HomeMy WebLinkAboutResolutions - 2020.10.21 - 33776MISCELLANEOUS RESOLUTION #20464 October21, 2020 BY: Commissioner Penny Luebs, Chairperson, Health, Safety and Human Services Committee IN RE: HEALTH AND HUMAN SERVICES/COMMUNITY AND HOME IMPROVEMENT DIVISION — APPROVAL OF PROJECT FUNDING FOR REDEVELOPMENT OF AFFORDABLE RENTAL HOUSING IN THE CITY OF PONTIAC LOCATED AT CARRIAGE PLACE To the Oakland County Board of Commissioners Chairperson, Ladies, and Gentlemen: WHEREAS Oakland County is committed to working in partnership with its local cities, villages, and townships to support, preserve, and increase the stock of affordable housing for low-income persons; and WHEREAS large numbers of these households include seniors, working families, children, immigrants, and disabled members of our community; and WHEREAS preserving quality homes for the current and future residents of public housing must be the ultimate focus of any efforts to address affordable housing needs in Oakland County; and WHEREAS the federal government has for decades underfunded the major repair, renovation, and redevelopment needs of public housing; and WHEREAS preventing the long-term loss of these homes require new levels of collaboration, community commitment, financial tools, and willingness to bring a broad coalition to the table; and WHEREAS available funds advance to assist in the development or rehabilitation of low-income housing projects, including projects to leverage County funds to receive tax credits from the Michigan State Housing Development Authority (MSHDA); and WHEREAS the Pontiac Housing Commission (PHC) owns and operates public housing that provides homes to low-income residents in neighborhoods across the City of Pontiac; and WHEREAS the PHC is seeking to finance much needed renovations of Carriage Place as part of the U.S. Department of Housing and Urban Development's (HUD) Rental Assistance Demonstration (RAD) Program; and WHEREAS additional funding sought by the PHC from the County of Oakland will be used for the renovation of 234 units of existing, affordable rental housing at Carriage Place through the MSHDA Low Income Housing Tax Credit (LIHTC) program; and WHEREAS the PHC requested Oakland County provide monies from the Oakland County HOME Investment Partnership (HOME) program funds to bridge a gap in resources in the overall $37 million renovation of the Carriage Place project to preserve viable, affordable housing to some of our County's most vulnerable individuals; and WHEREAS the PHC's request was presented to the Board of Commissioners at its November 7, 2019 meeting, and at that meeting the Board of Commissioners' Chairperson referred the matter to the Finance Committee; and WHEREAS on August 27, 2020, the MSHDA Board approved resolutions determining the mortgage loan feasibility and authorizing the mortgage loan for the Carriage Place project; and WHEREAS Oakland County's commitment of HOME program funds is essential for the Carriage Place project; and WHEREAS the Oakland County Executive and the Community and Home Improvement Division recommend the Board of Commissioners approve a loan of $1,500,000.00 of HOME program funds to Carriage Place Limited Dividend Housing Association Limited Partnership to renovate 234 units of existing affordable rental housing at Carriage Place, Pontiac, Michigan through the Michigan State Housing Development Authority Low Income Tax Credit program. NOW THEREFORE BE IT RESOLVED the Oakland County Board of Commissioners grants approval of a HOME Investment Partnerships program loan in the principal amount of $1,500,000 to Carriage Place Limited Dividend Housing Association Limited Partnership to renovate 234 units of existing affordable rental housing at Carriage Place, Pontiac, Michigan through the Michigan State Housing Development Authority Low Income Tax Credit program. BE IT FURTHER RESOLVED the obligation to make the loan and any disbursements thereof are contingent upon the award of LIHTC from MSHDA, HUD's approval as required and necessary, and Oakland County's satisfaction that all applicable HOME program requirements governing the project are met. BE IT FURTHER RESOLVED the Oakland County Board of Commissioners Chairperson is authorized to sign all documents necessary to effectuate the $1,500,000.00 loan of HOME program funds for the Carriage Place project.
