The Pandemic Response and Economic Recovery Committee, having reviewed the appointment by the
County Executive of Thom Hardesty as Director of Emergency Management and Homeland Security
Department effective October 21, 2020, recommends concurrence of this appointment, pursuant to Public
Act 139 of 1973.

Dear Chairman Woodward:
I am pleased to inform you that I am appointing Thom Hardesty to the position of Director of Emergency
Management and Homeland Security. I am confident that Thom's leadership of this new Department
will be exemplary.
As you know, Thom currently serves as our Manager of the Homeland Security Division. He has done an
outstanding job coordinating our internal response to the COVID-19 pandemic and serving as an
excellent external partner to our federal, state, and local partners. In addition, he serves as an important
part of our CARES Act oversight committee ensuring that all money is spent appropriately and
effectively.
Going forward, I believe Thom's leadership will ensure this new department evaluates all county campus
operations, as well as ensure we are proactive about current and future external county challenges. I
know that he will work cooperatively with the Sheriff's department and make strong recommendations
for areas of improvement in this critical area.
In short, Thom has led our pandemic response with patience, professionalism, and dedication; skills that
will make him an excellent director.

performance and disciplinary matters. Developed a division budget proposal for equipment
and staffing needs.

police and command officers. Planned and managed special events as needed. Conducted
performance evaluations, counseled assigned personnel on job performance and

Maintained department technical equipment and related contracts. Gained and maintained

Oversaw and personally participated in investigating complaints by citizens about
department members, criminal law violations and administrative rule violations or internal
