Lisa Brown, Oakland County Clerk/Register of Deeds addressed the Board to read a communication from
David Woodward, Chairperson, Oakland County Board of Commissioners stating that the Board of
Commissioners has used the authority granted under the provisions of the Emergency Management
Act, Section 10 of Public Act 390 of 1976, MCL 30.410 to approve the grant application for the
Community Foundation for Southeast Michigan COVID-19 Support Funding Grant submitted by the
Oakland County Health Division.
Lisa Brown, Oakland County Clerk/Register of Deeds addressed the Board to read a communication from
Commissioner Kristen Nelson stating that she has appointed the following representatives to the Oakland
County Task Force on COVID-19 Impact on Seniors’ Isolation, Loneliness and Health per MR #20128:

Because of Us
We sit here in Michigan, safe inside our home. Our children rustle up our groceries, or we use a ship
service, or order online anything else we need. We enjoy watching movies and shows to pass the time,
talk to our friends on the phone, use Zoom and Facetime as much as we want. Sometimes we tackle
projects, sometimes we walk at the park, sometimes we just lay down for a nap. It’s easy.
We are 68 & 70 years old, in good health, free of other disease, but we know if we catch the virus, it could
be deadly even for us as healthy as we believe we are. As a rule we’ve always worked hard to avoid
catching any type cold or flu or virus. We get our flu and pneumonia shots, wash our hands frequently, and
avoid our grandchildren when they are sick. Our family respects that we take good care of
ourselves: walking daily when able, getting good sleep, and eating the best diet of our lifetimes.
We choose all this for ourselves, and like many people in this country, we have chosen this way of life for
many years to enable us to enjoy our retirement to the fullest. And we are, until now.
The reason why we are not enjoying our retirement is not what you might expect though.
We can’t enjoy it knowing that because of us, an entire country’s economy has been shut down, stifled,
silenced. We can’t enjoy our retirement, knowing that men and women have lost their long-held jobs, lost
their companies, lost their once successful, flourishing businesses and storefronts, because of us. Because
of us, our once very healthy retirement fund is shrinking more almost every day right before our
eyes. Because of us, rents aren’t being paid, mortgages are delinquent and checking accounts are
barren. Church doors are closed, weddings don’t take place, men & women grieve in solitary after losing
their dear spouses.
Little children can’t go to school because of us, they can’t see their friends, can’t go outside to the
park. Budding artists have no lessons, athletes have no training, musicians sit alone, quiet. Because of

us, earbud-clad teens stare blankly at their screens while a teacher tries to conduct some type of class.
Teachers sit alone in a bedroom or closet at home, scrambling to assemble notes and plans to teach their
once too-lively classes. Beds go unmade, vacuums sit idle, babies cry a little more - all because of us.
Parents are stressed more than ever because of us. We’re forcing moms to juggle their jobs at home while
monitoring their children’s class work, giving up any sense of separation at home between work and family,
and it shows. Because of us,
Oh, yes, children can get coronavirus, and younger adults as well. A lot of them. But they are not the target
age for death from coronavirus - we in our 70’s, 80’s, and 90’s are. The younger generations get sick,
some don’t do well and a very few die, most recover. We are the generation who when we do get it, die
easily, quickly, in a moment we go from ill to deathly ill in a matter of days.
And that is the heart of this matter. All of our country’s humanity is sacrificing,
losing jobs, losing businesses, in some cases, losing hope - all because of us. Bearing insufferable
pain. To keep us alive. To keep us safe. To keep us well.
Words aren’t enough. We say thank you to everyone, everywhere, for all you are doing, for what you are
giving up, for everything you are losing. Because of us.
We can just stay here, and we will anyway - even after the strict rules are gone. We’re careful people,
senior citizens are. We know a minute virus can cause a gigantic risk to our health. So after the phases
are passed, the restrictions lifted, the storefronts open, we’ll stay home a little bit longer than everyone else,
a little shy about the public forum. We’ll wait, we’ll see what happens, then we’ll go back to normal.
We can do that, we want to do that. Like I said, it’s easy. So why don’t we? Why are you losing everything
for us, because of us, when we could just stay here, safe inside our homes?

IN RE: CENTRAL SERVICES/AVIATION DIVISION – AIRPORT LAND LEASE ADDENDUM AND
CONSENT TO ASSIGNMENT: TENNECO, INC. AND BVI PARTNERS LLC
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS the County of Oakland (the “County”) owns the Oakland County International Airport in
Waterford Township; and
WHEREAS parcels of land are leased to various aviation businesses for the purpose of constructing
hangars, aviation ramps, and related appurtenances for conducting aviation business at the Airport; and
WHEREAS Miscellaneous Resolution #19083 approved the land lease agreement between Oakland
County and Tenneco, Inc. on April 18, 2019; and
WHEREAS the Aviation Division has agreed, pursuant to a Land Lease Addendum and Consent to
Assignment (“Addendum and Consent to Assignment”) to assign the Land Lease with TENNECO, INC.,
dated May 1, 2019 (the “Land Lease”) to BVI PARTNERS LLC, for the same premises, and to amend the
Land Lease to reference the payment of a security deposit of three month’s rent totaling $9,600.51
($3,200.17 per month) which shall be paid upon the effective date of the Addendum and Consent to
Assignment for the premises, provided the assignment will be effective only upon the closing of the sale
transaction between TENNECO, INC. and BVI PARTNERS LLC; and
WHEREAS in all other respects, the Land Lease shall remain in full force and effect; and
WHEREAS the Airport Committee and the County’s Office of Corporation Counsel have reviewed and
agreed to the terms of the Addendum and Consent to Assignment.

NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners hereby
approves and accepts the terms and conditions of the attached Addendum and Consent to Assignment
amending the Land Lease and assigning the Land Lease to BVI PARTNERS LLC.
BE IT FURTHER RESOLVED that the Oakland County Board of Commissioners directs its Chairperson or
his designee to execute the attached Addendum and Consent to Assignment and all other related
documents between the County and BVI PARTNERS LLC.
BE IT FURTHER RESOLVED that a budget amendment is not required as the revenue is included in the FY
2020 – FY 2022 Airport Fund (#56500) budget.

