HomeMy WebLinkAboutResolutions - 2020.10.21 - 33775MISCELLANEOUS RESOLUTION #20463 October21, 2020 BY: Commissioner Penny Luebs, Chairperson, Health, Safety and Human Services Committee IN RE: COUNTY EXECUTIVE — ACCEPTANCE OF THE COUNTY EXECUTIVE PLAN TO PARTNER WITH THE COMMUNITY FOUNDATION FOR SOUTHEAST MICHIGAN ON A COMMUNITY POLICING INNOVATIONS FUND FOR OAKLAND COUNTY COMMUNITIES To the Oakland County Board of Commissioners Chairperson, Ladies and Gentlemen: WHEREAS the Community Foundation of Southeast Michigan and the Hudson -Webber Foundation have joined to establish the Community Policing Innovations Fund; and WHEREAS the Fund was established to identify and support pathways for investment, leadership, and impact on community projects that address systemic equities in policing and public safety, and WHEREAS they have assembled a distinguished and experienced advisory committee including Chairperson Barbara McQuade (former U.S. Attorney for the Eastern District of Michigan) and David Malloy (Chief of the Novi Police Department and current Chair of the Oakland County's Courts and Law Enforcement Management Information System); and WHEREAS the goal of the fund is to provide the guidance and support necessary for local communities in partnership with local law enforcement, to develop community -driven, substantive and pragmatic changes in the way that policing and public safety services are provided; and WHEREAS the Fund will assemble nationally recognized technical advisors; and WHEREAS the Fund will support local communities and community partnerships by matching technical advisors (TA) with selected communities and partnerships; and WHEREAS during the program's development and engagement, recipients will be expected to undertake the following: develop an action plan, plan trainings, workshops and other capacity -building events, and evaluate success and document lessons learned; and WHEREAS Oakland County wants to encourage additional participation by Oakland County communities by establishing a partnership with the Community Foundation for Southeast Michigan (CFSEM) to provide additional pilot opportunities to Oakland County communities in the following two phases: • Application to the Technical Assistance Pilot through a competitive Request for Proposal (RFP) process overseen by CFSEM; Application to an Implementation Pilot through a competitive Request for Proposal (RFP) process overseen by CFSEM; and WHEREAS Oakland County will provide $1,000,000 of funding to further the benefit to the Oakland County communities; and WHEREAS Miscellaneous Resolution #20423 titled Fiscal Year 2021 General Appropriations Act and 2021 County General Property Tax Rates contained a resolve statement to authorize the assignment of fund balance in the amount of $1,000,000 with the FY 2020 Year End Report or for the reassignment of fund balance for a community public safety partnership initiative; and WHEREAS the $1,000,000 of Oakland County funds to be provided to the Community Foundation of Southeast Michigan will remain separate from other funds and will be tracked separately from the Community Policing Innovations Fund base program; and WHEREAS Oakland County will have an additional representative appointed by the County Executive to the advisory committee. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners hereby authorizes a one-time appropriation of $1,000,000 for the Oakland County Community Policing Innovation Fund. BE IT FURTHER RESOLVED that the Oakland County Board of Commissioners authorizes the County to enter into a contract with the Community Foundation for Southeast Michigan to implement and administer the $1,000,000 for this Oakland County Community Policing Innovations Fund. BE IT FURTHER RESOLVED that the $1,000,000 fund balance assignment referenced in Miscellaneous Resolution #20423 for the community public safety partnership initiative will be reflected in the FY 2020 Year End Report as being assigned and utilized with this resolution.
