HomeMy WebLinkAboutResolutions - 2020.11.19 - 33838MISCELLANEOUS RESOLUTION #20519 November 19, 2020 BY: Commissioner Helaine Zack, Chairperson, Finance and Infrastructure Committee IN RE: BOARD OF COMMISSIONERS — PROPOSED VILLAGE OF HOLLY DOWNTOWN DEVELOPMENT AUTHORITY TAX CAPTURE To the Oakland County Board of Commissioners Chairperson, Ladies and Gentlemen: WHEREAS the Oakland County Board of Commissioners strongly supports the economic growth of Oakland County; and WHEREAS one of the tools used to promote economic growth is Tax Increment Financing used in conjunction with Downtown Development Authorities (DDAs); and WHEREAS to review requests from the County's cities, villages and townships to establish DDAs, CIAs and LDFAs, the Board of Commissioners, pursuant to Miscellaneous Resolution #15056, updated the Policy for the Tax Increment Financing (TIF) District Review Policy Ad Hoc Committee (TIF Review Committee) to consider when evaluating and making recommendations to the Finance Committee on the County's participation in these proposed authorities; and WHEREAS the Holly DDA and the County via Miscellaneous Resolution #06115 agreed to capture County taxes for 20 years ending in 2020; and WHEREAS the Village of Holly held a public hearing on November 10, 2020, to present its Amended DDA Development and Tax Increment Financing Plan ("TIF Plan"); and WHEREAS the DDA and the Village appeared before the TIF Review Committee on November 12, 2020, to present the proposed plan. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners, upon recommendation from its TIF Review Committee, recommends that the County, through its Corporation Counsel, attempts to negotiate a contract consistent with the DDA's presentation to the TIF Review Committee on November 12, 2020. BE IT FURTHER RESOLVED that the Oakland County Board of Commissioners requests the County Clerk send a signed copy of this Resolution to the Clerk of the Village of Holly. The Downtown Development Authority will need to encourage and participate, where feasible and appropriate, in the development of new private uses that clearly demonstrate the creation of new jobs, the attraction of new business, and the generation of additional tax revenues. in addition, the Village and the DDA intend to eliminate the impact of blighting influences and minimize nuisance business and land use conflicts in the south commercial district. Further, public involvement is needed to enhance existing businesses and the commercial and industrial base. The overall goal of the Development Plan is to undertake public improvements that will provide the framework for future development of the commercial and industrial parcels in major commercial corridors. Continued reinvestment in public facilities is essential to maintain and improve the quality of this highly visible district. Implementation of this Plan will result in a variety of economic benefits including employment, greater retail activity, and funding for improvements. Among the Plan's goals are: - • To create a visual cohesiveness and unity for the commercial and industrial frontage through enhancement of building facades and streetscape improvements; • To eliminate the effect of blighting influences which detract from the appearance and marketability of the district and negatively affect the historic image of the Village; • To create employment opportunities; To enhance the economic viability of the businesses in the district; • To encourage additional private investment in the business district; • To create a physical environment, image, and "sense of place" which will encourage additional retail and commercial activity in the district; A number of projects are identified in the Plan to achieve the goals. Among these projects are public improvements, private development and joint public/private improvement efforts. Saginaw Street Corridor Saginaw Street is HoIly's Main Street. It is the only North- South route through Holly and receives the most traffic of any street second only to Grange Hall Road. South Saginaw Street goes through the Villages Historic District, The North section connects the Central Business District with commercial, residential and existing industrial property. This street will be the focus area of future commercial development in Holly and thus is the Village's initial project area. In 1999 and during the Spring of 2000 the Village of Holly updated the Infrastructure along the street including repair or replacement of gas, water and sewer mains. New curbs, gutters and sidewalks were also installed in addition to street repair and resurfacing completed in 2000. The Development Plan is to incorporate street trees, benches, business district identification signs, and focal features on the street. In the future additional lighting and banners may be considered. The proposed improvements are designed to Improve the appearance of the corridor and attract the enhancement of existing as well as new developments. Over the next 20 years, we see this area continuing to develop. We anticipate that some of the homes along Saginaw Street may become Cottage Industry businesses with parking in the rear area. We'll add more flowerpots and plantings, install additional benches, and create small parklets and areas to rest. We will also purchase more seasonal banners that will hang from the light poles and add extra lighted Christmas decorations along with an archway over the road welcoming visitors to Downtown Molly, We intend on pursuing the creation of a boardwalk along Bevins Lake in Ganshaw Park, and enhancing the plantings in the Park. 2. North Holly Road North Holly Road is the site of Holly's newer commercial district known as Holly Plaza. As an extension of Saginaw Street is an appropriate second phase of Holly's Development Plan. There still remains significant opportunity for enhancements in the area, Rite Aid has completed construction on the comer of North Holly Road and Grange Hall Road replacing a deteriorated auto dealership. Several other properties along this area are ripe for redevelopment as well. This street was reconstructed in 1999 through the County's Tri-Party program. Improvements including curbs and gutters, storm sewers which replaced ditching, and