IN RE: INFORMATION TECHNOLOGY – TEMPORARY POLICY AMENDMENT TO THE
COMPREHENSIVE I.T. SERVICES AGREEMENTS
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS the novel coronavirus (COVID-19) pandemic has caused an unprecedented financial and
economic hardship for the citizens and agencies in the State of Michigan and Oakland County; and
WHEREAS on March 10, 2020, Governor Gretchen Whitmer, issued an executive order (No. 2020-4)
declaring a state of emergency due to the novel coronavirus (COVID-19); and
WHEREAS on March 13, 2020, County Executive David Coulter declared a local state of emergency
in Oakland County, Michigan pursuant to Section 10 of Public Act 390 of 1976, MCL 30.410; and
WHEREAS this local declaration is due to the occurrence and threat of widespread or severe injury or
loss of life from the known transmission of COVID-19 within Oakland County; and
WHEREAS to adhere to the Governor’s executive order (No. 2020-21, extended on No. 2020-42)
“Temporary requirement to suspend activities that are not necessary to sustain and protect life”,
otherwise known as “Stay Home, Stay Safe”, Oakland County is encouraging citizens and customers
to utilize the online payments feature through the County website, the County will not charge online
payment processing fees (also known as Enhanced Access Fees or “EAFs”) from 3/25/2020 through
4/30/2020 (or through 6/30/2020 at the latest, if the County Executive extends the order); and
WHEREAS the County, through its Department of Information Technology, currently has interlocal
agreements with public bodies to provide information technology services (“I.T. Services Agreements”)
as authorized by the Board of Commissioners in Miscellaneous Resolutions #17263 dated September
28, 2017 and Miscellaneous Resolution #17034 dated February 15, 2017; and
WHEREAS for similar policy reasons as the County’s, several public bodies located outside of Oakland
County that are receiving the County’s services provided in Exhibit I (Online Payments) of the I.T.
Services Agreement have expressed to the County that they do not want their customers to be charged
EAFs for payments utilizing the County’s services provided in Exhibit I (Online Payments) and said
public bodies are willing to reimburse the County for the County’s Cost for Transactional Fees for these
payments from 3/25/2020 through 4/30/2020 or possibly longer depending on the duration of the state
of emergency; and
WHEREAS for similar policy reasons as the County’s, numerous public bodies located inside of
Oakland County that are receiving the County’s services provided in Exhibit I (Online Payments)
and/or Exhibit III (Pay Local Taxes) of the I.T. Services Agreement have expressed to the County that
they do not want their customers to be charged EAFs for payments utilizing the County’s services
provided in Exhibit I (Online Payments) and/or Exhibit III (Pay Local Taxes) from 3/25/2020 through
4/30/2020 or possibly longer depending on the duration of the states of emergency; and

WHEREAS the Department of Information Technology, with the assistance of Corporation Counsel,
has drafted the attached two amendments to the I.T. Services Agreement, one for in-county public
bodies and the other one for out of county public bodies, to accommodate the expressed interests of
these other public bodies to not charge the EAFs to their customers; and
WHEREAS the Department of Information Technology recommends the approval of the attached two
amendments so that EAFs will not be charged to customers of public bodies that agree to the
applicable amendments.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves the
attached two Amendment templates to the Comprehensive I.T. Services Agreement to be executed
initially through 4/30/2020, and extended to 6/30/2020 at the latest, and authorizes the Chairperson of
the Board of Commissioners to sign the amendments.
BE IT FURTHER RESOLVED that a copy of any such signed amendments shall be provided to the
Elections Division of the Oakland County Clerk for transmission to the Office of the Great Seal of Michigan.

IN RE: INFORMATION TECHNOLOGY – EAF FEE WAIVER AMENDMENT FOR OUT OF COUNTY I.T.
SERVICES AGREEMENT
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS the State of Michigan has encouraged governmental entities to share services with each other
for efficiency and cost savings; and
WHEREAS the Oakland County Department of Information Technology has developed numerous
applications that efficiently conduct governmental operations. As a means of cost recovery, Oakland County
contracts with other governmental bodies to deliver certain I.T. service applications that are designed to
improve efficiency and operations; and
WHEREAS the Board of Commissioners, pursuant to Miscellaneous Resolution #12153, approved the
Department of Information Technology’s Comprehensive I.T. Services Agreement enabling the Department
to make additional technology services available to public bodies; and
WHEREAS the Agreement enables the County to provide up to fifteen I.T. Services with appropriate fees,
when applicable; and
WHEREAS with the adoption of Miscellaneous Resolution #19007, as amended, the Board of
Commissioners clarified that Agreements for public entities within Oakland County and Agreements with
public bodies outside of Oakland County that are solely for Emergency Support Services and IT Security
Advice may continue to be signed by the Board Chairperson, while Agreements with public bodies outside
of Oakland County for all other services, shall be reviewed through the Committee process and must be
approved by the Board of Commissioners before they can be signed by the Board Chairperson.
WHEREAS the following public bodies located outside of Oakland County that are receiving the County’s
services provided in Exhibit I (Online Payments) of the I.T. Services Agreement have expressed to the
County that they do not want their customers to be charged EAFs for payments utilizing the County’s

Allen Park, City of Battle Creek, City of Charlotte, County of Grand Traverse and County of Saint Clair.
BE IT FURTHER RESOLVED that upon receipt of final, executed agreements from the designated agents
or governing body of the public bodies requesting services, the Oakland County Board of Commissioners
authorizes its Chairperson to execute and enter into these Agreements on behalf of the County of Oakland.
BE IT FURTHER RESOLVED that a copy of any such signed, fully executed, IT Services Agreement shall
be provided to the Elections Division of the Oakland County Clerk for transmission to the Office of the Great
Seal of Michigan.
BE IT FURTHER RESOLVED that the Department of Information Technology will provide a list of all public
bodies agreeing to the attached Interlocal Agreement along with its quarterly report to the Finance and
Infrastructure Committee.
BE IT FURTHER RESOLVED that no budget amendment is recommended at this time.

IN RE: FACILITIES PLANNING AND ENGINEERING/CLERK/REGISTER OF DEEDS –
CLERK/REGISTER OF DEEDS SOUTH OAKLAND OFFICE BUILDING SATELLITE OFFICE PROJECT
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS the County Clerk’s/Register of Deeds Office is housed in the main courthouse on the County
campus; and
WHEREAS there are no other County Clerk’s/Register of Deeds Offices located in the County; and
WHEREAS the population density of Oakland County increases towards the southeast corner of the
County, while the current office is closer to the County’s center; and
WHEREAS creating a satellite office for the County Clerk/Register of Deeds at the South Oakland Office
Building (SOOB) in Troy, will facilitate the Clerk’s/Register of Deeds ability to service customers closer to
their homes and places of work, thus reducing traffic on the County campus and in the courthouse; and
WHEREAS office space, near the main entrance and security station of the SOOB, is unoccupied; and
WHEREAS existing Clerk’s/Register of Deeds staff will occupy the new office space and no new staffing
requests are forthcoming; and

