IN RE: BOARD OF COMMISSIONERS — APPROPRIATE CARES ACT FUNDING FOR AN OAKLAND
COUNTY COVID-19 VETERAN RELIEF PROGRAM
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS the economic hardship caused by COVID-19 has been quick and far reaching across Oakland
County; and
WHEREAS due to the State of Emergency and State of Disaster declared by Governor Whitmer regarding
the COVID-19 pandemic, the Michigan Veterans Affairs Agency (MVAA) has encouraged counties with
County Veteran Service Fund (CVSF) grant awards to reconnect with stakeholders and revisit local
priorities due to the circumstances created by COVID-19; and
WHEREAS the devastating impacts of COVID-19 are impacting the veterans' community in Oakland
County - highlighting the need for improved access to services and assistance among our most vulnerable;
and
WHEREAS the economic health and spread of COVID-19 are widespread in Oakland County and it is
incumbent upon our government to leverage available resources for maximum return to support the needs
of our veteran residents; and
WHEREAS the Coronavirus Aid, Relief, and Economic Security (CARES) Act funding received by Oakland
County is a funding source that can be used to provide this needed support to our veterans during the
COVIC-19 pandemic; and
WHEREAS the Oakland County Board of Commissioners is committed to assisting our county veteran
population with the appropriate and necessary testing, personal protective equipment kits, technological
health assistance, economic assistance and financial resources to combat the COVID-19 pandemic.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners authorizes the
one-time appropriation of $743,521 from the CARES Act funding to enhance and improve county veteran
services to connect veterans to the necessary resources to stay safe and stay healthy during the COVID-
19 pandemic.
BE IT FURTHER RESOLVED that the one-time funding of $743,521 will be appropriated in the General
Fund Public Services Department/Veterans' Services Division utilizing the Pandemic program number
133095 in order to capture the costs.
BE IT FURTHER RESOLVED that the additional $743,521 one-time appropriation in connection with the
prior $256,479 of COVID-19 emergency assistance from the CVSF grant will provide $1,000,000 to assist
veterans, service members and eligible family members with emergent, immediate and direct technological,
health, economic and financial assistance.
BE IT FURTHER RESOLVED that the Oakland County Board of Commissioners approves the
disbursement of funding for emergent and immediate program services conducive to the reimbursement
guidelines set forth by the U.S. Department of Treasury for the CARES Act.
BE IT FURTHER RESOLVED that the FY 2020 budget be amended as follows:

Motion carried unanimously on a roll call vote with Jackson absent.
