth Day in Oakland County from the suspension list failed. Vote on Proposed Resolutions for Introduction Items I. — q. (Miscellaneous Resolutions #20129- #20137): AYES: Gingell, Hoffman, Jackson, Kochenderfer, Kowall, Kuhn, Long, Luebs, Markham, McGillivray, Miller, Nelson, Powell, Quarles, Spisz, Weipert, Woodward, Zack, Gershenson. (19) NAYS: Middleton, Taub. (2) A sufficient majority having voted in favor, the resolutions were adopted.
