HomeMy WebLinkAboutResolutions - 2020.06.04 - 33297MISCELLANEOUS RESOLUTION _#20186 June 4, 2020 BY: Commissioner Helaine Zack, Chairperson, Finance and Infrastructure Committee IN RE: COUNTY EXECUTIVE —AUTHORIZE APPROPRIATION FOR OAKLAND COUNTY ECONOMIC STRATEGY IMPLEMENTATION To the Oakland County Board of Commissioners Chairperson, Ladies and Gentlemen: WHEREAS according to the Oakland County Economic Outlook report published by the Research Seminar in Quantitative Economics, University of Michigan, it stated that Oakland County's real GDP (Gross Domestic Product) was $101 billion. The largest GDP out of all of the counties in Michigan, about 25% larger than the next -largest level, is neighboring Wayne County. Oakland County accounted for 23% of Michigan's real GDP; and WHEREAS Oakland County Economic Development & Community Affairs (EDCA) In January of this year kicked off an initiative to develop a 10 -year economic development strategic plan to ensure that Oakland County continues its strong GDP impact and is a competitive leader in Michigan, Midwest and Nationally, and WHEREAS Oakland County EDCA collaborated with key stakeholders around the County: leaders in the business community, workforce development community, economic development community and leaders from our Cities, Villages and Townships; and WHEREAS Oakland County EDCA needs to promote regional partnerships and diversify its economy in order to realize job growth and deep prosperity; and WHEREAS Oakland County EDCA will strengthen our position as the mobility and automotive capital of the world, for today and tomorrow; and WHEREAS Oakland County EDCA needs to diversify its manufacturing base by building on smart manufacturing into defense and aerospace industries; and WHEREAS Oakland County EDCA will look to facilitate a manufacturing diversification strategy with the goal of growing its defense and aerospace industry from currently $300 million annually in federal contracts to $1.5 billion annually in defense contracts by 2025. This diversification and growth will strengthen Oakland County's position and minimize impacts on swings caused in the automotive industry; and WHEREAS funding in the amount of $1,000,000 is available from the General Fund Assigned Fund Balance titled Economic Strategy Implementation (GL Account #383419). NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves the one time appropriation of $1,000,000 from the General Fund Assigned Fund Balance titled Economic Strategy Implementation (GL Account #383419) to Economic Development & Community Affair's Planning and Economic Development Division (#1090201) to be used for diversification strategies to grow Oakland County's manufacturing base.