WHEREAS a front counter, secure foyer, file storage and office space will be constructed; and
WHEREAS the total project cost is $49,274, including annual (competitively bid) contractor costs of $192
for flooring from Floor Transformations, $500 for heating/cooling from Johnson Controls, Inc., as well as
$6,900 for architectural from Allied Building Services; $2,599 for voice/data from Thumb Communications;
$19,841 for furniture from AIREA; $12,815 for labor/materials from Facilities Maintenance & Operations;
and $6,427 for contingency (see attached project estimate); and
WHEREAS funding in the amount of $49,274 is available for transfer from the FY 2020 Capital Improvement
Program/Building Fund (#40100) to the Project Work Order Fund (#40400) for the Clerk’s/Register of Deeds
South Oakland Office Building Satellite Office Project.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners authorizes the
Clerk’s/Register of Deeds South Oakland Office Building Satellite Office Project in the amount of $49,274.
BE IT FURTHER RESOLVED that the Oakland County Board of Commissioners authorizes the transfer of

NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners call on all citizens
of Oakland County and on all patriotic, civic and educational organizations to observe the week of May 10
-16, 2020 as Police Week with appropriate observances in which all people may commemorate law
enforcement officers, past and present, who, by their faithful and loyal devotion to their responsibilities,
have rendered a dedicated service to their communities and, in so doing, have established for themselves
an enviable and enduring reputation for preserving the rights and security of all citizens.
BE IT FURTHER RESOLVED to call on all citizens of Oakland County to observe Wednesday, May 15,
2020 as Peace Officers' Memorial Day in honor of those law enforcement officers who, through their
courageous deeds, have made the ultimate sacrifice in service to their community or have become disabled
in the performance of duty, and let us recognize and pay respect to the survivors of our fallen heroes.

WHEREAS pursuant to petitions filed by the City of Sterling Heights, Macomb County, and the Charter
Township of Waterford, Oakland County (collectively, the “Petitions”) requesting the Maintenance,
Extension and Improvement of the Oakland-Macomb Interceptor Drain (the “Drain”) pursuant to Section
535 of the Michigan Drain Code of 1956 (“Drain Code”), as amended, MCL 280.535 and filed with the
Director of the Michigan Department of Agriculture on December 20, 2018, proceedings have been carried
out by the Augmented Drainage Board and Drainage Board for the Oakland-Macomb Interceptor Drain
Drainage District (the “Drainage District”) to acquire, finance, construct, improve, and replace certain
wastewater facilities (the “Project”), and said Project having been determined to be necessary for the public
health; and
WHEREAS pursuant to the authorization provided in Chapter 21 of the Drain Code, the Drainage Board for
the Drainage District proposes that the Drainage District issue its Drain Bonds, Series 2020 (the “Drain
Bonds”) in the aggregate principal amount not to exceed $99,500,000 to finance all or part of the cost of
the design and construction of improvements, the costs relating to the Project, and the costs of issuance of
such bonds as described on Attachment I; and
WHEREAS such bonds will be payable in part from the collection of special assessments against public
corporations located in Oakland and Macomb Counties and in the Drainage District, said special
assessments to be duly confirmed as provided in the Drain Code; and
WHEREAS pursuant to a Final Order of Apportionment dated August 21, 2019, adopted by the Drainage
Board for the Drainage District, the estimated project cost of $99,500,000 will have 33.10% apportioned to
Public Corporations within Oakland County, and 66.90% to Public Corporations within Macomb County as
indicated in the Chart below:

WHEREAS the statutory limit for County debt is $7,671,600,230 (10% of State Equalized Value). As of April
23, 2020, the total pledged debt is $578,243,540 or approximately 0.75375% of the S.E.V.; and
WHEREAS Section 526 of Act 40, Public Acts of Michigan, 1956, as amended (the “Drain Code”),
authorizes a county to pledge its full faith and credit for the payment of obligations issued under Chapter
21 of the Drain Code, if the county board of commissioners has adopted a resolution by two-thirds (2/3)
vote of its members-elect to that effect; and
WHEREAS the Drain Bonds are to be designated as the Oakland-Macomb Interceptor Drain Drainage
District Bonds (Limited Tax General Obligation), Series 2020, will be dated as of such date, will bear interest
at such rates not to exceed 6%, will be in the aggregate principal amount not to exceed $99,500,000, will
mature in such years and principal amounts, and will be subject to redemption prior to maturity, as shall be
determined by resolution of the Drainage Board; and
WHEREAS said Project is immediately necessary to protect and preserve the public health, and it is in the
best interest of Oakland County that the Drain Bonds be sold and secured by a pledge of the full faith and
credit of Oakland County, as authorized by Section 526 of the Drain Code; and
WHEREAS the Board of Commissioners of Macomb County is expected to adopt a similar resolution
pledging its full faith and credit for the payment of the Drain Bonds.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners, pursuant to the
authorization provided in Section 526 of the Drain Code, by a majority vote of at least two-thirds (2/3) of its
members-elect, does hereby irrevocably pledge the full faith and credit of Oakland County for the prompt
payment of the principal of and interest on that portion of the Drain Bonds not to exceed $32,934,500 and
representing 33.10% apportioned to Public Corporations within Oakland County (which said total amount
of the Drain Bonds shall not exceed the aggregate amount of $99,500,000), and does agree that in the
event any Public Corporations in Oakland County shall fail or neglect to account to the Oakland County
Treasurer (“County Treasurer”) for the amount of any special assessment installment and interest (in
anticipation of which the bonds are issued) when due, then the amount thereof shall be advanced from the
funds of Oakland County, and the County Treasurer is directed to make such advancement to the extent
necessary.
BE IT FURTHER RESOLVED that in the event that, pursuant to said pledge of its full faith and credit
Oakland County advances out of Oakland County funds all or any part of the principal and interest due on
the bonds, it shall be the duty of the County Treasurer, for and on behalf of Oakland County, to take all
actions and proceedings and pursue all remedies permitted or authorized by law for the reimbursement of
such sums so paid.
BE IT FURTHER RESOLVED that the County Treasurer or the Drainage District’s financial consultant,
Municipal Financial Consultants, is authorized to file with the Department of Treasury of the State of
Michigan on behalf of the County an Application for the State Treasurer's Approval to Issue Bonds with
respect to the Drain Bonds.
BE IT FURTHER RESOLVED that the County Treasurer is authorized, if necessary, to approve the
circulation of a preliminary and final official statement for the Drain Bonds, to cause the preparation of those
portions of the preliminary and final official statement that pertain to the County, and to do all other things
necessary for compliance with Rule 15c2-12 issued under the Securities Exchange Act of 1934, as
amended (the “Rule”). The County Treasurer is authorized to execute and deliver such certificates and to
do all other things that are necessary to effectuate the sale and delivery of the Drain Bonds.
BE IT FURTHER RESOLVED that the County Treasurer is hereby authorized, if necessary, to execute and
deliver in the name and on behalf of the County (i) a certificate of the County to comply with the
requirements for a continuing disclosure undertaking of the County pursuant to subsection (b)(5) of the
Rule and (ii) amendments to such certificate from time to time in accordance with the terms of such
certificate (the certificate and any amendments thereto are collectively referred to herein as the “Continuing
Disclosure Certificate”). To the extent a Continuing Disclosure Certificate is executed and delivered, the
County hereby covenants and agrees that it will comply with and carry out all of the provisions of such
Continuing Disclosure Certificate. The remedies for any failure of the County to comply with and carry out
the provisions of the Continuing Disclosure Certificate shall be as set forth therein.
BE IT FURTHER RESOLVED that all resolutions and parts of resolutions insofar as they conflict with the
provisions of this resolution be and the same hereby are rescinded.