new sidewalks with expanded widths were completed in late 1999. Utility improvements including water and gas mains were also made during this time. A continuation of the efforts on North Saginaw includes uniform street trees and entrance or other identification signs. Banners in this commercial district are also being considered. A connection of the North Holly Road area and the Saginaw Street corridor will be strengthened by the addition of pedestrian lights and crosswalks at the North Holly Road and Grange Hall Road intersection. Over the next 20 years, we see this stretch of road being fully integrated and realized as the north end of our Downtown. Enhanced visibility, updated pedestrian crosswalks, wayfinding signage, and plantings will help to create a cohesive feeling in this business district. We expect to see significant housing units added to this area in the near future as two large, prominent pieces of property are for sale. 3. Grange Hall Road Grange Hall Road carries over 20,000 vehicles a day and is the most heavily traveled road in the Village. There is a unique transitional mixed -use occurring in this 6,000-foot stretch of roadway within the Village. Sidewalks are very limited in this area despite the diverse land uses. The Development Plan includes sidewalk incentives on both sides of the road from the east to the west village limits. At present there is no safe means of pedestrian travel. Uniform street trees and benches in addition to entrance and community organization signs will be added as part of the Plan. Over the next 20 years, we expect the accessibility to increase significantly along this roadway. Adding sidewalks that connect to the mobile home park will allow residents to more easily traverse to shop throughout the community. Updating crosswalks, adding more lighting, installing wayfinding markers, and creating resting areas with benches will enhance the connectivity of this high -traffic, high speed road. 4. South Broad Street South Broad Street connects the south village limits with Holly's Central Business District. This area includes: four restaurants including the famous Holly Hotel, three antique shops, an insurance and mortgage office, the Holly Police Station and Council Chambers, the Grand Trunk Railroad Depot (currently under Village control and rehabilitation), Holly's recently restored 1917 cone -shaped water tower, dentist offices and residential homes. This 1,600linearfoot area is the southern entry to the Village of Holly. The Development Plan for this area includes sidewalk repair incentives, uniform street trees and entrance signage. Over the next 20 years, we see Broad Street becoming a huge focus of the DDA's efforts! We intend on moving the historic Holly Union Depot about 1,000 feet closer to Broad Street, rehabilitating the building, and opening it to the public as a tourism office and welcome center. Adding public bathrooms and developing around the building as a park -like setting complete with handicap accessible paved parking lot, street lights, benches, landscaping, and a walkway made of brick pavers will allow this to become our community's flagship building. We also foresee Waterworks Park receiving a full makeover. WaterWorks Park is home to the Shiawassee River and the initial put -in for kayakers and canoeists. Increasing and paving the parking /at, adding kayak lockers, interpretive signage, and building a gazebo will attract quiet water enthusiasts to enjoy the Park and our community. 5. Parking Improvements Public parking is important in the Central Business District of Holly as the 1880 buildings go from property line to property line. Existing parking lots are available for apartment residents and business customers. In 1999 the Village completed the construction of a new 63 spot parking lot in the back of Village Hall. Overlay plans are scheduled for the 3 other parking lots in the summer of2001 The Plan will include improving public parking lots on Broad Street and across from the Post Office on Civic Drive and Maple Street. The redesign will include new plantings and increased maintenance. As the Holly Depot Is repaired, development of the lot between the CSX and Grand Trunk Rail lines will be taken on including surfacing of the currently paved lot, Over the next 20 years, we hope to partner with decision makers at AT&T who own a building on the corner of Maple and Broad Street. There is quite a bit of green space that could easily become a large parking lot for Downtown business tenants, residential apartment tenants, and employees. This new parking lot would free up spaces for visitors, day trippers, and shoppers, We also foresee the 'dirt lot' located between the CSX and CAI railways to be improved and paved once the Depot is moved to its new location closer to Broad Street. This new parking lot should add additional spaces to the Downtown. We expect the current parking lots in the DDA District to be resurfaced and striped, and white parallel parking lines added along public streets, giving a visual representation of additional parking spaces. 6. DDA Director The DDA director will coordinate and manage the DDA. The Director will oversee daily activities, assist with planning and promote the redevelopment of the DDA. Over the next 20 years, we see the DDA Director continuing to promote the DDA District, secure grant funding, assist the merchants with enhancing their business's success, and communicate positively with residents, visitors, and others through multiple mediums. As you can see in the pictures below, we have invested in planting several beautiful trees throughout the district, mainly focusing on the historic Downtown shopping area. We added custom wrought iron grates and beautiful brick pavers set into the sidewalk to enhance the look of the plantings while keeping the area free of extra maintenance. During the 2007 Streetscape redesign, we also created large round concrete planter areas around some of the trees, adding to the aesthetic appeal. The trees have added shade along the sidewalks and look very nice, especially during the summertime when they are full of leaves. We have planted several different types of trees to give some variety. As a certified Arbor Day Foundation 'Tree City