*MISCELLANEOUS RESOLUTION #20161

IN RE: BOARD OF COMMISSIONERS – EXTENSION #3 OF DEADLINES FOR THE
RECOMMENDATIONS OF AD HOC COMMITTEE ON INVESTMENT OF PUBLIC FUNDS AND
REAUTHORIZATION OF THE LIST OF OFFICIAL DEPOSITORIES
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS pursuant to MR #19420, the Board of Commissioners intends to review Oakland County
policies and procedures as it relates to its fiduciary responsibilities as the governing body of county
government; and
WHEREAS Miscellaneous Resolution #19205, pursuant to the State of Michigan, P.A. 40 of 1932, as
amended, requires the Board of Commissioners to provide by resolution for the authorization on the deposit
of all public monies coming into the custody of the County Treasurer; and
WHEREAS MR#19205 was adopted by the Oakland County Board of Commissioners on February 7, 2019;
and
WHEREAS the Board of Commissioners authorized, via MR #19420, for the expiration of delegated
financial authority regarding the institutions eligible for deposit of public funds effective January 31, 2020,
upon a thorough review of County policies by the Ad Hoc Committee on Investment of Public Funds; and
WHEREAS the Board of Commissioners authorized MR #20029 and #20066 as extensions on the
expiration of the delegated financial authority regarding the institutions eligible for deposit of public funds;
and
WHEREAS for the Board of Commissioners’ Ad Hoc Committee on Investment of Public Funds to perform
a thorough review of the list of approved depositories, the proportion of public funds invested in financial
institutions and/or assess the performance of the current investment strategy and provide
recommendations, a further extension on the expiration date is needed.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners authorizes the
list of financial institutions eligible for deposit of public funds as approved by the Board of Commissioners
in MR#19205 (and all previous resolutions adopted for this purpose) and delegated financial authority shall
be extended to expire effective July 8, 2020.
BE IT FURTHER RESOLVED the Ad Hoc Committee shall present a recommendation to the Finance and
Infrastructure Committee of the Board of Commissioners with respect to a list of authorized depositories
and the proportion and manner of the investment of public money upon the Committee’s thorough review
and investigation into the matter.

IN RE: BOARD OF COMMISSIONERS – APPROPRIATE CARES ACT FUNDING FOR AN OAKLAND
COUNTY COVID-19 VETERAN RELIEF PROGRAM
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS the economic hardship caused by COVID-19 has been quick and far reaching across Oakland
County; and
WHEREAS due to the State of Emergency and State of Disaster declared by Governor Whitmer regarding
the COVID-19 pandemic, the Michigan Veterans Affairs Agency (MVAA) has encouraged counties with
County Veteran Service Fund (CVSF) grant awards to reconnect with stakeholders and revisit local
priorities due to the circumstances created by COVID-19; and
WHEREAS the devastating impacts of COVID-19 are impacting the veterans’ community in Oakland
County - highlighting the need for improved access to services and assistance among our most vulnerable;
and

WHEREAS the economic health and spread of COVID-19 are widespread in Oakland County and it is
incumbent upon our government to leverage available resources for maximum return to support the needs
of our veteran residents; and
WHEREAS the Coronavirus Aid, Relief, and Economic Security (CARES) Act funding received by Oakland
County is a funding source that can be used to provide this needed support to our veterans during the
COVIC-19 pandemic; and
WHEREAS the Oakland County Board of Commissioners is committed to assisting our county veteran
population with the appropriate and necessary testing, personal protective equipment kits, technological
health assistance, economic assistance and financial resources to combat the COVID-19 pandemic.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners authorizes the
one-time appropriation of $743,521 from the CARES Act funding to enhance and improve county veteran
services to connect veterans to the necessary resources to stay safe and stay healthy during the COVID-
19 pandemic.
BE IT FURTHER RESOLVED that the one-time funding of $743,521 will be appropriated in the General
Fund Public Services Department/Veterans’ Services Division utilizing the Pandemic program number
133095 in order to capture the costs.
BE IT FURTHER RESOLVED that the additional $743,521 one-time appropriation in connection with the
prior $256,479 of COVID-19 emergency assistance from the CVSF grant will provide $1,000,000 to assist
veterans, service members and eligible family members with emergent, immediate and direct technological,
health, economic and financial assistance.
BE IT FURTHER RESOLVED that the Oakland County Board of Commissioners approves the
disbursement of funding for emergent and immediate program services conducive to the reimbursement
guidelines set forth by the U.S. Department of Treasury for the CARES Act.