Chairperson, Ladies and Gentlemen:
WHEREAS fair and free elections are a hallmark of American democracy; and
WHEREAS the COVID-19 pandemic has already caused disruptions in this year’s election cycle, with a
number of states and local communities delaying elections, others scrambling to run elections in a safe
way, and others working to rely more on voting by mail; and
WHEREAS COVID-19 also presents new challenges for conducting in-person voting, including, but not
limited to, providing adequate space for poll workers to safely work and voters to safely participate while
following social distancing requirements; and
WHEREAS prior to holding any election during the coronavirus pandemic, the Centers for Disease Control
and Prevention (CDC) recommends encouraging voters to use voting methods that minimize direct contact
with others and reduce crowd size by using such methods as mail-in voting, early voting and drive-up voting;
and
WHEREAS the challenges are plentiful - common polling places like schools, fire stations and nursing
homes are either being used for other COVID-19 responses or may be off-limits; and
WHEREAS it is critical that elections administrators make every effort to run elections on schedule, protect
the health and safety of voters and elections personnel; and
WHEREAS the Oakland County Board of Commissioners is committed to working collaboratively with local
governments, civic organizations, and election officials to manage risks and challenges of election
infrastructure during the COVID-19 pandemic in Oakland County.
NOW THEREFORE BE IT RESOLVED that Oakland County Board of Commissioners creates the Oakland
County Safe and Healthy Elections Task Force (Task Force) to ensure that upcoming elections during the
COVID-19 pandemic are accessible, safe, healthy and secure in Oakland County.

National Emergency concerning the (COVID-19) outbreak; and
WHEREAS on April 1, 2020, Governor Whitmer signed Executive Order No. 2020-33 declaring a state of
emergency expansion and additionally declaring a state of disaster to address the fast-progressing COVID-
19 pandemic; and
WHEREAS pursuant to the provisions of Section 10 of Public Act 390 of 1976, MCL 30.410, the Oakland
County Board of Commissioners adopted Miscellaneous Resolutions #20084, #20102 and #20121
authorizing the continuation of the local state of emergency declared on March 13, 2020; and
WHEREAS the health, economic and social harms of the COVID-19 pandemic are widespread and severe,
touching all communities and people throughout Oakland County. The local state of emergency declared

WHEREAS the National Safety Council (NSC), a nonprofit, nongovernmental public service organization
dedicated to protecting life and promoting health in the United States of America, established National
Safety Month to increase awareness of the leading safety and health risks and ultimately decrease the
number of unintentional injuries and deaths; and
WHEREAS each June, communities throughout the nation take time to recognize and support the many
innovative programs and positive efforts being undertaken to promote the safety of individuals; and
WHEREAS unintentional injuries are the leading cause of death in the United States for people aged 1-44
and the cause of more than 27 million emergency room visits annually; and
WHEREAS while overall unintentional firearms deaths have decreased, statistics show a disproportionate
number among children, with 16% of the unintentional firearms deaths occurring among youth under age
20; and
WHEREAS many organizations, including gun rights advocates, have utilized National Safety Month as an
opportunity to educate the public and spread awareness of the fundamentals of safe gun handling and
storage to promote a safe environment for everyone; and
WHEREAS a national effort is underway to continue forming partnerships among law enforcement, elected
officials, community leaders, state agencies, businesses, the firearms industry and others to raise
awareness of and to distribute at no expense cable-style gun locks; and
WHEREAS the Oakland County Board of Commissioners unanimously adopted the report "Gun Violence
in Oakland County" in 2013 with the action item: "Promote continual effective gun safety practices through
public awareness and regular training. Increase public awareness of the proper securing of firearms and
the penalties associated with the failure to do so”; and
WHEREAS the ongoing efforts of the Oakland County Board of Commissioners to reduce gun violence has
earned national recognition with a National Association of Counties Achievement Award; and
WHEREAS a partnership of the Board of Commissioners, the Oakland County Sheriff's Office, the National
Project Child Safe/NSSF organization, Crime Stoppers, and over 30 local law enforcement agencies came
together in June 2016 to successfully distribute more than 5,000 gun safety locks, at no cost to participants;
and
WHEREAS a study by the RAND Corporation of firearm storage patterns in U.S. homes found that "of the
homes with children and firearms, 55% were reported to have 1 or more firearms in an unlocked place,"
and 43% reported keeping guns without a trigger lock in an unlocked place”; and
WHEREAS a study conducted by the Behavioral Risk Factor Surveillance System in conjunction with the
Centers for Disease Control on adult firearm storage practices in U.S. homes found that over 1.69 m illion
children and youth under age 18 are living in homes with loaded and unlocked firearms; and
WHEREAS the Journal of the American Medical Association found that more than 75% of the guns used
in youth suicide attempts and unintentional injuries were stored in the residence of the victim, a relative, or
a friend; and
WHEREAS the U.S. Secret Service and Department of Education determined in 65% of the cases of 37
studied school shootings (1974-2000) the attacker obtained their gun from home; and
WHEREAS the safe storage of firearms helps prevent firearms from being stolen, reducing the risk of illegal
gun trafficking; and
WHEREAS Oakland County leaders and law enforcement officials must continue to increase public
awareness of the safe storage and handling of firearms to prevent accidental death and illegal gun
trafficking.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners hereby
recognizes June 2020 as National Safety Month in Oakland County and declares their support for efforts
to promote firearms safety education awareness and the distribution of gun safety devices.
BE IT FURTHER RESOLVED that Oakland County Board of Commissioners encourages all organizations,
private and public, that are responsible for the safety of individuals to undertake activities in the month of
June to promote greater awareness of personal safety and reduce the risks of unintentional injury.
BE IT FURTHER RESOLVED that the Oakland County Clerk/Register of Deeds is requested to forward
copies of this adopted resolution to the Oakland County Sheriff, the Oakland County Chiefs of Police
Association, the National Safety Council and the Oakland County Fire Chiefs Association.

