DEMOCRATIC CAUCUS MINUTES
September 23, 2020
Meeting called to order by Caucus Chairperson Gary McGillivray at 4:05 p.m. via Teleconference.
Roll called.
COMMISSIONERS PRESENT: Gershenson, Jackson, Luebs, Markham, McGillivray, Miller,
Nelson, Powell, Quarles, Woodward, Zack. (11)
EXCUSED ABSENCE WITH NOTICE: None. (0)
Quorum present.
No one addressed the Caucus during Public Comment.
Moved by Quarles seconded by Zack the minutes of the September 2, 2020 Caucus be approved.
A sufficient majority having voted in favor, the minutes were approved.
The members of the Caucus discussed the Board Agenda.
Commissioner Woodward addressed the Caucus and stated that he will call a recess during the Board of
Commissioners meeting in order for the Health, Safety and Human Services Committee to meet for
approval of the items on the Regular Agenda.

Chris Ward, Board of Commissioners Chief of Staff addressed the Caucus regarding Health, Safety and
Human Services Committee item ee. entitled: Health and Human Services/Health Division – Authorize
Execution of Agreement for Preliminary Acceptance of Fiscal Year 2021 Local Health Department
(Comprehensive) Agreement Grant Funds.
Discussion followed.
Commissioner Woodward addressed the Caucus regarding the order of items during the Board of
Commissioners meeting.
Commissioner Zack addressed the Caucus regarding Finance and Infrastructure Committee item i.
entitled: Fiscal Year 2021 General Appropriations Act and 2021 County General Property Tax Rates. She
stated that the Budget is balanced using a “Truth in Budgeting” strategy.

informed the Commissioners that he is aware of five amendments to the resolution that will be offered at
the Board of Commissioners meeting.

Chris Ward, Board of Commissioners Chief of Staff addressed the Caucus to explain how the Tri-Party
Program and the Local Road Improvement Program dollars are calculated.

The Caucus adjourned at 8:07 p.m. until October 15, 2020, at 4:00 p.m.