MISCELLANEOUS RESOLUTION #20157

LICENSES PROVIDED BY THE OAKLAND COUNTY ANIMAL SHELTER AND PET ADOPTION CENTER
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS on March 24, 2020, Michigan Governor Gretchen Whitmer issued Executive Order (2020-21)
“Stay Home, Stay Safe,” which directed all Michiganders to stay in their homes unless undertaking essential
tasks, including getting food, medical attention or medication; and
WHEREAS on April 2, 2020, Executive Order (2020-32) was issued, placing restrictions on non-essential
veterinary procedures and encouraging most veterinarians to practice telemedicine; and
WHEREAS both orders have potentially placed a burden on Oakland County residents seeking veterinarian
services through local veterinarians; and
WHEREAS potential financial strain adds to this burden because many workplaces are still closed in
compliance with the Executive Orders, meaning many Oakland County residents are experiencing a loss
of income; and
WHEREAS each year, the Oakland County Animal Shelter and Pet Adoption Center offers a grace period
from December 1st of previous year until June 1st of current year to obtain a dog license without incurring a
late fee; and
WHEREAS the “current” one-year dog license fee is set at $10.50 if the animal is spayed/neutered or
$18.00 if it is not (senior citizens are entitled to a discounted rate of $9.75 if animal is spayed/neutered and
$16.50 if it is not); and
WHEREAS the “current” three-year dog license fee is set at $28.50 if the animal is spayed/neutered or
$51.00 if it is not (senior citizens are entitled to a discounted rate of $26.25 if the animal is spayed/neutered
and $46.50 if it is not); and
WHEREAS starting June 2nd of each year, all dog licenses are considered delinquent and there is an
increase in price, per Miscellaneous Resolution #17337, to $33.00 for a one-year dog license and $66.00
for a three-ye ar license, regardless of the alteration of the pet or whether the owner is a senior citizen; and
WHEREAS the Oakland County Board of Commissioners understands the logistical and financial burdens
many residents are facing due to COVID-19 and is requesting to waive any delinquent fees for 2020
Oakland County dog licenses.
NOW THEREFORE BE IT RESOLVED that the Board of Commissioners hereby waives the delinquent fee
for any Oakland County 2020 dog licenses provided by the Oakland County Animal Shelter and Pet
Adoption Center.
BE IT FURTHER RESOLVED that a one-year Oakland County dog license will cost $10.50 if the animal is
spayed/neutered or $18.00 if it is not (the senior citizen discounted rate would be $9.75 if the animal
spayed/neutered and $16.50 if it is not) and a three-year dog license will cost $28.50 if the animal is
spayed/neutered or $51.00 if it is not (the senior citizen discounted rate would be $26.25 if the animal is
spayed/neutered or $46.50 if it is not) until December 31, 2020.

