IN RE: HUMAN RESOURCES - SALARY ADMINISTRATION PLAN 4th QUARTERLY REPORT FOR FY
2020
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS the Salary Administration Plan approved by the Board of Commissioners for Salary Grades 1 - 21
provides a process for departments and employees to request a review of the salary grade placement of
classifications; and
WHEREAS the 4th Quarterly Report for FY 2020 identifies the job studies conducted and the salary grade
changes recommended by the Human Resources Department after completion of this review process; and
WHEREAS funding is available in the Classification and Rate Change fund to implement any GF/GP salary
grade changes resulting from this Salary Administration Plan Quarterly Report recommendation.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners authorizes
implementation of the Salary Administration Plan 4th Quarterly Report for FY 2020.
BE IT FURTHER RESOLVED to increase the salary grade of the following classifications:

BE IT FURTHER RESOLVED that the General Fund Positions will be funded from Non -Departmental Class &
Rate Change, and there will be an impact of $32,189 for FY2021-2023.

Supervisor II to the new classification of Supervisor FOC Administration will be funded by the Friend of the
Court Office Supplies line item in the amount of $4,451 for FY 2021-2023.
BE IT FURTHER RESOLVED that the FY 2021-2023 Budget will be amended as follows:

Attached is the Salary Administration Fourth Quarterly Report for FY20. It includes determinations on

role are obtained through specialized training.
Increase Factor 4, Problem Solving, from 3/55 to 4/70 to reflect that problem -solving activities related to
Office Supervisor 11 to Supervisor FOC coordinating ADA accommodation requests for clients and resolving high conflict situations atthe FOCfront deskare
decidedly complex.
Administration (new classification) Increase Factor 5, Communication, from 16/15 to 3B/60 to recognize that this position spends more than 25% of

interpreting directives and changes to policy determined bySCAO, conducting legal research and preparing Local

Class Title: SUPERVISOR FOC ADMINISTRATION
Department: Circuit Court / Family Division / Friend of the Court
Reports To: Chief Assistant Friend of the Court Operations
FLSA Status: Non -Exempt
Salary Plan: SAP
GENERAL SUMMARY
Under general supervision, plans, assigns, directs, reviews, and coordinates the work of clerical employees
engaged in performing technical and general clerical support duties. Reviews attendance information from
employees and intermediary attendance clerks for accuracy and completeness. Coordinates large scale projects
affecting one or more areas within the Friend of the Court, often consulting with other County departments to
ensure an efficient and appropriate outcome. Serve on workgroups, committees, and special projects to
represent the court. Serves as the Friend of the Court Americans with Disability Act (ADA) Coordinator.
Utilizes current Countywide and/or department specific software to complete assignments.
Sl1PERVISION EXERCISED
Functions as a supervisor over a group of lower level clerical employees. Instructs, assigns, schedules, checks
and appraises performance. Participates in decisions to hire, discipline, discharge, and award pay increases
and/or promotions.
ESSENTIAL JOB FUNCTIONS
Plans, assigns, directs and coordinates the work ofassigned lower level clerical employees directly and through
intermediate leaders providing technical and general clerical support for a division, section or unit of a
department.
Participates in general personnel activities for assigned clerical employees such as employee selection and
evaluation, recommendation of promotions and merit increases, monitoring attendance, approving time off and
recommending disciplinary action.
Participates in the implementation of new procedures and as requested attends meetings regarding operational
issues of the court.
Coordinates large scale projects affecting one or more areas within the Friend of the Court, often consulting
with other County departments to ensure an efficient and appropriate outcome.
Attends to all Friend of the Court building and office needs, reviews and implements appropriate work orders,
and consults with other County departments as needed.

information for management and division employees. Responds to all manner of questions of employees and
supervisors.
Is the division contact person, and coordinates employment matters with Employee Records, Benefits, Payroll
and Retirement units.
Conducts orientation and training sessions for staff on computerized services and standard Friend of the Court
operating procedures.
Conducts customer services training sessions for Oakland County and statewide Friend of the Court staff for
yearly certification credit needed for the TVD program of Michigan.
Serve on workgroups, committees, and special projects to represent the court.
Performs liaison duties between lower level clerical employees and administrative personnel.
Answers a variety of public inquiries about divisional procedures by giving out information requiring general
interpretations and familiarity with divisional operations.
Resolves job related problems or conflicts in work assignments or work schedules of clerical employees.
Serves as the Friend of the Court Americans with Disability Act (ADA) Coordinator. Reviews all ADA
requests, approves and/or denies requests, and implements the necessary accommodations needed for
individuals to fairly participate in court events.
Serves at the Friend of the Court website administrator and runs the Friend of the Court social media web
pages.
Utilizes current Countywide and/or department specific software to complete assignments.
ESSENTIAL MENTAL & PHYSICAL REOUIREMENTS
Ability to communicate to accurately convey information.
WORKING CONDITIONS
Work is performed in a typical office environment.
May encounter situations where people could become confrontational.
IMPORTANT NOTE: The primary purpose of this job description is to set a fair and equitable salary range
for this job classification. Generally, only those key duties necessary for proper job evaluation and/or labor
market analysis have been included. Other duties and responsibilities will be assigned by the supervisor.
CLASS TITLE: SUPERVISOR FOC ADMINISTRATION
EXPERIENCE. TRAINING. KNOWLEDGES. SKILLS & ABILITIES
A. REOUIRED MINIMUM QUALIFICATIONS
1. Must be a high school graduate or have a certificate of successful completion of the General
Educational Development (GED) Test.
2. Have had six (6) years of responsible, full-time clerical experience, one (1) year of which
included supervisory or lead duties.
NOTE: Coursework at an accredited college or university may substitute for the clerical experience
on a year -for -year basis up to a four year Bachelor's Degree. (College coursework may NOT
substitute for the year of supervisory or lead worker duties.)
3. Pass the complete examination, including the employment medical, established forthis class.
4. Successfully complete the six (6) month probationary period.
B. ADDITIONAL DESIRABLE OUALIFICATIONS
1. Considerable knowledge of and experience in the operations, policies, and procedures of the
Friend of the Court and how to utilize that knowledge to recommend and implement
procedural changes.
2. Considerable knowledge of modern office practices and procedures.
3. Considerable ability to follow complex and technical oral and written instructions.
4. Considerable ability to make technical decisions in accordance with departmental policies and
procedures.
5. Considerable ability to prepare and present oral and written technical reports to supervisors,
staff, and other interested groups and individuals.
6. Considerable ability to develop and maintain effective working relationships with employees
of the assigned division and other divisions and departments.
7. Considerable ability to exercise mature judgment and initiative in analyzing problems and
recommending solutions.
8. Considerable knowledge of governmental regulations and local laws relating to the operations
of the Friend of the Court.
9. Considerable ability to plan, organize, direct and evaluate the work performed by others.
10. Reasonable ability to utilize current word processing, spreadsheet, database, e-mail and
Internet software.
