Woodward, District #19; Bob Hoffman, District #2; Gary McGillivray, District #20; Tom Kuhn, District #11; Helaine Zack, District #18; Janet Jackson, District #21; Marcia Gershenson, District #13; Christine Long, District #7; Angela Powell, ,District #10 IN RE: BOARD OF COMMISSIONERS — RECOGNIZING APRIL 24, 2020 AS ARBOR DAY IN OAKLAND COUNTY' To the Oakland County Board of Commissioners Chairperson, Ladies and Gentlemen: WHEREAS in 1872, J. Sterling Morton successfully proposed to the Nebraska State Board of Agriculture the first tree -planting holiday, which was to be called "Arbor Day"; and WHEREAS it is estimated that on the first Arbor Day, more than 1,000,000 trees were planted in the State of Nebraska alone; and WHEREAS Arbor Day is observed in all 50 States and across the world; WHEREAS in 1885, the Michigan Governor and State Legislature stated the importance of planting trees by naming a day upon which this work shall be given special attention, known as "Arbor Day"; and WHEREAS the purpose of Arbor Day is to encourage people to plant trees; and WHEREAS trees promote energy conservation by providing shade and increasing humidity, which moderates temperature extremes, and reduces the energy necessary to heat and cool buildings and homes; and WHEREAS trees planted in urban areas reduce the emissions of greenhouse gases by decreasing energy consumption, and sequester carbon; and WHEREAS trees protect and purify our water resources by reducing surface runoff, contributing to stormwater management activity, and protecting urban water resources; and WHEREAS trees provide essential habitat for much of Michigan's wildlife; and WHEREAS trees enhance the aesthetic quality of life in urban communities by functioning as a natural buffer for surface noise and provide a natural recreational resource for Michigan's youth; and WHEREAS trees in our community increase property values, enhance the economic vitality of business areas, and beautify our community; and WHEREAS planting and caring for trees contributes to a sustainable environment for future generations and makes Oakland County a great place to live; WHEREAS National Arbor Day is observed on the last Friday of April each year. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners recognizes April 24, 2020 as Arbor Day in Oakland County. BE IT FURTHER RESOLVED that the Oakland County Board of Commissioners supports the goals and ideals of Arbor Day. Chairperson, I move the adoption of the foregoing resolution. Vote on suspension: AYES: Zack, Gershenson, Gingell, Hoffman, Jackson, Kochenderfer, Kowall, Long, Luebs, Markham, McGillivray, Miller, Nelson, Powell, Quarles, Spisz, Weipert, Woodward. (18) NAYS: Kuhn, Middleton, Taub. (3) A sufficient majority having voted in favor, the motion to suspend the rules and vote on Proposed Resolutions for Introduction items I. — q. (Miscellaneous Resolutions #20129 — #20137) carried. Moved by Miller seconded by Markham the resolutions be adopted. Moved by Taub seconded by Middleton to remove item p. Miscellaneous Resolution #20136 — Board of Commissioners — Proclaiming April 22, 2020 as Earth Day in Oakland County from the suspension list. Discussion followed. Vote on motion to remove item p. Miscellaneous Resolution #20136 from the suspension list: AYES: Gingell, Hoffman, Kochenderfer, Kowall, Kuhn, Long, Middleton, Spisz, Taub, Weipert. (10) NAYS: Gershenson, Jackson, Luebs, Markham, McGillivray, Miller, Nelson, Powell, Quarles, Woodward, Zack. (11) A sufficient majority having not voted in favor, the motion to remove item p. Miscellaneous Resolution #20136 — Board of Commissioners — Proclaiming April 22, 2020 as Earth Day in Oakland County from the suspension list failed. Vote on Proposed Resolutions for Introduction Items i. — q. (Miscellaneous Resolutions #20129- #20137): AYES: Gingell, Hoffman, Jackson, Kochenderfer, Kowall, Kuhn, Long, Luebs, Markham, McGillivray, Miller, Nelson, Powell, Quarles, Spisz, Weipert, Woodward, Zack, Gershenson.
