DEMOCRATIC CAUCUS MINUTES
October 20, 2020
Meeting called to order by Caucus Chairperson Gary McGillivray at 7:03 p.m. via Videoconference.
Roll called.
COMMISSIONERS PRESENT: Gershenson, Jackson, Luebs, Markham, McGillivray, Nelson,
Powell, Quarles, Woodward. (9)
EXCUSED ABSENCE WITH NOTICE: Miller, Zack. (2)
Quorum present.
No one addressed the Caucus during Public Comment.
Moved by Luebs seconded by Jackson the minutes of the September 23, 2020 Caucus be approved.
A sufficient majority having voted in favor, the minutes were approved.
The members of the Caucus discussed the Board Agenda.
Commissioner Gershenson addressed the Caucus regarding Health, Safety and Human Services
Committee item e. entitled: Board of Commissioners/Sheriff’s Office – Contract Extension with Haven,
Inc. to Provide Services to Victims of Sexual Assault through the Safe Therapeutic Assault Response
Team (START) FY 2021.
Discussion followed.
Chairperson Gary McGillivray questioned the number of items on the Agenda that are “Pending
Committee Approval” and inquired about the process of scheduling meetings.

Commissioner Woodward addressed the Caucus regarding Finance and Infrastructure Committee item l.
entitled: Economic Development and Community Affairs – Reorganization of Divisions and Positions.
Chris Ward, Board of Commissioners Chief of Staff addressed the Caucus regarding Health, Safety and
Human Services Committee item m. entitled Health and Human Services/Community and Home
Improvement – Reorganization of Division. He stated that there will be two amendments offered at the
Board of Commissioners meeting.

Commissioner Luebs addressed the Caucus regarding the appointees to the Michigan Department of
Health and Human Services Board and the Oakland Community Health Network.

Chris Ward, Board of Commissioners Chief of Staff addressed the Caucus regarding Health, Safety and
Human Services Committee item l. entitled: County Executive – Acceptance of the County Executive Plan
to Partner with the Community Foundation for Southeast Michigan on a Community Policing Innovations
Fund for Oakland County Communities. He stated that this item will be moved from the Consent Agenda
to the Regular Agenda.
Commissioner Woodward addressed the Caucus regarding Special Order of Business item f. entitled: MR
#20339 – Board of Commissioners – Free Day-Use Park Admission for Seniors (62 and Over), Military,
Veterans, Residents with Permanent Disabilities, First Responders and Healthcare Workers.
Discussion followed.
Commissioner Woodward addressed the Caucus to inform the Commissioners that there is a resolution
being drafted that will begin codifying a preamble to the budget. He also said that there will be a detailed
report on CARES Act Funds that have been spent and funds that are still available presented at the next
Pandemic Response and Economic Recovery Committee meeting scheduled for November 9th.
Chairperson Gary McGillivray addressed the Caucus to request a list of CARES Act Funds that are still
available.

Commissioner Jackson addressed the Caucus to let the Commissioners know that Youth Assistance
grants are still available.
The Caucus adjourned on October 21, 2020 at 7:21 p.m. until November 19, 2020, at 5:00 p.m.