WHEREAS we have always been a nation of immigrants and throughout history immigrants from around
the globe and their children have kept the nation safe and protected, the workforce vibrant, kept businesses
across the country on the cutting edge and helped build a robust economy to compete in the global market;
and
WHEREAS generations of immigrants have come to the shores of the U.S. from all corners of the globe;
and as pioneers helped lay the railroads and build cities, develop new industries, and fuel the Information
Age, from the telegraph to the smartphone; and
WHEREAS immigrants fought tirelessly in the Revolutionary War and continue to defend the ideals of our
country; between 2002 and 2015, more than 102,000 men and women, including individuals serving in Iraq,
Afghanistan, South Korea, Germany, Japan, and elsewhere, have become U.S. citizens while wearing the
uniform of the United States military; and
WHEREAS more than 70% of agricultural workers in the U.S. are foreign born and have kept farms across
the country in business that provide food to feed our families; and
WHEREAS immigrants start more than one-fourth of all new businesses in the U.S. and immigrants or their
children start more than 40% of Fortune 500 companies; and
WHEREAS those businesses collectively employ tens of millions of people and generate more than
$4,500,000,000,000 in annual revenue; and
WHEREAS our nation’s immigrants have contributed vastly to the advances in technology and sciences;
and
WHEREAS between 2006 and 2012, 44% of new technology start-ups in Silicon Valley (widely known as
the international hub for technological development and innovation) had at least 1 immigrant founder; and

WHEREAS in 2018, there were 33,383 immigrant business owners in Michigan with total sales of $27.3
billion as reported by the New American Economy; and
WHEREAS the work of immigrants has directly enriched our culture by influencing the performing arts (from
Broadway to Hollywood), academia, art, music, literature, media, fashion, cuisine, customs and cultural
celebrations enjoyed across the country; and
WHEREAS Oakland County is, and continues to be, home to thousands of immigrants who contribute
immensely to the economic, social, cultural and civic life of Oakland County; and
WHEREAS Oakland County has a long history of welcoming immigrants, with 12.6% of the County’s
population being born in another country.

Chairperson, Ladies and Gentlemen:
WHEREAS the population of people age 65 and older is growing in the U.S. with 40.3 million reported in
the 2010 Census and this “Boomer Generation” effect will continue for decades; and
WHEREAS it is estimated by 2050 those 65 and older will make up 20% of the U.S. population; and
WHEREAS the fastest growing segment of this population are those 85 and up and it is projected by 2050
there will be 19 million people 85 years of age and older; and
WHEREAS with this growing elderly population there is also the growing risk of significant harm from elder
abuse to vulnerable elders; and
WHEREAS elder abuse is the abuse, neglect, and exploitation of vulnerable older adults usually by a family
member, caregiver or a person in a trusted relationship with the elder; and
WHEREAS there are over 2 million older adults who are victims of elder abuse each year and with as many
as 90,000 cases of elder abuse every year in the State of Michigan; and

WHEREAS the majority of elder abuse is unreported, making it a silent epidemic, resulting in only 1 of 14
cases ever being reported to the authorities; and
WHEREAS the effects of elder abuse - the physical, sexual, emotional, or financial - places elderly victims
at a high risk for premature death; and
WHEREAS the National Center on Elder Abuse (NCEA) states elders who experience abuse had a 300%
higher risk of death when compared to those who had not been abused; and
WHEREAS the abuse experienced by older adults is life-changing and affects their psychological, physical,
emotional, and spiritual well-being and leaves the victim feeling there is nowhere to turn; and
WHEREAS attempted and actual financial loss by victims of elder financial exploitation were estimated at
more than $6 billion between 2013 and 2017; and
WHEREAS elder abuse victims have a difficult time in seeking refuge from their abusive environment due
to the lack resources and safe, temporary shelters; and
WHEREAS June 15, 2020 has been designated by the International Network for the Prevention of Elder
Abuse and the World Health Organization at the United Nations; and
WHEREAS much remains to be done to support our elders and prevent elder abuse; and
WHEREAS the continued support of our state and local community resources that provide counseling,
medical care, safe shelter, legal resources, and skilled nursing care all in an effort to assist older adults
who are vulnerable or in crisis with programs and services to support them in their time of need; and
WHEREAS the expansion of collaboration among community resources to create a network of support to
ensure safe and healthy living environments as well as for older adults to live as independently, as possible,
for as long as possible; and
WHEREAS the Oakland County Board of Commissioners recognizes June 15, 2020 as being set aside as
World Elder Abuse Awareness Day to prevent the abuse, neglect, and exploitation of vulnerable older
adults.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners does hereby
declare June 15, 2020 to be World Elder Abuse Awareness Day in Oakland County.
BE IT FURTHER RESOLVED that the Oakland County Board of Commissioners acknowledge the serious
need to support and protect the vulnerable older adult residents of Oakland County from being victims of
elder abuse, to support legislation and to raise public awareness about elder abuse.

WHEREAS in March of this year, the Coronavirus unexpectedly attacked Oakland County and the State of
Michigan, causing residents, businesses, governments and the medical profession to implement very
reactive measures to address the virus; and
WHEREAS Governor Gretchen Whitmer has implemented restrictions on residents and businesses to help
control and contain the COVID-19 spread and assist in reducing the outbreak; and
WHEREAS the restrictions implemented on residents by Governor Gretchen Whitmer’s Executive orders,
including Stay Home Stay Safe and Social Distancing have been monumental and impacted our local
businesses, their employees and individuals all across the State of Michigan; and
WHEREAS according to Executive Order 2020-77 issued by the Governor, individuals may leave their
home or place of residence, and travel as necessary to engage in outdoor recreational activity, consistent
with remaining at least six feet from people from outside the individual’s household; and
WHEREAS outdoor recreational activity includes walking, hiking, running, cycling, boating, golfing, or other
similar activity, as well as any comparable activity for those with limited mobility; and
WHEREAS according to Executive Order 2020-77, Michigan State parks remain open for day use, subject
to any reductions in services and specific closures that, in the judgment of the director of the Department
of Natural Resources, are necessary to minimize large gatherings and to prevent the spread of COVID-19;
and
WHEREAS we are continuing to observe the decline of COVID-19 in Oakland County and the State of
Michigan; and
WHEREAS with the Memorial Day weekend rapidly approaching, the outdoor recreational activities for the
residents of the State and Oakland County will be essential to the health and well-being for our citizens,
while maintaining social distancing and safety practices, and the economic recovery for the State of
Michigan; and
WHEREAS the Oakland County Board of Commissioners supports easing restrictions for our citizens to
enjoy the exquisite amenities available at the state and local campgrounds and recreational vehicle parks.
NOW THEREFORE IT BE RESOLVED that the Oakland County Board of Commissioners calls upon
Governor Gretchen Whitmer to ease restrictions on campgrounds and recreational vehicle parks throughout
the state before the Memorial Day holiday to assist the State of Michigan’s economic recovery.