MISCELLANEOUS RESOLUTION #20160

IN RE: BOARD OF COMMISSIONERS – DECLARATION OF JUNE 5, 2020 AS NATIONAL GUN
VIOLENCE AWARENESS DAY IN OAKLAND COUNTY AND SUPPORT THE WEAR ORANGE
CAMPAIGN
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS people across the country will be wearing orange to pay tribute to the 38,000 people who are
killed annually by guns in our country; and
WHEREAS sadly, for every person killed by guns, an average of two more are wounded; and
WHEREAS gun deaths take many forms including suicides, cases of dom estic violence, accidental
shootings, and homicides; and
WHEREAS by proclaiming June 5, 2020 as National Gun Violence Awareness Day, Oakland County will
be joining hundreds of other communities across the county to bring attention to these tragedies; and
WHEREAS the color orange has been chosen because it is bright and is the color that hunters wear for
gun safety as a way to protect their own lives and the lives of others; and
WHEREAS the color orange has been selected to be a symbol for the value of human life and the Wear
Orange Campaign is dedicated to honoring the lives of Americans affected by gun violence and elevating
the voices of every American who demands an end to gun violence; and
WHEREAS the first National Gun Violence Awareness Day was held on June 2, 2015 and the date chosen
by the fellow classmates of Hadiya Pendleton, to pay tribute to their 15-year-old honor student classmate
who was shot and killed in Chicago about a week after she and her classmates performed at President
Obama’s second inauguration; and
WHEREAS we renew our commitment to reduce gun violence and pledge to do all we can to keep firearms
out of the wrong hands, and encourage responsible gun ownership to help keep our children safe; and
WHEREAS June 5th is recognized as National Gun Violence Awareness Day to honor Hadiya Pendleton
and all the other victims and survivors of gun violence.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners hereby
recognizes June 5, 2020 as National Gun Violence Awareness Day in Oakland County.
BE IT FURTHER RESOLVED that the Oakland County Board of Commissioners proudly support the Wear
Orange Campaign and urge residents and visitors to wear orange on June 5th to show support for ending
gun violence in America.
BE IT FURTHER RESOLVED that the Oakland County Clerk is requested to forward copies of this adopted
resolution to Oakland County elected officials and the National Safety Council.

MISCELLANEOUS RESOLUTION #20163

IN RE: BOARD OF COMMISSIONERS – 2020 PARKS AND RECREATION PROPERTY TAX LEVY
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS the Board of Commissioners has the authority to levy 0.2310 mills tax to support the Oakland County
Parks and Recreation Commission activities; and

WHEREAS this levy was approved by the Oakland County voters on August 3, 2010, and as modified consistent
with Michigan Law (MCL 211.34D(26)), the “Headlee Amendment”; and
WHEREAS the 0.2310 mills is the maximum allowable tax rate after applying the “Headlee” millage reduction
fraction of 0.9922 to the 2019 millage rate of 0.2329; and
WHEREAS the 0.2310 millage rate is estimated to generate $14,537,729 to support Oakland County Parks and
Recreation Commission activities.
NOW THEREFORE BE IT RESOLVED that each Supervisor of the various townships and Assessing
Officers of the several cities of Oakland County are authorized and directed to spread on their respective
township or city tax rolls for the year 2020 December Levy, a tax rate of 0.2310 mills for Oakland County
Parks and Recreation activities, to be applied to the 2020 Taxable Value of all property located within their
respective jurisdictions.
BE IT FURTHER RESOLVED that the Oakland County Board of Commissioners does authorize execution
of the Michigan Department of Treasury form L-4029 – 2020 Tax Rate Request by signature of the
Chairperson of the Board of Commissioners.

IN RE: BOARD OF COMMISSIONERS – CREATION OF OAKLAND TOGETHER COMMUNITY
RESPONSE AND RECOVERY FUND AND ESTABLISH PROCEDURES FOR DISBURSEMENTS TO
LOCAL NON-PROFITS
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS the economic hardship caused by COVID-19 has been quick and far reaching across Oakland
County; and
WHEREAS the response to the COVID-19 pandemic has caused record unemployment in Oakland County
because of the closure of many workplaces and displacement of workers; and
WHEREAS the devastating impacts of COVID-19 on the health of local communities are being
disproportionately felt in many minority, low-income communities - highlighting the need for improved
access to basic services among our most vulnerable; and
WHEREAS the economic health and spread of COVID-19 infections are widespread in Oakland County
and it is incumbent upon our government to support community-based, non-profit organizations that provide
valuable resources and support to residents throughout our County; and
WHEREAS the County has acted to support small businesses suffering second order effects of the
emergency and should provide similar support to our county-based non-profit organizations; and

