DEMOCRATIC CAUCUS MINUTES
May 19, 2020
Meeting called to order by Caucus Chairperson Gary McGillivray at 4:36 p.m. via Teleconference.
Roll called.
COMMISSIONERS PRESENT: Gershenson, Jackson, Luebs, Markham, McGillivray, Miller,
Nelson, Powell, Quarles, Woodward, Zack. (11)
EXCUSED ABSENCE WITH NOTICE: None. (0)
Quorum present.
No one addressed the Caucus during Public Comment.
Moved by Zack seconded by Jackson the minutes of the April 29, 2020 Caucus be approved.
A sufficient majority having voted in favor, the minutes were approved.
The members of the Caucus discussed the Board Agenda.
Commissioner Zack addressed the Caucus regarding MR #20163 – Board of Commissioners – 2020 Parks
and Recreation Property Tax Levy and MR #20161 – Board of Commissioners – Extension #3 of Deadlines
for the Recommendations of Ad Hoc Committee on Investment of Public Funds and Reauthorization of the
List of Official Depositories.
Discussion followed.
Commissioner Luebs addressed the Caucus regarding MR #20162 – Board of Commissioners –
Appropriate CARES Act Funding for an Oakland County COVID-19 Veteran Relief Program and stated that
there will be three levels of grants, United Way will be administering funding.
Commissioner Gershenson addressed the Caucus regarding MR #20163 – Board of Commissioners –
2020 Parks and Recreation Property Tax Levy, and MR #20161 – Board of Commissioners – Extension #3
of Deadlines for the Recommendations of Ad Hoc Committee on Investment of Public Funds and
Reauthorization of the List of Official Depositories.

Commissioner Woodward addressed the Caucus and stated Commissioner Gershenson has been
assigned as Manager of MR #20162 – Board of Commissioners – Appropriate CARES Act Funding for an
Oakland County COVID-19 Veteran Relief Program.
Commissioner Woodward addressed the Caucus regarding the Oakland Together Funds Oversight
Committee and stated that the following people will be appointed to the Committee:
Adam Kochenderfer, County Commissioner, District 15
Hilarie Chambers, Chief Deputy County Executive

Commissioner Woodward addressed the Caucus to explain recess procedures for meetings held via
Teleconference.

Commissioner Woodward addressed the Caucus to inform the Commissioners that Amendments will be
offered to MR #20164 – Board of Commissioners – Creation of Oakland Together Community Response
and Recovery Fund and Establish Procedures for Disbursements to Local Non-Profits, and MR #20165 –
Economic Development and Community Affairs – Contract with Oakland Livingston Human Services
Agency (OLSHA) for Financial Coaching Services During the COVID-19 Pandemic.

Commissioner Woodward addressed the Caucus and stated Commissioner Powell has been assigned as
Manager of MR #20165 – Economic Development and Community Affairs – Contract with Oakland
Livingston Human Services Agency (OLSHA) for Financial Coaching Services During the Pandemic.

Commissioner Jackson addressed the Caucus regarding MR #20166 – Board of Commissioners – Calls
for Equity in COVID-19 Testing, Treatment and Prevention (including the proposed Amendment).

Commissioner Woodward addressed the Caucus regarding County Executive David Coulter announcing
$30 Million in reserves for CVT’s and proposed the Board of Commissioners conduct a framework
conversation for the funding.

Commissioner Powell addressed the Caucus regarding increases in domestic violence cases as a result of
COVID-19.
Discussion followed.
Commissioner Woodward addressed the Caucus to propose that the Board of Commissioners identify
opportunities within their respective jurisdictions to utilize relief funding to mitigate the impact of COVID-19.

Commissioner Markham addressed the Caucus to inform the Commissioners that the 20k Oaks Program
tree distribution will occur May 20th and 21st, 2020.
Commissioner Powell addressed the Caucus to request legal information regarding eviction procedures.

Commissioner Nelson addressed the Caucus to inform the Commissioners that the first Senior
Connectedness Task Force meeting will be held on Thursday May 21st, 2020 at 11:30 a.m.
Commissioner Powell addressed the Caucus to verify that the Minority Caucus will be briefed on the reserve
funding for CVT’s prior to the Board of Commissioners meeting on May 20th, 2020.
