IN RE: BOARD OF COMMISSIONERS — EXPEDITED ACCEPTANCE OF GRANT AWARD FROM THE
CENTER FOR CIVIC TECH AND CIVIC LIFE (CTCL) TO SUPPORT COUNTY PREPARATION AND
PROMOTION OF A SAFE AND SECURE ELECTION
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS the Center for Tech and Civic Life is 501(c)3 organization consisting of a team of civic
technologists, trainers, researchers, election administration and data experts working to foster a more
informed and engaged democracy, and helping to modernize U.S. elections; and
WHEREAS Facebook co-founder Mark Zuckerberg and Priscilla Chan announced on September 1, 2020
that they were providing $250 million in funding to support CTCL in assisting city and county election offices;
and
WHEREAS the CTCL have this contribution to a CTCL COVID-19 Response Grant, open to local election
jurisdictions throughout the country. The deadline to apply for grant funding was October 15, 2020; and
WHEREAS an application was placed on behalf of Oakland County for the CTCL COVID-19 Response
Grant on an expedited basis necessitated by the grant submittal requirements. The Chairman of the Board
authorized the execution of the grant application under the provisions authorized the Rules of the Board of
Commissioners, Section IX. H. (1); and
WHEREAS the Center for Tech and Civic Life has awarded Oakland County $157,907.75 for purposes
related to promotion of a safe and secure election. Grant funds may be utilized for non -partisan voter
education and poll worker recruitment funds, and/or training expenses; and
WHEREAS grant funds utilized for hazard pay or compensation to election workers shall be first reviewed
by the Advisory Council to ensure proper procedures and guidelines are followed; and
WHEREAS an expedited process is required forthe acceptance of the CTCL Grant and utilization of funding
in support of the November 3, 2020 General Election; and
WHEREAS the Oakland County Board of Commissioners supports utilizing all available funding for the
promotion of safe and secure elections during the COVID-19 pandemic and in support of efforts to ensure
every eligible voter can participate and have their vote counted.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners hereby
authorizes the acceptance of grant funding in the amount of $157,907.75 from the Center for Tech and
Civic Life to be utilized for voter education to promote safe and secure participation in the November 3,
2020 General Election. The Chairman is authorized to execute the grant acceptance agreement upon
review by Corporation Counsel.
BE IT FURTHER RESOLVED that grant funding may be utilized in support of projects identified by the
Oakland County Safe, Healthy, and Secure Election Advisory Council, the Chairman of the Board or the
Oakland County Clerk.
BE IT FURTHER RESOLVED that the Board of Commissioners authorizes the suspension of Board Rule
IX. (H) and the Grant Application and Acceptance Procedures in recognition of an expedited process to
accept and utilize grant funding in support of the November 3, 2020 General Election.
BE IT FURTHER RESOLVED that the Board of Commissioners authorizes the following one-time FY 2021
budget amendment

Dear David Woodward,
I am pleased to inform you that based on and in reliance upon the information and materials
provided by Oakland County, the Center for Tech and Civic Life ("CTCL"), a nonprofit
organization tax-exempt under Internal Revenue Code ("IRC") section 501(c)(3), has decided to
award a grant to support the work of Oakland County ("Grantee").
The following is a description of the grant:
AMOUNT OF GRANT: $157,907.75 USD
PURPOSE: The grant funds must be used exclusively for the public purpose of planning and
operationalizing safe and secure election administration in Oakland County in 2020 ("Purpose").
Before CTCL transmits these funds to Grantee, CTCL requires that Grantee review and sign this
agreement ("Grant Agreement') and agree to use the grant funds in compliance with the Grant
Agreement and with United States tax laws and the laws and regulations of your state and
jurisdiction ("Applicable Laws"). Specifically, by signing this letter Grantee certifies and agrees
to the following:
1. Grantee is a local government unit or political subdivision within the meaning of IRC
section 170(c)(1).
2. This grant shall be used only for the Purpose described above, and for no other
purposes.

A sufficient majority having voted in favor, the motion to suspend the rules and vote on Miscellaneous