WHEREAS the economic security of all residents, workers and their families is a priority for Oakland County;
and
WHEREAS MR #20124 appropriated $10,000,000 to create the Oakland County Community Response
and Recovery Fund and required the County administration to submit a plan to the Oakland County Board
of Commissioners for approval on how these funds will be disbursed prior to any expenditures of these
funds; and
WHEREAS the purpose of the Oakland Together Community Response and Recovery Fund shall be to
help individuals and families financially struggling as a result of the COVID-19 pandemic by partnering with
community nonprofits and other agencies to provide relief. These services include, but are not limited to,
human services agencies in support of housing/shelter, food, childcare, financial stability, and individual
health and mental health services.
NOW THEREFORE BE IT RESOLVED the Oakland County Community Recovery Fund shall now be
named the Oakland Together Community Response and Recovery Fund.
BE IT FURTHER RESOLVED the Oakland County Board of Commissioners hereby authorizes the
execution of the attached contract amendment with United Way of Southeast Michigan to perform
administrative service in support of the Oakland Together Community Response and Recovery Fund. The
scope of services for administration of the grant program shall include: designing the grant application,
accepting applications, assist in the evaluation of the applications based on priorities outlined below,
processing grant awards, compiling reports on the expenditure of funds by each awardee and presenting
reports on expenditures and other program data as required by the contract.
BE IT FURTHER RESOLVED that the grants under this program will comply with the Coronavirus Relief
Fund guidelines provided by the U.S. Treasury.
BE IT FURTHER RESOLVED that the priorities for the Oakland Together Community Response and
Recovery Fund include, but are not limited to:
1. Organizations that have specific COVID-19 related expenses.
2. Organizations that need reimbursement for the costs of business interruption caused by required
closures.
3. Organizations that have been and will continue to be on the frontlines of emergency assistance
during the pandemic.
4. Organizations that have programming which provides economic support to individuals or families
suffering from employment or business interruptions due to COVID-19 related business closures.
This direct assistance may include, but is not limited to utilities, prescriptions, rent, virtual learning,
understanding public health orders and COVID-19 safety protocols, financial counseling).
5. Organizations that address critical needs in the community and/or serve a vulnerable population.
6. Organizations that have a long-standing track record in the community.
7. Organizations that have not received federal, state, county, foundation or philanthropic support
sufficient to continue providing service in the community. There shall be no duplicative funding for
the same services provided.
BE IT FURTHER RESOLVED that the grant application will make available three tiers of support:
Operational and Program Grants – up to $50,000; Enhanced Operating Grants – up to $100,000;
Community Service Grants – up to $500,000.
BE IT FURTHER RESOLVED that the requirements of the grant include but are not limited to:
1. Applicants must be Oakland County based, or servicing Oakland County residents.
2. Applicants must be a 501(c)(3) nonprofit organization and be in good standing with the IRS and
State.
3. Funds must cover costs incurred by December 30, 2020.
4. Funds may not be used as revenue replacement and must be for costs not accounted for in a
budget approved as of March 27, 2020.
5. Applicants must agree to reporting requirements due 30 days after expenditure of funds or January
30, 2021.
BE IT FURTHER RESOLVED that the Board of Commissioners authorizes the creation of the Oakland
Together Community Response and Recovery Fund Oversight Group consisting of:
(1) Oakland County Commissioner from the majority party
(1) Oakland County Commissioner from the minority party
(1) Representative appointed by the Oakland County Executive

BE IT FURTHER RESOLVED that the Oversight Group shall be authorized to act on behalf of Oakland
County for the purpose of:
1. Reviewing applications and standard criteria for the evaluation of grants
2. Reviewing final evaluations and approve final award recommendations of grant submission, to
ensure consistency with standard criteria
BE IT FURTHER RESOLVED the purpose of this fund shall be to help individuals and families financially
struggling as a result of the COVID-19 pandemic by partnering with community nonprofits and other
agencies to provide relief. These services include, but are not limited to, human services agencies in
support of housing/shelter, food, childcare, financial stability, and individual health and mental health
services.
BE IT FURTHER RESOLVED that the county administration will present a report on the expenditures of all
grants from Oakland Together Community Response and Recovery Fund by June 30, 2020, and a final
report no later than February 28, 2021.
BE IT FURTHER RESOLVED upon the adoption of this resolution and approval of County Executive David
Coulter, the Oakland County Board of Commissioners authorizes disbursements of monies in the Oakland
Together Community Response and Recovery Fund pursuant to the procedures contained herein.
BE IT FURTHER RESOLVED that the General Fund (#10100) Assigned Fund Balance titled Committed to
FY 2020 (GL #383438) is to provide the initial funding of $10,000,000 from the Coronavirus Relief Fund
provided to the County under the CARES Act.
BE IT FURTHER RESOLVED that a budget amendment was previously approved with MR#20124.