NUMBER OF PEOPLE WITH MENTAL ILLNESSES IN JAILS
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS counties routinely provide treatment services to the estimated 2 million people with serious
mental illnesses booked into jail each year; and
WHEREAS prevalence rates of serious mental illnesses in jails are three to six times higher than for the
general population; and
WHEREAS almost three-quarters of adults with serious mental illnesses in jails have co-occurring
substance use disorders; and
WHEREAS adults with mental illnesses tend to stay longer in jail and upon release are at a higher risk of
recidivism than people without these disorders; and
WHEREAS county jails spend two to three times more on adults with mental illnesses that require
interventions compared to those without these treatment needs; and
WHEREAS without the appropriate treatment and services, people with mental illnesses continue to cycle
through the criminal justice system, often resulting in tragic outcomes for these individuals and their families;
and
WHEREAS Oakland County and all counties take pride in their responsibility to protect and enhance the
health, welfare and safety of its residents in efficient and cost-effective ways; and
WHEREAS recognizing the Stepping Up Initiative and May as Mental Health Month increases awareness
and understanding of mental illness, the need for appropriate and accessible services and the use of
alternative incarceration for all people with mental illness to promote recovery; and
WHEREAS Oakland County has been a pioneer and continues to work toward maximizing and expanding
services and the use of alternatives to incarceration to effectively deal with non-violent offenders and
individuals with mental illness; and
WHEREAS the Oakland County Community Correctional Division provides an array of sentencing
alternatives with programs, services, and resources for individuals with mental illnesses who enter into the
criminal justice system; and
WHEREAS the Oakland Community Health Network (OCHN) strives to inspire hope, empower people, and
strengthen communities for Oakland County residents. The OCHN and its provider network and Substance
Use Treatment & Prevention Service Providers identify, influence, and deliver public mental health services
to more than 27,000 Oakland County citizens with serious mental illness, substance use, developmental
disabilities and childhood emotional disorder to improve their lives and prevent the risk of entering the
criminal justice system; and
WHEREAS the OCHN has established its Resource and Crisis Center which helps people stay out of jail
by offering crisis intervention and access to mental health and substance use disorder treatment; and
WHEREAS the OCHN provides funding for programs and services with the Oakland County jail and has
identified initiatives such as Pre-Booking Jail Diversion Program, Jail Alliance With Support (JAWS); and
WHEREAS the OCHN has identified funding for Crisis Intervention Team (CIT) training for law enforcement
offices; and
WHEREAS with identified funding the Oakland County Sheriff’s Office and Oakland Community Health
Network have collaborated in developing the Jail Diversion Program and the Crisis Intervention Team (CIT)
training for CIT Deputies to be better equipped to deal with subjects with a mental illness and better assess
if a subject is a qualified candidate for Pre-Booking Jail Diversion Program; and

WHEREAS the OCHN works in collaboration with its community partners including, National Alliance for
Mental Illness (NAMI), Oakland County Health Division, Oakland County Law Enforcement agencies, and
the Oakland County Sheriff’s Office (OCSO); and
WHEREAS through the Stepping Up Initiative, the National Association of Counties, the Council of State
Governments Justice Center and the American Psychiatric Foundation are encouraging counties to reduce
the number of people with mental illnesses in county jails.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners hereby signs on
to the Call to Action to reduce the number of people with mental illnesses in our county jail, commit to
sharing lessons learned with other counties in Michigan and across the country to support a national
initiative and encourage all county officials, employees and residents to participate in Stepping Up. We
resolve to utilize the comprehensive resources available through Stepping Up to:
•Convene or draw on a diverse team of leaders and decision makers from multiple
agencies committed to safely reducing the number of people with mental illnesses in jails.
•Collect and review prevalence numbers and assess individuals’ needs to better identify
adults entering jails with mental illnesses and their recidivism risk, and use that baseline
information to guide decision making.
•Examine treatment and service capacity to determine which programs and services are
available in the county for people with mental illnesses and co-occurring substance use
disorders, and identify state and local policy and funding barriers to minimizing contact
with the justice system and providing treatment and supports in the community.
•Develop a plan with measurable outcomes that draws on the needs and prevalence
assessment data and examination of available treatment and service capacity, while
considering identified barriers.
•Implement research-based approaches that advance the plan.
•Create a process to track progress using data and information systems, and to report
on successes.
BE IT FURTHER RESOLVED that the Oakland County Board of Commissioners calls upon our judicial and
criminal justice systems, law enforcement, government agencies, public and private institutions,
community-based organizations, and citizens to recommit our state to increasing awareness and
understanding of mental illness, and the need for appropriate and accessible services for all people with
mental illness to promote recovery and prevent the entry into the criminal justice system.

resolution to the Oakland County Community Correctional Division, the Oakland Community Health

WHEREAS in March of this year, a new strain of the coronavirus, otherwise known as COVID-19, attacked
Oakland County and the State of Michigan, causing residents, businesses, governments, and the medical
profession to implement reactive measures to address the virus; and
WHEREAS COVID-19 and responsive measures have had a devastating impact on Oakland County
families, businesses, and individuals stricken by this virus; and
WHEREAS it has been widely reported that the State of Michigan’s Unemployment Insurance Agency under
Governor Gretchen Whitmer was ill-prepared for this crisis and thousands of Michiganders have struggled
to file unemployment claims; and
WHEREAS despite the fact that 95% of unemployment claims are filed through the State of Michigan‘s
website, this website has crashed multiple times, delaying the filing of claims for Oakland County residents
who have lost their jobs and need financial assistance; and
WHEREAS the Detroit Free Press has reported that some Oakland County residents had to wait nearly a
month to file their unemployment claims; and
WHEREAS the website’s online chat function is often closed and unresponsive; and
WHEREAS many residents who have called the State of Michigan’s Unemployment Insurance Agency
have received a busy signal or have spent hours on hold, unable to obtain prompt assistance; and
WHEREAS problems at the State of Michigan’s Unemployment Insurance Agency have persisted despite
Governor Whitmer’s statements that they would be resolved; and
WHEREAS all Oakland County residents deserve the right to file unemployment claims without undue delay
and to obtain timely assistance from the State of Michigan.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners urges Governor
Whitmer to improve the process for filing unemployment claims, including increasing capacity and
functionality of the State of Michigan’s website.
BE IT FURTHER RESOLVED that the Oakland County Board of Commissioners requests that Governor
Whitmer take further measures to ensure that all Michigan residents can obtain prompt assistance with any
questions regarding unemployment claims.

