IN RE: BOARD OF COMMISSIONERS — SUPPORTING THE CHILD CARE IS ESSENTIAL ACT
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS on July 29, 2020, the U.S. House of Representatives voted to pass H.R. 7027- the Child Care
is Essential Act; and
WHEREAS the bill passed with bipartisan support, highlighting that support for early education and our
nation's youngest members remains a bipartisan priority; and
WHEREAS the Child Care is Essential Act creates a $50 billion Child Care Stabilization Fund that invests
in child care so that providers across the country and in Michigan have the resources they need to safely
reopen; and
WHEREAS without adequate investments in the child care industry, families across the country and in
Michigan will be unable to return to work; and
WHEREAS as the COVID-19 pandemic continues to spread, child care providers are figuring out how to
support families while keeping children and staff safe; and
WHEREAS on average, providers are serving 67 percent fewer children now than they were prior to the
pandemic, significantly reducing their revenue; and
WHEREAS at the same time, providers are required to implement enhanced health and safety protocols
that carry significant costs; and
WHEREAS many states require that providers regularly do deep cleanings and disinfecting, which can add
several hours of work each week. Even more costly are new limitations on classroom sizes; and
WHEREAS without adequate support from the federal government Michigan could lose 121,264 licensed
child care slots, approximately 41% of the child care supply; and
WHEREAS prior to the spread of the coronavirus, Michigan could not provide care for every child that
needed it; and
WHEREAS with 2.33 children per child care slot available, working families lacked access to safe, quality
child care; and
WHEREAS the spread of COVID-19 has brought this problem to the brink of catastrophe; and
WHEREAS since the pandemic, it is now estimated that there are 3.95 children per child care slot available;
and
WHEREAS without robust federal investments, the child care industry cannot provide the care needed to
help Americans return to work; and
WHEREAS the $1.4 billion Michigan would receive from the Child Care is Essential Act would help child
care providers stay open, keep employees on payroll, and safely operate under new guidelines.
NOW THEREFORE BE IT RESOLVED that the Oakland Board of Commissioners hereby supports H.R.
7027 - the Child Care is Essential Act.
BE IT FURTHER RESOLVED that the Oakland County Board of Commissioners recognizes that a failure
to provide adequate funding in the next COVID-19 stimulus package could result in a collapse of the industry
later this year, leaving families with no recourse in the fall.
BE IT FURTHER RESOLVED that the Oakland County Clerk/Register of Deeds is requested to forward
copies of the adopted resolution to the Oakland County Congressional delegation.

Moved by Nelson seconded by Zack to suspend the rules and vote on Miscellaneous Resolution #20340 —
Board of Commissioners — Supporting the Child Care is Essential Act.
A sufficient majority having voted in favor, the motion to suspend the rules and vote on Miscellaneous
Resolution #20340 — Board of Commissioners — Supporting the Child Care is Essential Act carried.
Moved by Nelson seconded by Zack the resolution be adopted.
Discussion followed.