BE IT FURTHER RESOLVED the Oakland County Board of Commissioners hereby authorizes the
execution of the attached contract amendment with United Way of Southeast Michigan to perform
administrative services in support of the Oakland Together Community Response and
Recovery Fund. The scope of services for administration of the
grant program shall include: designing the grant application, accepting applications, assist in
the evaluation of the applications based on priorities outlined below, processing grant awards,
compiling reports on the expenditure of funds by each awardee and presenting reports on
expenditures and other program data as required by the contract.
Amend the following language in the 3rd BE IT FURTHER RESOLVED:
BE IT FURTHER RESOLVED that the priorities for the Oakland Together Community Response
and Recovery Fund include, but are not limited to:
1. Organizations that have specific COVID-19 related expenses.
2. Organizations that need reimbursement for the costs of business interruption caused by
required closures.
3. Organizations that have been and will continue to be on the frontlines of emergency
assistance during the pandemic.
4. Organizations that have programming which provides economic support to individuals or

prescriptions, rent, virtual learning, understanding public health orders and COVID-19
safety protocols, financial counseling)

7. Organizations that have not received federal, state, county, foundation or philanthropic
support sufficient to continue providing service in the community. There shall be no
duplicative funding for the same services provided.

Chairperson, Ladies and Gentlemen:
WHEREAS the economic hardship caused by COVID-19 has been quick and far reaching across Oakland
County; and
WHEREAS OLHSA is currently providing Success Coaching for the Oakland County Michigan Works!
Business Resource Network (BRN) and has over 70 programs in house that address a variety of barriers;
and
WHEREAS to meet the needs of those who have been impacted by the COVID-19 pandemic, Financial
Coaching Services will be made available to Oakland County residents. The Financial Coaching Services
will help clients improve their financial health by developing behaviors they need to reach their financial
goals. The Coach will help clients assess their financial wellness, identify goals, and create action plans.
Other Coaching activities will include:
• assessing the needs of the entire family;
• providing strength-based case management;
• developing and overseeing participants goals and action plans;
• providing budget books and other resources/materials as needed to navigate and track progress;
• hosting virtual and, eventually, in person financial wellness workshops;
• developing a video library series addressing common financial wellness topics;
• making referrals to Oakland County, Oakland County Michigan Works!, and other community
resources as needed (examples: Community Home Improvement, virtual job seeker workshops
and services, child care, WIC, utility, food, water and housing/rental assistance, etc.); and
WHEREAS OLHSA Financial Coaches will bring a wealth of knowledge to this program as well as a portfolio
of programming and partnerships that will ensure client success; and
WHEREAS adhering to the social distancing guidelines, Financial Coaching Services will be offered
virtually, on a variety of platforms to ensure that technology is not a barrier to receiving services; and
WHEREAS when it is safe to do so, Financial Coaching meetings will take place in person at the six Oakland
County Michigan Works! offices or other public locations driven by need of the clients; and
WHEREAS the contract amendment must be reviewed and approved in accordance with the County
Executive's contract review procedure prior to execution.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners does hereby
approve a contract amendment with Oakland Livingston Human Services Agency and authorizes execution
of this contract amendment by signature of the Chairperson of the Board of Commissioners or his designee.

Chairperson, Ladies and Gentlemen:
WHEREAS as the United States becomes the world’s largest hot spot for COVID-19 cases and deaths,
testing, treating and tracking the disease are essential for mitigating loss of life and identifying trends; and
WHEREAS disease tracking, integrated with demographic, health and jobs data, reveals that in some
areas, specific groups may be disproportionately affected by the virus; and
WHEREAS like many other epidemics, COVID-19 has quickly turned into a disease that has the highest
and most devastating impact on the socially vulnerable; and
WHEREAS the Centers for Disease Control and Prevention (CDC) has found that several racial minority
groups account for a disproportionate number of the COVID-19 cases and fatalities in the United States;
and
WHEREAS nationwide, Hispanics make up 24.5% of COVID-19 cases while only accounting for 18% of
the population and African-Americans make up 30% of COVID-19 cases while only accounting for 13% of
the population; and
WHEREAS in Michigan, African-Americans, the largest affected minority group, make up approximately
40% of COVID-19 deaths in the state while only accounting for approximately 14% of its population; and
WHEREAS according to the Oakland County COVID-19 Percentage of Cases by ZIP Code website, the
most affected cities in the county are Oak Park, Southfield and Pontiac. These are cities with large African-
American and Hispanic populations; and
WHEREAS many leading health experts point to underlying medical conditions, including heart disease,
diabetes, and asthma, as one explanation for why minority populations are seeing high rates of sickness
and death from COVID-19; and
WHEREAS the CDC website states: “For many people in racial and ethnic minority groups, living conditions
may contribute to underlying health conditions and make it difficult to follow steps to prevent getting sick
with COVID-19 or to seek treatment if they do get sick”; and
WHEREAS expanded, easily accessible, rapid testing and treatment would significantly improve outcomes
in under resourced communities, without increasing stigma and marginalization; and
WHEREAS COVID-19 has already highlighted the consequences of deep and systemic social disparities;
as such, an effective response must address both social justice and the development of a comprehensive
public health plan to mitigate the impact now and avert avoidable personal and societal crises in the future;
and

