IN RE: HEALTH AND HUMAN SERVICES/COMMUNITY HOME & IMPROVEMENT —
REORGANIZATION OF DIVISION
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS pursuant to Miscellaneous Resolution #20202, the Community Home & Improvement Division
was recently transferred to the Health & Human Services Department effective August 15, 2020; and
WHEREAS the Division acknowledges the importance of providing support to not only homeowners, but
also renters; and
WHEREAS to encourage and ensure that the Affirmatively Furthering Fair Housing provision of the Fair
Housing Act is adhered to when utilizing Housing and Urban Development (HUD) funding; and
WHEREAS the Division recognizes how social determinates, including housing, can impact health; and
WHEREAS by creating effective relationships with local Cities, Villages and Townships (CVT's) to promote
policies that help develop and support housing for low income citizens; and
WHEREAS by coordinating connections that provide support services for clients in food assistance,
healthcare and employment resources; and
WHEREAS the Health Division management team, with County Executive Administration and the Human
Resources Department, have determined that a realignment of the Division is required to accomplish the
Division's goals and programs; and
WHEREAS to accurately reflect the services and programs offered, it is proposed to retitle the Division from
Community and Home Improvement to Neighborhood & Housing Development (#1060701); and
WHEREAS to reflect the new Division name, it is proposed to reclassify, with no change in salary, nine (9)
classifications containing Community & Home Improvement within their current title to the newly created
Neighborhood & Housing Development naming mechanism: Supervisor — Community & Home
Improvement, Supervisor Community & Home Improvement Admin Services, Senior Community & Home
Improvement Specialist, Community & Home Improvement Specialist, Community & Home Improvement
Coordinator, Senior Community & Home Improvement Field Technician, Community & Home Improvement
Field Technician, Community & Home Improvement Technician, and Community & Home Improvement
Assistant; and
WHEREAS it is proposed to delete two (2) positions of Manager — Community & Home Improvement
(#1060201-00993) and Chief— Community & Home Improvement (#1060701-01708); and
WHEREAS to establish three (3) new classifications of Manager — Neighborhood & Housing Development
at salary grade 20, Chief — Neighborhood & Housing Development at salary grade 17, and Neighborhood
& Housing Development Community Liaison at salary grade 11; and
WHEREAS to create the following three (3) positions within the Neighborhood & Housing Development unit
(#1060701); one (1) full time eligible (FTE) Special Revenue (SR) Manager— Neighborhood & Housing
Development position, one (1) FTE SR Chief— Neighborhood & Housing Development position, and one
(1) FTE SR Neighborhood & Housing Development Community Liaison position; and
WHEREAS funding for the position changes in the amount of $90,465 will be covered within the Community
Development Block Grant (#29701); and
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners hereby approves
retitling the Division of Community & Home Improvement to Neighborhood & Housing Development
(#1060701).
BE IT FURTHER RESOLVED that the following positions are reclassified with no change in salary effective:

BE IT FURTHER RESOLVED that acceptance of these grants does not obligate the County
to any future commitments, and continuation of the Special Revenue positions are
contingent upon continued future levels of grant funding.