WHEREAS Proposal 3 of 2018, approved by the voters with 67% of the vote, added eight voter rights to
the Michigan Constitution, including “no-reason absentee voting”; and
WHEREAS in the 2020 Michigan Presidential Primary election, nearly 1 million voters requested an
absentee ballot, a 97% increase from the number of absentee ballots cast in the 2016 Presidential Primary;
and
WHEREAS despite widespread concerns from the COVID-19 virus pandem ic, nearly 22% of Michigan
voters already had cast absentee ballots through mail, doubling the turnout of an average May election,
according to Secretary of State Jocelyn Benson; and
WHEREAS the large increase in absentee ballots may present challenges for communities that lack
adequate election infrastructure including high speed tabulators, staff and poll workers; and
WHEREAS increased absentee balloting also provides opportunities to reallocate election resources to
create greater efficiency, accuracy, improve training and achieve savings through cooperative agreements
among municipalities. These agreements would provide for consolidated administration and management
of absentee voter counting boards; and
WHEREAS HB 5141, introduced by Rep. Julie Calley, provides for agreements between municipalities to
allow a city, township or county clerk to assume responsibilities for the management of absentee voter
counting boards in another municipality; and
WHEREAS according to the analysis prepared by the House Fiscal Agency, “there could be substantial
savings to the municipality related to staffing reductions and greater economies of scale associated with
materials, supplies, postage rates” through the use of an agreement to consolidate absentee voter counting
responsibilities; and
WHEREAS HB 5141 is supported by the Secretary of State Jocelyn Benson, the Michigan Association of
County Clerks, the Michigan Association of Municipal Clerks, the Council of Election Officials, the Michigan
Township Association, the Oakland County Clerk and Oakland County Director of Elections; and
WHEREAS HB 5141 was passed by the Michigan House of Representatives with broad bipartisan support
on February 19, 2020 in a 106-2 vote; and

WHEREAS HB 5141 must be enacted into law as passed by the House, granting authority to all municipal
and county governments, regardless of population limitations to utilize these tools to conduct secure and
efficient elections in the future.

WHEREAS as Michigan initiates the reopening of its economy and workers begin to return to work, the
risks for exposure to the deadly Coronavirus have not been eradicated; and
WHEREAS it is imperative that employers prepare and implement extensive plans and guidelines to ensure
workers safety and reduce the exposure to COVID-19 at all lengths in the workplace; and
WHEREAS Richard Trumka, AFL-CIO President is advocating for the U.S. to adopt an emergency
temporary contagious disease standard in an effort for all employers to be informed on the impact of COVID-
19 in the workplace and what safety measures must be taken in order to protect all employees; and
WHEREAS the AFL-CIO will not allow employees lives to be forsaken with OSHA not having specific safety
standards covering COVID-19 in order to meet the request of employers wanting employees to return work
in a potentially hazardous environment; and
WHEREAS in the Occupational Safety and Health Administration (OSHA) - Guidance on Preparing
Workplaces for COVID-19 manual it states “OSHA has no specific safety standards covering COVID-19
exposure to protect workers” …; and
WHEREAS this validates Trumka’s concerns when he stated employers are “asking for the economy to be
reopened before we have safe workplaces. Essentially, they’re demanding that working people’s lives be
put at risk”; and
WHEREAS there have been 25 confirmed deaths from COVID-19 at manufacturing plants in the Detroit
area since March 22nd; and
WHEREAS the Center for Disease Control (CDC) Director, Robert Redfield warned “the second wave of
COVID-19 is likely to be even more devasting” in his interview with the Washington Post; and
WHEREAS the CDC has warned that one infected worker can infect 40 other workers and those 40 workers
can infect countless others; and
WHEREAS this creates a dire situation for union workers returning to the manufacturing environment; and
WHEREAS union workers have substantiated areas of concern; the close proximity of workers, which
preclude any possibility of “social distancing,” the use of shared tools, common gathering areas used for
lunch and/or breaks, long shifts which equate to longer terms of exposure, and the sheer number of people
within the plants, especially final assembly; and
WHEREAS before workers can come back to work Trumka reiterated the “need to have a contagious
disease standard in place and a massive increase in personal protection equipment (PPE) and reliable
rapid testing for COVID-19 to prevent further infection”; and
WHEREAS OSHA defines the various levels of exposure and employees outside of the healthcare system
may be considered to have medium exposure risk jobs to COVID-19. Me dium exposure risk jobs include
those that require frequent and/or close contact with (i.e., within 6 feet of) people and may need to wear
some combination of gloves, a gown, a face mask, and/or a face shield or goggles; and
WHEREAS across the U.S. there is a gaping shortage of PPE’s as these items are in extremely high
demand to protect workers; and
WHEREAS the FDA is taking steps to increase the supply of PPE’s to protect workers, but it will take time
to produce the massive volume of PPE’s to fill the demand. This is time workers do not have with employers
pressing workers to return to the workplace; and
WHEREAS safety is paramount before an estimated 12.5 million AFL-CIO mem bers return to the
workplace; and

WHEREAS OSHA must have emergency contagious disease standards in place for all employers to
implement and adhere to prior to any employees returning to the workplace in order to prevent and stop
the spread of COVID and to save employees’ lives; and
WHEREAS the AFL-CIO and its members stand together to ensure a safe and protected workplace in order
to prevent a devastating setback of infection and the loss of lives.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners strongly urges
OSHA to develop specific safety standards covering COVID-19 to protect the health, safety and lives of
employees returning to the workplace.
BE IT FURTHER RESOLVED that the Board of Commissioners urges all employers to advocate for specific
safety standards covering COVID-19 to ensure a safe workplace for its employees for the prevention in
spreading and infecting employees with COVID-19 and the loss of lives.

Chairperson, Ladies and Gentlemen:
WHEREAS on March 24, 2020, Michigan Governor Gretchen Whitmer issued Executive Order (2020-21)
“Stay Home, Stay Safe,” which directed all Michiganders to stay in their homes unless undertaking essential
tasks, including getting food, medical attention or medication; and
WHEREAS on April 2, 2020, Executive Order (2020-32) was issued, placing restrictions on non-essential
veterinary procedures and encouraging most veterinarians to practice telemedicine; and
WHEREAS both orders have potentially placed a burden on Oakland County residents seeking veterinarian
services through local veterinarians; and
WHEREAS potential financial strain adds to this burden because many workplaces are still closed in
compliance with the Executive Orders, meaning many Oakland County residents are experiencing a loss
of income; and
WHEREAS each year, the Oakland County Animal Shelter and Pet Adoption Center offers a grace period
from December 1st of previous year until June 1st of current year to obtain a dog license without incurring a
late fee; and
WHEREAS the “current” one-year dog license fee is set at $10.50 if the animal is spayed/neutered or
$18.00 if it is not (senior citizens are entitled to a discounted rate of $9.75 if animal is spayed/neutered and
$16.50 if it is not); and
WHEREAS the “current” three-year dog license fee is set at $28.50 if the animal is spayed/neutered or
$51.00 if it is not (senior citizens are entitled to a discounted rate of $26.25 if the animal is spayed/neutered
and $46.50 if it is not); and
WHEREAS starting June 2nd of each year, all dog licenses are considered delinquent and there is an
increase in price, per Miscellaneous Resolution #17337, to $33.00 for a one-year dog license and $66.00
for a three-year license, regardless of the alteration of the pet or whether the owner is a senior citizen; and