WHEREAS there is also a strong need to create culturally relevant communication strategies which are
needed to better connect and convey the message and prevent misinformation about the virus in minority
communities; and
WHEREAS it is imperative to collect comprehensive data to effectively monitor and track disparities among
racial and ethnic groups in terms of the number of COVID-19 cases, complications and deaths. Further,
this information must be shared broadly and inform decisions on how to effectively address observed
disparities; and
WHEREAS the CDC reports that, of the demographics collected on COVID-19 patients, approximately 50-
60% failed to specify the race and/or ethnicity of the patient; and
WHEREAS the failure to collect all demographic data, including race and ethnicity, could be attributed to
the lack of technology and medical staffing issues such as: low staffing levels, inadequate training and
heavy workloads and hours, which result in information simply not being collected and recorded; and
WHEREAS without consistent and accurate data, federal and state resources for testing, treatment and
prevention may not be allocated to the communities most severely affected by this pandemic; and
WHEREAS federal and state officials should mandate standardized collection and reporting of COVID-19
data, including race and ethnicity, to provide a clear national picture of the disproportionate impact COVID-
19 has on minority communities.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners calls for equity
in COVID-19 testing, treatment and prevention and to collect accurate demographic data to ensure proper
allocation of necessary resources.
BE IT FURTHER RESOLVED that the Oakland County Board of Commissioners acknowledges and
supports Oakland County administration’s tremendous efforts to expand testing in cities with large minority
populations.
BE IT FURTHER RESOLVED that the Oakland County Board of Commissioners understands that there is
also a strong need to address existing health disparities, such as poorer underlying health and barriers to
getting health care, for many racial and ethnic minority groups, which are especially vulnerable in public
health emergencies like the current outbreak of COVID-19.
BE IT FURTHER RESOLVED that the Oakland County Board of Commissioners recognizes and applauds
Oakland County administration’s efforts on expanding health care services to uninsured and underinsured
residents by implementing the Oakland Health 360 program. This important program is closing a major gap
in our county health system by addressing health disparities among our residents.
BE IT FURTHER RESOLVED that the Oakland County Clerk is requested to forward copies of this
resolution to the Governor of Michigan, the Lt. Governor of Michigan, the President of the United States,
the President of the United States Senate, the Speaker of the United States House of Representatives,

State House Speaker and Minority leader, members of the Oakland County State Legislature delegation

