IN RE: COUNTY CLERK/REGISTER OF DEEDS — DELETE AND CREATE POSITIONS
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS the County Clerk Register of Deeds Office reviewed its operations and determined areas where
efficiencies could be realized; and
WHEREAS additional job duties have been added to the Elections Division as a result of changes in State
statute and an increase in absentee ballots making it difficult to function with current staffing levels; and
WHEREAS the Elections Division has been operating full service during the COVID-19 Pandemic, working
six to seven days a week and overtime in order to meet statutory deadlines; and
WHEREAS the Michigan Slate Law sets statutory deadlines that the department must comply with and
cannot miss; and
WHEREAS the County Clerk Register of Deeds Office has requested the creation of two (2) General
Fund/General Purpose (GF/GP) Full -Time Eligible (FTE) Assistant Elections Specialist positions and one (1)
GF/GP FTE County Clerk Records Specialist position to effectively handle the increased workload; and
WHEREAS the Assistant Elections Specialist positions will assist with ballot and election preparations and
will help coordinate the County Absent Voter Counting Board for Cities and Townships that enter into an
agreement with the county under state law; and
WHEREAS the County Clerk Records Specialist position will assist with recent duties assigned to the
division including District Court Jury and Passport Acceptance as well as changes in Campaign Finance
Law; and
WHEREAS it is proposed to create the two (2) new Assistant Election Specialists positions with a sunset
date of September 30, 2022 to allow time to determine if the workload will continue to be elevated beyond
the 2020 November election; and
WHEREAS to help offset the cost of the position creations it is proposed to delete one (1) GF/GP FTE
County Clerk Communications and External Affairs Coordinator position (92010301-10362) and create one
(1) GF/GP Part -Time Non -Eligible (PTNE) 1,000 hours per year County Clerk Communications and External
Affairs Coordinator position; and
WHEREAS the financial impact for the FY 2021 is $209,136, FY 2022 is $194,064 and FY 2023 is $13,154
due to the positions sunsetting September 30, 2022.
WHEREAS funding for these position changes will be offset from the Oakland County's General Fund
balance.
NOW THEREFORE BE IT RESOLVED to delete one (1) GF/GP funded FTE County Clerk Communications
and External Affairs Coordinator position (#2010301-10362).
BE IT FURTHER RESOLVED to create one (1) GF/GP funded PTNE 1,000 hours per year County Clerk
Communications and External Affairs Coordinator position in the County Clerk/Register of Deeds
Administration Unit (#2010101).
BE IT FURTHER RESOLVED to create two (2) GF/GP funded FTE Assistant Elections Specialist positions
in the County Clerk/Elections Division, Administration Unit (#2010301) with a sunset date of September 30,
2022.
BE IT FURTHER RESOLVED to create one (1) GF/GP funded FTE County Clerk Records Specialist position
in the County Clerk/Elections Division, Administration Unit (#2010301).
BE IT FURTHER RESOLVED the FY 2021 — FY 2023 budgets are amended as follows:
