MISCELLANEOUS RESOLUTION #20157 BY: Commissioner Gwen Markham, District#9 IN RE: BOARD OF COMMISSIONERS — WAIVE DELINQUENT FEE FOR OAKLAND COUNTY DOG LICENSES PROVIDED BY THE OAKLAND COUNTY ANIMAL SHELTER AND PET ADOPTION CENTER To the Oakland County Board of Commissioners Chairperson, Ladies and Gentlemen: WHEREAS on March 24, 2020, Michigan Governor Gretchen Whitmer issued Executive Order (2020-21) "Stay Home, Stay Safe," which directed all Michiganders to stay in their homes unless undertaking essential tasks, including getting food, medical attention or medication; and WHEREAS on April 2, 2020, Executive Order (2020-32) was issued, placing restrictions on non-essential veterinary procedures and encouraging most veterinarians to practice telemedicine; and WHEREAS both orders have potentially placed a burden on Oakland County residents seeking veterinarian services through local veterinarians; and WHEREAS potential financial strain adds to this burden because many workplaces are still closed in compliance with the Executive Orders, meaning many Oakland County residents are experiencing a loss of income; and WHEREAS each year, the Oakland County Animal Shelter and Pet Adoption Center offers a grace period from December 15' of previous year until June 15t of current year to obtain a dog license without incurring a late fee; and WHEREAS the 'current" one-year dog license fee is set at $10.50 if the animal is spayed/neutered or $18.00 if it is not (senior citizens are entitled to a discounted rate of $9.75 if animal is spayed/neutered and $16.50 if it is not); and WHEREAS the 'current' three-year dog license fee is set at $28.50 if the animal is spayed/neutered or $51.00 if it is not (senior citizens are entitled to a discounted rate of $26.25 if the animal is spayed/neutered and $46.50 if it is not); and WHEREAS starting June 2nd of each year, all dog licenses are considered delinquent and there is an increase in price, per Miscellaneous Resolution #17337, to $33.00 for a one-year dog license and $66.00 for a three-year license, regardless of the alteration of the pet or whether the owner is a senior citizen; and WHEREAS the Oakland County Board of Commissioners understands the logistical and financial burdens many residents are facing due to COVID-19 and is requesting to waive any delinquent fees for 2020 Oakland County dog licenses. NOW THEREFORE BE IT RESOLVED that the Board of Commissioners hereby waives the delinquent fee for any Oakland County 2020 dog licenses provided by the Oakland County Animal Shelter and Pet Adoption Center. BE IT FURTHER RESOLVED that a one-year Oakland County dog license will cost $10.50 if the animal is spayed/neutered or $18.00 if it is not (the senior citizen discounted rate would be $9.75 if the animal spayed/neutered and $16.50 if it is not) and a three-year dog license will cost $28.50 if the animal is spayed/neutered or $51.00 if it is not (the senior citizen discounted rate would be $26.25 if the animal is spayed/neutered or $46.50 if it is not) until December 31, 2020.