WHEREAS on March 10, 2020, the Governor of the State of Michigan declared a State of Emergency due
to the outbreak of COVID-19; and
WHEREAS on March 11, 2020, the World Health Organization publicly characterized COVID-19 as a
pandemic; and
WHEREAS on March 13, 2020, the President of the United States declared the COVID-19 outbreak a
national emergency; and
WHEREAS Oakland County Executive Dave Coulter declared a State of Emergency in Oakland County (OC)
on March 13, 2020, due to the local outbreak of COVID-19; and
WHEREAS the Governor has issued a series of Executive Orders in response to the COVID-19 pandemic;
and
WHEREAS Oakland County’s Health Officer has issued a series of Public Health Orders for the purpose
of protecting the public, reducing the occurrence and threat of widespread or severe injury or loss of life
from the known transmission of COVID-19 within OC; and
WHEREAS the COVID-19 outbreak and numerous Executive Orders by the Governor of the State of
Michigan have caused significant economic distress in the business community; and
WHEREAS the Economic Development and Community Affairs department worked with the Michigan
Economic Development Corporation (MEDC) to obtain a grant; and
WHEREAS that funding, as well as funding from the President and Congress through the CARES Act,
allowed the Board of Commissioners (BOC) to create and fund the OC Small Business Stabilization Fund;
and
WHEREAS the OC Small Business Stabilization Fund was created and funded with over $14 million and
being distributed according to State guidelines and BOC grant processes and procedures; and
WHEREAS the application submission process was limited to a narrow window of time and many small
businesses did not have an opportunity to apply for the funds to be allocated; and
WHEREAS the funding levels were limited compared to the continuing massive economic damage to small
businesses due to state and local emergency orders; and
WHEREAS additional funding for the OC Small Business Stabilization Fund of $50 million from the $219
million allocated to the County through the CARES Act, would supplement the initial funding of $1,150,000
through the MEDC grant and the subsequent funding by the BOC; and
WHEREAS the allocation of $50 million in funds is available from the CARES Act to address the serious
hardships of OC small businesses; and
WHEREAS cities, villages and townships have been confronted with serious burdens imposed by the
COVID-19 pandemic; and
WHEREAS the $219 million allocated to OC through the CARES Act was meant to help alleviate these
serious burdens; and
WHEREAS allocating $30 million in funding that is available from the CARES Act would address the
burdens of the cities, villages and townships in OC; and
WHEREAS in addition, the CARES Act funds should be utilized for: repayment of Oakland County’s
General Fund and other funds that incurred COVID-19 expenses, food emergency provision, childcare
support, COVID-19 testing, COVID-19 tracing, and COVID-19 tracking as determined by the OC Executive
and by the OC Board of Commissioners.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners authorizes
restricting the amounts of the additional $50 million for the Small Business Stabilization Fund and the $30
million to be allocated for a new Cities, Villages and Townships COVID-19 Fund from the $219 million
provided to the County from the CARES Act for emergency response related to the COVID-19 outbreak.
BE IT FURTHER RESOLVED that the Board of Commissioners designates the Deputy County Executive,
or their designee, who is responsible for the oversight of the Management and Budget Department, to be
responsible for the administration of the additional funds appropriated for the Small Business Stabilization
Fund, and to set a new application time period utilizing the previous processes for the allocation of funds
from the Small Business Stabilization Fund.

BE IT FURTHER RESOLVED that the Board of Commissioners designates the Deputy County Executive,
or their designee, who is responsible for the oversight of the Management and Budget Department, to be
responsible for the administration of the $30 million in funds appropriated for the OC Cities, Villages and
Townships COVID-19 Fund and to establish the application rules and procedures for these funds as allowed
under the CARES Act for purposes related to the emergency response of the COVID-19 outbreak;
recognizing that at no time shall the CARES Act funds be utilized towards unfunded liabilities or revenue
replacement.
BE IT FURTHER RESOLVED upon adoption of this resolution and approval of the County Executive, the
Board of Commissioners authorizes the disbursements of funds pursuant to the procedures set forth in the
CARES ACT and the Oakland County Small Business Stabilization Fund.
BE IT FURTHER RESOLVED that a report shall be presented to all board members on a weekly or bi-
weekly basis for review by the Board of Commissioners and its appropriate committees regarding the
implementation of the additional $50 million in funding for the Small Business Stabilization Fund and the
$30 million in funding for the Cities, Villages and Townships COVID-19 Fund.

To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS according to the Center for Disease Control contact tracing is part of a multipronged approach
to fight the COVID-19 pandemic; and
WHEREAS contact tracing has been applied by local and state health departments as a critical tool to
control the spread of infectious diseases for decades and is now a key strategy to prevent the further spread
of COVID-19; and
WHEREAS comprehensive containment strategies include widespread testing, contact tracing and isolation
of new cases to minimize the risks of transmission and resurgence, along with social distancing measures;
and
WHEREAS the CDC has warned that one infected person can infect 40 other individuals and those 40
individuals can infect countless others; and
WHEREAS research from other countries and America’s own past successes mitigating the spread of
disease indicate that without contact tracing, we will not defeat this virus; and
WHEREAS the CDC Director, Robert Redfield has warned that “the second wave of COVID-19 is likely to
be even more devasting” in his interview with the Washington Post; and
WHEREAS time is of the essence, mass testing identifies and confirms that whether an individual has
COVID-19; however, mandatory contact tracing is imperative for any individual testing positive for COVID-
19 to prevent the transmission of the disease and to save lives; and
WHEREAS communities must scale up and train a large contact tracer workforce with public and private
agencies working collaboratively to stop the transmission of COVID-19 and protect the health of all
residents; and
WHEREAS a community public awareness program must be implemented on the vital importance of the
requirement for contact tracing and the extreme measures taken to maintain the privacy of all individuals
involved; and
WHEREAS Oakland County Health Division is nationally recognized as an expert in contact tracing and
containment strategist from the 2019 measles outbreak; and
WHEREAS the Oakland County Board of Commissioners supports the implementation of the requirement
for mandatory contact tracing by the Oakland County Health Department for individuals testing positive to
COVID-19.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners supports and
recognizes the urgent need for the requirement of mandatory contact tracing by the Oakland County Health
Department to protect the public health of all Oakland County residents, for testing alone without contact
tracing, we will not defeat the COVID-19 virus.

OAKLAND COUNTY
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS in March of this year, a new strain of the coronavirus, otherwise known as COVID-19,
unexpectedly attacked Oakland County and the State of Michigan, causing residents, businesses, and
governments to implement reactive measures to address the virus; and
WHEREAS while Oakland County has experienced a reduction in new cases of COVID-19, the virus will
likely be present in Michigan during both the primary election and general election this year; and
WHEREAS local election officials retain primary responsibility for most election administration costs and
responsibilities, with local costs in Michigan estimated to be approximately $82 million this year; and
WHEREAS COVID-19 presents a unique challenge to the election process and the clerks across Oakland
County who oversee it; and
WHEREAS the Bipartisan Policy Center recently issued a report predicting that absentee ballots will
represent more than half of all ballots cast in 2020, which would be at least a 190% increase over 2016;
and
WHEREAS this dramatic increase in absentee ballots will require a respective increase in a variety of items
which may include absentee ballots, ballot request forms, high-speed scanners, tabulators, ultraviolet lights
to kill traces of the virus on mailed-in ballots, and additional secure storage for ballots that arrive before
Election Day; and
WHEREAS COVID-19 will have a significant impact on voting at the polls as well, including the need for
disinfectants, personal protection equipment, public education campaigns to inform voters of new
processes at polling locations, single-use pens for voters filling out ballots, and other items to protect voters
and workers alike; and
WHEREAS local communities may have to pay a premium to election workers in order to have a sufficient
number of staff, as the average age of an election worker in Michigan is 74 years old, a high-risk age group
for COVID-19; and
WHEREAS all of the changes described above will significantly increase the costs of elections across
Oakland County; and
WHEREAS local communities’ budgets are already strained by the impact of COVID-19; and
WHEREAS the Brennan Center for Justice at New York University estimates that costs for mail distribution
and return of ballots and applications alone could exceed $30 million this year in Michigan; and
WHEREAS federal money covers less than 20% of what is needed for elections in Michigan according to
a report from the the Brennan Center for Justice; and
WHEREAS the federal funds Congress recently approved through the CARES Act for use in elections
requires that states match 20% of any federal funds and represents a small fraction of elections’ costs,
making it highly unlikely that the State of Michigan will be able to secure adequate funding for elections’
increased costs; and
WHEREAS clerks in Oakland County are highly capable of designing safe elections for residents, but have
expressed a concern about funding needed to meet COVID-19’s unique challenges; and
WHEREAS the Oakland County Board of Commissioners recognizes that free, fair, and safe elections are
the bedrock of American democracy and seeks to support the needs local clerks have expressed.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners appropriates
$3,000,000 to be issued to cities, townships, and villages in Oakland County for use in the administration
of this year’s primary election and general election.
BE IT FURTHER RESOLVED that each city, township, and village in Oakland County will receive an
amount proportional to its number of registered voters as of June 1, 2020.