WHEREAS the Oakland County Board of Commissioners understands the logistical and financial burdens
many residents are facing due to COVID-19 and is requesting to waive any delinquent fees for 2020
Oakland County dog licenses.

for any Oakland County 2020 dog licenses provided by the Oakland County Animal Shelter and Pet

To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS community cats are typically un-owned or semi-owned animals, including stray and feral cats;
and
WHEREAS community cats are not traditionally thought of as pets; and
WHEREAS approximately 3.2% of cats taken to the Oakland County Animal Shelter and Pet Adoption
Center are reunited with their owner; and
WHEREAS a community cat program, also called Return-to-Field (RTF) or Trap-Neuter-Release/Trap-
Neuter-Return (TNR), is a humane, life-saving alternative to euthanasia of these animals; and
WHEREAS rather than admitting community cats to a shelter, proactive sterilization, ear tip, and rabies
vaccination with return to their original locations is a highly desirable solution; and
WHEREAS trap and shelter and/or trap and euthanize has not historically reduced the number of
community cats or shelter intakes; and
WHEREAS space in shelters should be reserved for those animals without other options; and
WHEREAS reduced feline intake should lead to improved animal welfare, a reduction in illness and
overcrowding, and a savings in cost of care, redirecting needed funds for live-saving programs; and
WHEREAS the reduced number of community cats, through sterilization and colony stabilization, will
reduce the negative impact on people and wildlife; and
WHEREAS adoption should always be the preferred outcome for every animal, but that is not always a
possibility; and
WHEREAS community cat programs are sustainable, effective, and a lifesaving outcome when adoption
isn’t appropriate; and
WHEREAS community cat programs are viable and designed to save lives when implemented
appropriately; and
WHEREAS community cat programs, when implemented appropriately, are beneficial to the community
and to the cats; and
WHEREAS the Michigan Pet Fund Alliance and Michigan Humane Society’s Joint Statement on Community
Cat Programs declaring community cat programs a “best practice’ has garnered the support of more than
60 animal rescues, shelters, humane societies, and animal control organizations; and
WHEREAS community cat programs are also considered a best practice nationally, with the support of
organizations such as the American Society for the Prevention of Cruelty to Animals (ASPCA) and The
Humane Society of the United States; and
WHEREAS the Oakland County Animal Shelter and Pet Adoption Center annually receives approximately
200 community cats; and

WHEREAS the creation of a community cat program in Oakland County promises to improve animal
welfare, reduce feline shelter overcrowding, reduce instances of illness and other negative impacts on
wildlife and people.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners hereby endorse
and create the Oakland County Community Cats Pilot Program for a period of one year.
BE IT FURTHER RESOLVED the Oakland County Executive’s Office and Oakland County Animal Shelter
and Pet Adoption Center are requested to develop a plan and budget within 60 days following the
completion of a shelter assessment, to create a community cat population management program
(Community Cats Pilot Program), utilizing best practices identified in the shelter assessment.

WHEREAS the Oakland County Board of Commissioners seeks to perform a shelter assessment of the
Oakland County Animal Shelter and Pet Adopt Center; and
WHEREAS shelter assessments are a tool that help determine animal sheltering best practices; and
WHEREAS a shelter assessment will aid in the development of a Community Cats Program and other
policies and procedures; and
WHEREAS a shelter assessment is a comprehensive, holistic review of all services, procedures and
policies of an animal control and animal shelter organization; and
WHEREAS a review of shelter data and statistics, local ordinances and state laws, field and community
services provided, policies and procedures in place, programming for personnel and animals,
communication between staff, volunteers and guests, workflow, animal flow and animal welfare are all
considered during an assessment; and
WHEREAS assessments are performed to constructively improve an organization’s life-saving abilities and
augment animal welfare; and
WHEREAS in the long term, shelter assessments can help increase the number of adoptions in a shelter;
and
WHEREAS the Oakland County Board of Commissioners and the Purchasing Division will competitively
bid the shelter assessment; and
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners authorizes a
shelter assessment of the Oakland County Animal Shelter and Pet Adoption Center to determine animal
sheltering best practices.
BE IT FURTHER RESOLVED the Oakland County Board of Commissioners authorize the development
and execution of a Request for Proposals (RFP) to perform a shelter assessment. Approval is contingent
upon final review by the Purchasing Unit and Corporation Counsel.

IN RE: BOARD OF COMMISSIONERS – DECLARATION OF JUNE 5, 2020 AS NATIONAL GUN
VIOLENCE AWARENESS DAY IN OAKLAND COUNTY AND SUPPORT THE WEAR ORANGE
CAMPAIGN
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS people across the country will be wearing orange to pay tribute to the 38,000 people who are
killed annually by guns in our country; and
WHEREAS sadly, for every person killed by guns, an average of two more are wounded; and
WHEREAS gun deaths take many forms including suicides, cases of domestic violence, accidental
shootings, and homicides; and
WHEREAS by proclaiming June 5, 2020 as National Gun Violence Awareness Day, Oakland County will
be joining hundreds of other communities across the county to bring attention to these tragedies; and
WHEREAS the color orange has been chosen because it is bright and is the color that hunters wear for
gun safety as a way to protect their own lives and the lives of others; and
WHEREAS the color orange has been selected to be a symbol for the value of human life and the Wear
Orange Campaign is dedicated to honoring the lives of Americans affected by gun violence and elevating
the voices of every American who demands an end to gun violence; and
WHEREAS the first National Gun Violence Awareness Day was held on June 2, 2015 and the date chosen
by the fellow classmates of Hadiya Pendleton, to pay tribute to their 15-year-old honor student classmate
who was shot and killed in Chicago about a week after she and her classmates performed at President
Obama’s second inauguration; and
WHEREAS we renew our commitment to reduce gun violence and pledge to do all we can to keep firearms
out of the wrong hands, and encourage responsible gun ownership to help keep our children safe; and
WHEREAS June 5th is recognized as National Gun Violence Awareness Day to honor Hadiya Pendleton
and all the other victims and survivors of gun violence.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners hereby
recognizes June 5, 2020 as National Gun Violence Awareness Day in Oakland County.
BE IT FURTHER RESOLVED that the Oakland County Board of Commissioners proudly support the Wear
Orange Campaign and urge residents and visitors to wear orange on June 5th to show support for ending
gun violence in America.
BE IT FURTHER RESOLVED that the Oakland County Clerk is requested to forward copies of this adopted
resolution to Oakland County elected officials and the National Safety Council.
