HomeMy WebLinkAboutResolutions - 2020.08.20 - 33594MISCELLANEOUS RESOLUTION - #20331 August 20, 2020 BY: Commissioner Penny Luebs, Chairperson, Health, Safety and Human Services Committee IN RE: HEALTH AND HUMAN SERVICES/HEALTH DIVISION — MICHIGAN DEPARTMENT OF HEALTH AND HUMAN SERVICES LOCAL COMMUNITY STABILIZATION AUTHORITY FUNDING To the Oakland County Board of Commissioners Chairperson, Ladies and Gentlemen: WHEREAS the Oakland County Health Division has received funds from the Michigan Department of Health and Human Services (MDHHS) in the amount of $1,128,353 for Essential Local Public Health Services (ELPHS) programs under MCL. 123.1357(4)(a)(viii); and WHEREAS Local Community Stabilization Authority (LCSA) funds will be used to supplement existing Fiscal Year FY 2020 ELPHS funds to maintain levels of service in face of increased and increasing demands on local health services; and WHEREAS Oakland County was originally awarded Fiscal Year (FY) 2020 ELPHS funding totaling $5,004,672 through the Comprehensive Planning, Budgeting and Contracting (CPBC) Agreement (Miscellaneous Resolution #19285), and WHEREAS LCSA approved distribution of additional funds for reimbursement of allowable costs of required health services described in MCL 333.2475 not otherwise reimbursed; and WHEREAS it is requested to create one (1) General Fund/General Purpose (GF/GP) full-time eligible (FTE) Administrator Public Health and two (2) GF/GP FTE Epidemiologists in the Health Administration unit (#1060201); and WHEREAS the costs for the Public Health Administrator position, prorated for the remainder of FY 2020 totals $15,471 and $131,862 for FY 2021 - FY 2023, and WHEREAS the costs for the two (2) Epidemiologist positions prorated for the remainder of FY 2020 totals $24,380 and $206,925 for FY 2021 — FY 2023, and WHEREAS it is requested to add additional hours to ten (10) GF/GP part-time, non -eligible (PTNE) Public Health Technician positions to equal 1,000 hours per year each within the Hearing and Vision unit (#1060237-12314, 12315, 12316, 12317, 12318, 12319, 12320, 12321, 12322, & 12323); and WHEREAS the costs for the additional Public Health Technician hours for the remainder of FY 2020 totals $5,307 and $49,418 for FY 2021 — FY 2023; and WHEREAS the remaining balance of $1,083,195 for FY 2020 will be used for the following: $1,007,567 for professional services, $57,780 for Environmental Health Migration Project, and one-time equipment purchases totaling $17,848. Also, the remaining balance for FY 2021 — FY 2023 in the amount of $740,148 will be used for Professional Services $729,381 and ongoing equipment costs of $10,767; and WHEREAS LCSA funding will be distributed annually pursuant to MCL. 123.1357(4)(a)(viii). NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners hereby approves acceptance of FY 2020 MDHHS LCSA funding in the amount of $1,128,353 BE IT FURTHER RESOLVED to create one (1) General Fund/General Purpose (GF/GP) Full -Time Eligible (FTE) Administrator Public Health and two (2) GF/GP FTE Epidemiologist in the Health Administration unit (#1060201). Telegraph Road, Dept.432 Pontiac, Michigan 48341-0432 Dear Health Officer Stafford, In accordance with MCL 123.1357(4)(viii), on November 13, 2019, the Michigan Department of Health and Human Services (MDHHS) certified to the Local Community Stabilization Authority the amount to be paid to each municipality. On Friday, November 15, 2019, the Local Community Stabilization Authority approved distribution of those payments. Your county is approved to receive $1,128,353.00 for reimbursement of reasonable and allowable costs of required and allowable health services described in MCL 333.2475 not otherwise reimbursed. Payments are set to be released December 2, 2019. Those counties that have signed up for ACH will see funds some time that day. If your county has not signed up for ACH, the county will receive a check a few days later depending on the mail service.
