IN RE: BOARD OF COMMISSIONERS — DESIGNATION OF OCTOBER 2020 AS BREAST CANCER
AWARENESS MONTH IN OAKLAND COUNTY
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS in 1985, the American Cancer Society established Breast Cancer Awareness Month to promote
mammography as the most effective weapon in the fight against breast cancer; and
WHEREAS 1 in 8 women in the United States will be diagnosed with breast cancer in her lifetime; and
WHEREAS breast cancer is the most common cancer in American women, except for skin cancers. It is
estimated that in 2020, approximately 30% of all new cancer diagnoses in women will be breast cancer;
and
WHEREAS there are several types of breast cancer —divided into non-invasive and invasive —which can
be diagnosed at different stages of development and can growat different rates; and
WHEREAS in 2020, an estimated 276,480 new cases of invasive breast cancer will be diagnosed in women
in the U,S. as well as 48,530 new cases of non-invasive breast cancer; and
WHEREAS on average, every 2 minutes a woman is diagnosed with breast cancer in the U.S. and in 2020,
it is estimated that 42,170 women will die from breast cancer; and
WHEREAS although rare, an estimated 2,620 men will be diagnosed with breast cancer this year in the
U.S. and approximately 520 will die; and
body. And, while the exact cause of breast cancer is not fully understood, there are many factors, including
age and family medical history, that increase the likelihood of developing it; and
WHEREAS 64 percent of breast cancer cases are diagnosed at a localized stage (there is no sign that the
cancer has spread outside of the breast), for which the 5-year survival rate is 99%; and
WHEREAS in recent years, perhaps coinciding with the decline in prescriptive hormone replacement
therapy after menopause, we have seen a gradual reduction in female breast cancer incidence rates among
women aged 50 and older; and
WHEREAS since 1990, death rates from breast cancer have been declining in part due to better
screening, early detection, increased awareness, and the continuous improvement in treatment options;
and
WHEREAS with the advancement in detection and treatment, there are over 3.5 million breast cancer
survivors in the United States.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners honors breast
cancer patients, survivors, and their families and recognizes October as Breast Cancer Awareness Month
in Oakland County to promote awareness and research for a cure.
