Commissioner Helaine Zack, Chairperson, Finance and inrrastructure Committee IN RE: ECONOMIC DEVELOPMENT AND COMMUNITY AFFAIRS — FY 2020 UNITED STATES ENVIRONMENTAL PROTECTION AGENCY (EPA) BROWNFIELD ASSESSMENT CONSORTIUM GRANT APPLICATION To the Oakland County Board of Commissioners Chairperson, Ladies and Gentlemen: WHEREAS the Economic Development and Community Affairs, as part of the Oakland County Brownfield Consortium, is applying to the United States (U.S.) Environmental Protection Agency (EPA) for Brownfield Assessment Grant funding in the amount of $600,000 to perform environmental assessment work on Brownfield properties for the period October 1, 2020 through September 30, 2023; and WHEREAS there is no grant match requirement; and WHEREAS Oakland County will partner with the cities of Farmington Hills, Ferndale, Hazel Park, Madison Heights, Pontiac and Southfield to form the Oakland County Brownfield Consortium; and WHEREAS at the time of grant award, Oakland County will have an open bid to select environmental consultant firms to perform the work pertaining to this grant; and WHEREAS this grant application has completed the Grant Review Process in accordance with Miscellaneous Resolution #19006. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves the submission of the Brownfield Consortium Assessment Grant application to the U.S. EPA in the amount of $600,000 for the period October 1, 2020 through September 30, 2023. BE IT FURTHER RESOLVED the application of this grant does not obligate the county to any future commitment and continuation of the grant is contingent upon future levels of grant funding. EPA Form 5700-54 (Rev 06/2014) Oakland County Brownfield Consortium USEPA Brownfield Coalition Grant October 2020 -September 2023 Cooperative Agreement Work Plan May 19, 2020 Introduction In southeast Michigan, Oakland County is located within the Detroit -Metropolitan area and comprises the City of Detroit's northern border. As the second most populated county in Michigan, Oakland County's economy is emerging into a knowledge and service -based economy from its automotive and manufacturing history. Although the County's industries are diversifying, it is still subject to the ebbs and flows of the automotive industry. Oakland County was among the first and hardest hit when the economy fell into recession in 2008, which forced two of the nation's largest automakers into bankruptcy. Al the forefront of the automotive crisis, the County experienced a sharp decline in the economic productivity of the automotive industry's supplier network. Although the County has weathered these economic challenges and has experienced some recovery, the scars of the last recession run deep. The County has yet to recover over 30,000 jobs from its pre -recession peak. The rermrants of former manufacturing facilities, such as tool and die shops, plating facilities, fabrication facilities, and other small manufacturing -based operations that were reliant on the automotive industry now exist as vacant, blighted, and contaminated brownfield properties. More than 1,000 of these brownfield properties exist within the county, which has challenged local governments to find creative uses that will foster economic growth. Recognizing these challenges, the County created the Oakland County Brownfield Consortium (OCBC) in 2009 which consistent of Farmington Hills, Ferndale, Hazel Park, Madison Heights, Pontiac, and Southfield. The OCBC was successful in procuring multiple EPA Assessment Grants as a proactive measure to provide assistance to its communities in an effort to effectively manage and redevelop their brownfield properties. As such, the goal of the OCBC is part of a County -wide initiative to continue diversifying the local economy by attracting sustainable, 21 st century jobs and industries that will soften the effects of future economic recessions. The six cities are joined together by three primary corridors that are the target areas for this Assessment Grant The first target area corridor is 8 Mile Road — the southern boundary of the County and dividing line between the City of Detroit. Eight Mile Road traverses east -west and connects Hazel Park, Ferndale, Southfield, and Farmington Hills. The 8 Mile Corridor is a notable cultural and economic corridor, but due to ongoing neglect and disinvestment is now characterized by vacant and blighted commercial and light industrial properties, many of which have former lives as tool and die shops and manufacturing facilities. The second target area corridor is John R Road at the western end of the County. John R travels north from Hazel Park into Madison Heights and terminates 16 miles later at the Clinton River in the City of Rochester. In Hazel Park and Madison Heights, John R is the primary commercial corridor with single and two-story buildings and warehouses that housed former auto service, fabricators, welders, and tool and die shops, In the past 50 years, the corridor has experienced continual deterioration due to rampant sprawl and disinvestment, resulting in vacant buildings and lots. The final target area corridor is U.S. Highway 24 that is a major state trunk line running north -south from the Michigan -Ohio border through the metro -Detroit region. In Oakland County, Highway 24 connects Southfield