DEMOCRATIC CAUCUS MINUTES
September 2, 2020
Meeting called to order by Caucus Chairperson Gary McGillivray at 7:07 p.m. via Videoconference.
Roll called.
COMMISSIONERS PRESENT: Gershenson, Jackson, Luebs, Markham, McGillivray, Miller,
Nelson, Powell, Quarles, Woodward, Zack. (11)
EXCUSED ABSENCE WITH NOTICE: None. (0)
Quorum present.
No one addressed the Caucus during Public Comment.
Moved by Jackson seconded by Luebs the minutes of the August 20, 2020 Caucus be approved.
A sufficient majority having voted in favor, the minutes were approved.
The members of the Caucus discussed the Board Agenda.
Commissioner Zack addressed the Caucus regarding Pandemic Response and Economic Recovery
Committee items a, b and c. She stated that all three resolutions will come before the Finance and
Infrastructure Committee tomorrow morning.
Commissioner Zack addressed the Caucus regarding the Special Committee to Investigate the County
Treasurer’s Management of Property Tax Foreclosures. She stated that a policy has been drafted to
prohibit foreclosures under $1,000 by the Treasurer’s Office without prior authorization from the Board of
Commissioners.

Commissioner Woodward addressed the Caucus regarding a new proposed miscellaneous resolution
entitled: Board of Commissioners – Develop and Issue a Request for Proposal for Purchase,
Maintenance, and Video Management of Body Worn Cameras for Oakland County Sheriff’s Office Law
Enforcement.
Commissioner Woodward addressed the Caucus to give a summary of what happened at the Pandemic
Response and Economic Recovery Committee meeting earlier today and asked for volunteers to serve
on the funding oversight committees.

Commissioner Luebs addressed the Caucus to summarize the items under the Health, Safety and
Human Services Committee.

Commissioner Woodward addressed the Caucus regarding the “green ooze” issue in Madison Heights.

Commissioner Zack addressed the Caucus regarding amendments to the Budget.
Discussion followed.
Commissioner Gershenson addressed the Caucus about developing a strategy for Bi-Partisan support of
the Budget.
Discussion followed.
Commissioner Zack addressed the Caucus regarding the best ways to gain Bi-Partisan approval of the
Budget in the Finance and Infrastructure Committee. She also brought up options for a general salary
increase recommendation.

Chairperson Gary McGillivray addressed the Caucus to remind the Commissioners that Campaign
Finance reports are due tomorrow, the ribbon cutting ceremony for the new Holly Oaks ORV Park is on
September 11th at 3:00 p.m. and the opening of the new walk at Catalpa Oaks will be on October 2nd at
1:00 p.m.

Commissioner Gershenson addressed the Caucus regarding the resignation of a Community Mental
Health Board Member, and the need to appoint a new one.

The Caucus adjourned at 8:46 p.m. until September 22, 2020, at 4:30 p.m.
