HomeMy WebLinkAboutResolutions - 2020.10.21 - 33761MISCELLANEOUS RESOLUTION #20452 October 21, 2020 BY: Commissioner Helaine Zack, Chairperson, Finance and Infrastructure Committee IN RE: BOARD OF COMMISSIONERS —SCHOOL DRINKING WATER STATION PROGRAM — FY 2021 APPROPRIATION AND REALLOCATION OF COUNTY CARES ACT CORONAVIRUS RELIEF FUNDS To the Oakland County Board of Commissioners Chairperson, Ladies and Gentlemen: WHEREAS the Oakland County Board of Commissioners has authorized the establishment of the School Drinking Water Station Program with the intention to assist eligible schools by offering a one-time bulk purchase of drinking water stations; and WHEREAS Miscellaneous Resolutions #19306 and #19411 assigned $300,000 of one-time funding to be set aside in the Board of Commissioners High School Hydration Stations Assigned Fund Balance (GL Account #383315) for future appropriation in support of the School Drinking Water Station Program for Fiscal Year 2020; and WHEREAS County of Oakland was allocated $219,438,710 under the Coronavirus Aid, Relief, and Economic Security Act (CARES Act)'s Coronavirus Relief Fund (CRF) to respond directly to the novel Coronavirus Disease (COVID-19) pandemic as well as expenditures incurred to respond to second -order effects of the COVID-19 pandemic; and WHEREAS Miscellaneous Resolution #20259 reserved $300,000 from the County's CARES Act Coronavirus Relief Funds (CRF) for the 2020 School Drinking Water Station Program under the direction of the Ad Hoc Committee on the School Drinking Water Station Program; and WHEREAS an Ad Hoc Committee of the Oakland County Board of Commissioners has been appointed to administer the School Drinking Water Station Program and fulfill all necessary approvals to provide touchless water bottle filling stations to Oakland County schools; and WHEREAS the County has retained outside expert counsel in Pierce Monroe & Associates assisted by Guidehouse (formerly PwC) to ensure compliance with the CARES Act and full utilization of federal funding resources; and WHEREAS these funds may only be used to cover costs that are necessary expenditures incurred due to the public health emergency; were not accounted for in a budget approved as of March 27, 2020; are not government revenue replacements; and are disbursed by December 30, 2020; and WHEREAS the School Drinking Water Station Program's adherence to U.S. Treasury guidance for the expenditure of CARES Act — CRF funds will require expedited review, administration and execution under the direction of the Ad Hoc Committee established by the Board of Commissioners; and WHEREAS the Ad Hoc Committee will utilize all funding to promote public health, establish positive lifelong nutrition habits, and address the COVID-19 pandemic emergency for students in Oakland County NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners hereby approves the one-time appropriation of up to $300,000 from the General Fund Board of Commissioners High School Hydration Stations Assigned Fund Balance (GL Account #383315) and reallocate CARES Act — CRF funds in an amount not -to -exceed $300,000 toward the School Drinking Water Station Program for a total of $600,000 in Program funding. BE IT FURTHER RESOLVED that the Board of Commissioners authorizes the Ad Hoc Committee to independently approve components of the program in order to adhere to the permissible use of CARES Act — CRF funds set by the U.S. Department of Treasury including disbursements for contracted services and equipment, subject to review of Purchasing Division and Corporation Counsel. BE IT FURTHER RESOLVED that the disbursement of touchless drinking water fountains to qualified schools under the program are conditional upon the adoption of a Board of Commissioners resolution, execution of a interlocal agreement and compliance with the standard of the program.
