HomeMy WebLinkAboutResolutions - 2020.09.23 - 33653MISCELLANEOUS RESOLUTION #20391 September 23, 2020 BY: Commissioner Helaine Zack, Chairperson, Finance and Infrastructure Committee IN RE: HUMAN RESOURCES - SALARY ADMINISTRATION PLAN 4th QUARTERLY REPORT FOR FY 2020 To the Oakland County Board of Commissioners Chairperson, Ladies and Gentlemen: WHEREAS the Salary Administration Plan approved by the Board of Commissioners for Salary Grades 1 - 21 provides a process for departments and employees to request a review of the salary grade placement of classifications; and WHEREAS the 4th Quarterly Report for FY 2020 identifies the job studies conducted and the salary grade changes recommended by the Human Resources Department after completion of this review process; and WHEREAS funding is available in the Classification and Rate Change fund to implement any GF/GP salary grade changes resulting from this Salary Administration Plan Quarterly Report recommendation. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners authorizes implementation of the Salary Administration Plan 4th Quarterly Report for FY 2020. BE IT FURTHER RESOLVED to increase the salary grade of the following classifications: Classification From Grade Points To Grade Points District Court Administrator 18 618 20 758 BE IT FURTHER RESOLVED to create the following new classification Classification Grade Points FLSA Status Supervisor FOC Administration 12 411 Non -Exempt BE IT FURTHER RESOLVED to reclassify the following positions: Position # From To 3010404-03556 Office Supervisor 11 Supervisor FOC Administration BE IT FURTHER RESOLVED that the General Fund Positions will be funded from Non -Departmental Class & Rate Change, and there will be an impact of $32,189 for FY2021-2023. BE IT FURTHER RESOLVED that the Special Revenue -Friend of the Court position change from Office Supervisor II to the new classification of Supervisor FOC Administration will be funded by the Friend of the Court Office Supplies line item in the amount of $4,451 for FY 2021-2023. Reviews attendance information from employees and intermediary attendance clerks for accuracy and completeness. Coordinates large scale projects affecting one or more areas within the Friend of the Court, often consulting with other County departments to ensure an efficient and appropriate outcome. Serve on workgroups, committees, and special projects to represent the court. Serves as the Friend of the Court Americans with Disability Act (ADA) Coordinator. Utilizes current Countywide and/or department specific software to complete assignments. Sl1PERVISION EXERCISED Functions as a supervisor over a group of lower level clerical employees. Instructs, assigns, schedules, checks and appraises performance. Participates in decisions to hire, discipline, discharge, and award pay increases and/or promotions. NOTE: Coursework at an accredited college or university may substitute for the clerical experience on a year -for -year basis up to a four year Bachelor's Degree. (College coursework may NOT substitute for the year of supervisory or lead worker duties.) 3. Pass the complete examination, including the employment medical, established forthis class. 4. Successfully complete the six (6) month probationary period. B. ADDITIONAL DESIRABLE OUALIFICATIONS 1. Considerable knowledge of and experience in the operations, policies, and procedures of the Friend of the Court and how to utilize that knowledge to recommend and implement procedural changes. 2.
