IN RE: BOARD OF COMMISSIONERS — RECOGNIZE NATIONAL CHILD ABUSE PREVENTION
AWARENESS MONTH
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS the Centers for Disease Control and Prevention (CDC) estimates at least 1 in 7 children
experienced child abuse and neglect last year; and
WHEREAS in 2019, Michigan reported 33,060 children were abused or neglected, totaling 91 children each
day; and
WHEREAS children suffer abuse and neglect in our communities regardless of age, race, gender, or
economic situation; and
WHEREAS child maltreatment increases with critical risk factors like unemployment, poverty, drug and
alcohol abuse, stress, social isolation, and violence; and
WHEREAS the new health hazards, economic hardships, and social harms of the COVID-19 pandemic
have elevated insecurities and risk factors for caregivers throughout Oakland County and can put additional
pressure on those already vulnerable; and
WHEREAS the number of adverse childhood experiences (ACEs) can have severe generational impacts
on health and wellbeing over multiple lifetimes; and
WHEREAS we must acknowledge the severe long-term negative effects physical and emotional abuse
have on the trajectory of our children and communities as a whole, and take preventative actions; and
WHEREAS estimates indicate the total lifetime costs associated with child maltreatment to exceed $428
billion; and
WHEREAS the reported maltreatment of children is only a fraction of the real problem. Many cases go
unreported and it is critical to act early to save a child's life; and
WHEREAS connecting with child caregivers including family, friends, and neighbors can make a difference
in breaking the cycles of abuse by recognizing and addressing challenges while building positive supports;
and
WHEREAS child abuse prevention is a community responsibility dependent on continual collaboration and
advocacy among schools, social service agencies, religious and civic organizations, businesses, and law
enforcement; and
WHEREAS CARE House of Oakland County unites partnerships to resolve local child abuse issues and
applies effective programs to create nurturing environments in the community that improve early
identification, treatment and abuse prevention efforts; and
WHEREAS Children's Protective Services saves lives receiving toll-free calls 24/7 at 855-444-3911 to
report and prevent further abuse of a child; and
WHEREAS together we can build supportive relationships which advocate for all children to grow and thrive
in a healthy environment filled with joy, hope, unconditional love and acceptance.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners together with
CARE House of Oakland County and its collaborative organizations, hereby proclaim April as Child Abuse
Prevention and Awareness Month in Oakland County.
BE IT FURTHER RESOLVED that the Oakland County Board of Commissioners calls upon local
government, law enforcement, schools, community-based organizations, and all child caregivers to
heighten awareness of child abuse and neglect, take appropriate protective measures, and seek help to
build resilience with children.

Introduction items I. — q. (Miscellaneous Resolutions #20129 — #20137).

A sufficient majority having voted in favor, the motion to suspend the rules and vote on Proposed
Resolutions for Introduction items I. —q. (Miscellaneous Resolutions #20129—#20137) carried.
Moved by Miller seconded by Markham the resolutions be adopted.
Moved by Taub seconded by Middleton to remove item p. Miscellaneous Resolution #20136 — Board of
Commissioners — Proclaiming April 22, 2020 as Earth Day in Oakland County from the suspension list.
Discussion followed.

#20136 — Board of Commissioners — Proclaiming April 22, 2020 as Earth Day in Oakland County from the
suspension list failed.