and Pontiac coalition cities before continuing and terminating in the northern portion of the County. Highway 24 is also an important route for the Farmington Hills community, providing connectivity to Grand River Avenue, the main thoroughfare for the City. Similar to 8 Mile Road, highway 24 is characterized by vacant light industrial properties that often carry of stigma of contamination, and particularly includes high concentrations of auto dealerships, repair garages, auto body shops, and other machining businesses. As Highway 24 travels north, additional commercial districts are noted. Particularly in Pontiac, Highway 24 is littered with shuttered shopping centers, dry cleaners, and scrap yards. The OCBC plans to utilize all grant funds toward site assessment, totaling $600,000 ($400,000 Hazardous Substances/ $200,000 Petroleum). These costs are based on conducting approximately 96 Phase I ESAs (64 Hazardous Substances/ 32 Petroleum) at an average cost of $2,500 each; 45 Phase II ESAs (30 Hazardous Substances/ 15 Petroleum) at an average cost of $8,000 each (which includes the preparation of site specific QAPPs). At the close of each reporting quarter, electronic copies of all Phase I, Phase II, and RAP reports completed during the quarter will be forwarded to the EPA Project Officer. With each Phase I report, at least five digital photos of the site or building will be forwarded to the EPA Project Officer. All material will also be forwarded to the Michigan Department of Environment, Great Lakes, and Energy (EGLE) using the email address F.GLE-Brownfields([t),nlll'hiHan.LSov. The obvious benefits of a Coalition Assessment Giant will include: reducing threats to human health and the environment; improving the living environment and property values/equity in low-income and minority areas of the OCBC; improving the appearance aid appeal of the communities overall; creating jobs for a desperate work force; and restoring properties to productive, tax -generating uses. Assessment Grant monies will support cleanup of historical contamination from former commercial and industrial properties left vacant by years of a declining economy and continual global economic trends. Use of Assessment Grant monies for Brownfield redevelopment will help return businesses and jobs to the coalition communities, reducing further push into Greenfield communities by attracting industrial and commercial developments into an area which has the established infrastructure and trained work force to support such use; and mitigate disproportional impacts of Brownfield's in the lower incorne and minority - populated portions of the communities. The increase in jobs and productive, tax -generating property use will result in increased revenues and improved financial capabilities for Oakland County as a whole and the cities of Farmington Hills, Ferrdale, Hazel Park, Madison Heights, Pontiac and Southfield which will further support the Brownfield's program in the County. Manaeement and Coordination: Oakland County's Economic Development and Cormnunity Affairs will oversee all aspects of the grant project, including Oakland Countv - Fiscal Services — administrative and inventory support - Corporation Counsel — legal, technical assistance Environmental Consultant Will provide technical, environmentaland redevelopment services Tasks and Schedule: Task 1: Oakland County Brownfield Consortium and Brownfield Initiative Programmatic Costs County staff and structure currently exist to effectively administrate grant and develop long term ability to redevelop by ready identification, assessment and reuse. County will assist, encourage, coordinate and facilitate other communities to do same within their community or in conjunction with the OCBC. To ensure long-term program development, County will actively train, assist and support municipal practitioners who will assist in identifying, conducting and maintaining the site inventory for the project and beyond. The County will also develop working relations to assist in financial analysis and reuse planning to ensure project success and continuing brownfield redevelopment efforts. Task 3: Site Inventory and Selection County staff will update its basic data -base lists and add with input as developed by Task 2 from OCBC members mid public, and seek to evaluate and categorize sites with key characteristics. The inventory will be an ongoing process. Projects, which meet established criteria, will be selected on a rolling basis. County staff along with OCBC staff will select projects which meet critical waterways, urban vitality, and project viability priorities, along with other detailed criteria set forth in the grant application and as developed from community feedback. Selection criteria include: (1) development potential, (2) community impact, (3) overall site desirability, (4) market value, (5) availability of information from previous environmental investigations, (6) status of title, (7) site accessibility, and (8) status of the cormmunities Brownfield Redevelopment Authority and ability to address the site locally. Belore initiating assessment work, the OCBC will document the eligibility of each site to be assessed. The OCBC will provide information regarding the site that is required in the grant application guidelines.
