STATEMENT OF VOTES,
The whole number of votes given for and against the: OPERATING MILLAGE PROPOSITION EXEMPTING
PRINICIPAL RESIDENCE AND QUALIFIED AGRICULTURAL PROPERTY
This proposal is for operating millage which is intended to (1) replace an operating millage authorization which
expired with the 2003 levy and will not be renewed, and (2) restore millage reductions caused by the operation of
Article IX, Section 31 of the Michigan Constitution, the so-called Headlee amendment. The current proposal is for
millage which, if approved, will be levied against all property with the exception of principal residence and qualified
agricultural property, which will be exempt. Together with other millage authorizations, it will allow the Oak Park
School District to levy up to, but not more than, the statutory millage rate of 18 mills required for the School District to
receive revenues at the full foundation allowance permitted by the State. It is expected that approximately 0.6 mills
of this millage will be levied in 2004.
Shall the constitutional limitation on the total amount of taxes which may be levied against all non-homestead
property in the Oak Park School District, Oakland County, Michigan, be increased by 1.5 mills on each dollar ($1.50
on each $1,000) of the taxable valuation, as finally equalized, of all property in the School District other than principal
residence and qualified agricultural property, for a period of twenty (20) years, from 2004 through 2023, both
inclusive? This millage will raise, if approved and levied in its entirety in 2004, approximately Four Hundred Sixty-five
Thousand Dollars ($465,000.00) in increased revenues. However, it is anticipated that only approximately 0.6 mills
of the total 1.5 mills will be levied in 2004, which will raise approximately One Hundred Ninety Thousand Dollars
($190,000.00). Revenues will be disbursed to the Oak Park School District for the purpose of providing funds for the
operating expenses of the District.
