DEMOCRATIC CAUCUS MINUTES
June 25, 2020
Meeting called to order by Caucus Chairperson Gary McGillivray at 4:19 p.m. via Teleconference.
Roll called.
COMMISSIONERS PRESENT: Gershenson, Jackson, Luebs, Markham, McGillivray, Nelson,
Powell, Quarles, Woodward, Zack. (10)
EXCUSED ABSENCE WITH NOTICE: Miller. (1)
Quorum present.
No one addressed the Caucus during Public Comment.
Moved by Quarles seconded by Markham the minutes of the June 2, 2020 and June 4, 2020 Caucuses
be approved.
A sufficient majority having voted in favor, the minutes were approved.
Commissioner Woodward addressed the Caucus regarding the Detroit Institute of Arts presentation and
the public hearing for Transfer of Divisions Between County Executive Departments.
The members of the Caucus discussed the Board Agenda.
Commissioner Woodward addressed the Caucus regarding Pandemic Response and Economic
Recovery Committee item c. entitled: County Executive/Economic Development and Community Affairs –
Appropriation for the Oakland Together Small Business and Local Chamber of Commerce Recovery
Grant Programs. He stated that there will be an amendment offered to create an oversight committee.
Chris Ward, Board of Commissioners Chief of Staff addressed the Caucus regarding Pandemic
Response and Economic Recovery Committee item d. entitled: MR #20172 – Board of Commissioners –
Encourage Oakland County Voters to Vote by Mail in 2020 August Primary and November General
Elections and Declare Support for Michigan Secretary of State Jocelyn Benson’s Action to Mail Out
Absentee Ballot Applications to All Michigan Registered Voters. He stated that there will be an
amendment offered.

Commissioner Woodward addressed the Caucus regarding Pandemic Response and Economic
Recovery Committee item e. entitled: MR #20190 – Board of Commissioners – Establishment of Oakland
Together Emergency Financial Assistance Program and Appropriation of CARES Act Grant Coronavirus
Relief Funds. He stated that there will be $17,000,000 in relief funds available.

Commissioner Woodward addressed the Caucus regarding Pandemic Response and Economic
Recovery Committee item f. entitled: MR #20194 – Board of Commissioners – Creation of Oakland
County Minority Owned Small Business Grant Program and Appropriation from CARES Act Coronavirus
Relief Funds Policy for Economically and Socially Disadvantaged Small Businesses Disproportionately
Impacted by COVID-19. He stated that Corporation Counsel has approved the new proposed title and
that there will be an amendment offered.
Commissioner Quarles inquired if all the Tri-Party Road Improvement resolutions being introduced tonight
could be referred at one time.

Chris Ward, Board of Commissioners Chief of Staff addressed the Caucus regarding sign in for the Board
of Commissioners meeting.
Commissioner Woodward addressed the Caucus regarding the Oversight Committee for the Oakland
Together Small Business and Local Chamber of Commerce Recovery Grant Program. He stated that he
will offer the following as appointments: Commissioner Woodward and Commissioner Quarles (alternate).
Commissioner Woodward addressed the Caucus regarding the Oversight Committee for the Emergency
Financial Assistance Program. He stated that he will offer the following as appointments: Commissioner
Jackson and Commissioner Gershenson (alternate).

Commissioner Powell addressed the Caucus regarding the presentation of proclamations.

Commissioner Markham addressed the Caucus regarding discussions for the upcoming budget.

Commissioner Gershenson addressed the Caucus regarding scheduling a budget meeting.
Chairperson Gary McGillivray addressed the Caucus to remind everyone to sign out of the Caucus
meeting and sign into the Board of Commissioners meeting.
The Caucus adjourned at 9:04 p.m. until July 2, 2020, at 4:00 p.m.