USA' community for more than 23 years, planting trees is very important to us. Benches The Village of Holly is a walkable community that attracts visitors and residents to spend time shopping, dining, and relaxing, A visitor from Ferndale recently remarked, "Downtown Holly is my get away. My daytrip vacation spot. I like to sit on the bench Downtown and watch the world go by". Statements like this are a testament to the sense of peacefulness and calm 'days gone by' setting that we continue to nurture. Over the last 20 years, we have added several benches and seating areas to allow and encourage people to enjoy some stress -free time enjoying the ambiance of our community. We have added several different styles of benches throughout the DbA District, as can be seen in the images below. We recently added several pieces of outdoor seating and placed them in Battle Alley to allow for additional outdoor dining options due to COVID49 restrictions for social distancing. Directional Sims Wayfinding in an important and necessary addition to direct visitors to the business district, parks, parking lots, etc. The DDA has added several signs over the last 20 years. There are markers around the historic Downtown created in an old-timey font. There are signs in WaterWorks Parks directing visitors to the walking loop and where the kayak / canoe put -in is. Interpretive signage was also placed in WaterWorks Park explaining to visitors how energy was harnessed by way of the Dam. Municipal Parking signs were placed in prominent areas, helping to direct out-of-towners to parking lots. And three fancy wayflnding kiosks were installed in the historic Downtown. Planters / Plantings Flowers and pretty plants add to the warm, welcome, inviting feeling of a community's Downtown — and Holly's DDA has certainly embraced thatl Every Spring, planters are placed around the historic Downtown area. The `H' in Ganshaw Park is a tradition dating back for many years and is always planted and cared for by volunteers. The DDA partners with the Women of the Moose who help to fund the cost of the planters Downtown. And many merchants have added to the aesthetics by providing their own planters in front of their shops. Volunteers and merchants also plant annuals around the trees in the Downtown area, enhancing the walkable appeal and adding come color to our community. Brick Pavers The historic Downtown underwent an incredible transformation in the Fall of 2007. DDA Suzanne Perrault oversaw the project. Brick pavers were installed throughout the Downtown area, creating beautiful crosswalks and enhancing the look of Battle Alley. Years later, brick pavers were set into place around the trees that were planted along the sidewalks on Saginaw Street and Broad Street. Parking Lot Improvements The public parking lots throughout the DDA District have been seal coated, re -striped, and crack -filled over the years. They have been well -maintained by the Village of Holly's Department of Public Works crew. Entry Sign Improvements The Village of Holly has five major entrance points: Grange Hall Road east and west, North Holly Road, East Holly Road, and Broad Street, We have had the green wooden signs that you see in the image below in place for more than 20 years. The signs clearly mark the entrance to the Village however they have become weathered and deteriorated substantially over time. In 2019, the DDA board partnered with the Village Council and decided to purchase five new entry signs, splitting the cost evenly between the two entities. Three bids were received and Bill Carr Signs was selected as the vendor. Three new entrance signs were installed in late 2019 and two more signs will be set Into place this summer. The Holly DDA used tech visit funds through Main Street Oakland County and underwent a re -branding process in 2018. The new tagline "Timeless Appeal - Hometown Feel' appears on the bottom of our new entrance signs. We absolutely love the look and have received many compliments from residents and visitors as they are warmly welcomed to the Village of Holly when passing by the signs. Sidewalk Construction The sidewalks were completely redone as well as curb and gutter installed in the historic Downtown during the 2007'Streetscape project. Sidewalks are well -maintained and repaired as needed. A new sidewalk was created in the north end of the DDA District, connecting the senior living complex with the commercial shopping district. Seniors no longer need to traverse weeds along the roadway to travel to the drug store to get their medicine; they can comfortably walk on the sidewalk. Street Liehts Street lights make a community come alive Their warm nighttime glow offers alighted path and a feeling of safety and security„ Over the past 20 years, we have added several street lights throughout public right- of-ways in the Holly DDA District. Holly is a historic community and the lights chosen must fit in with the character of the town. We have a strict standard and guidelines, when it comes to new businesses adding street lights. Several years ago, we added street lights to illuminate the parking lot and walking path in Ganshaw Park, located in midtown Holly. And recently, all of the street lights owned by the Village of Holly were converted over to energy -saving LED bulbs. Whenever possible, we choose the lowest 'tern pe rature' bulb so that the light give off an old-timey yellowy glow, reminiscent of days gone by. Our biggest accomplishment and most exciting addition were the overhead cafd lights that were strung over Battle Ailey in the Fall of 2018. The lights are set to a timer as well as a photocell. There are images galore on Facebook, Instagram, and In newlyweds' wedding albums of special moments captured under the lights. Wedding and prom proposals, vow renewals, first date photos, high school senior pictures, etc. The Battle Alley lights have become a beacon for visitors and residents to enjoy Downtown Holly and feel a sense of place and belonging. Facade Renovation Several buildings in Holly's DDA District have underwent fagade improvements over the last 20 years. Here are just a few: IMS (integrated Maintenance Services), Battle Alley Coffee, two commercial buildings owned by County Commissioner Bob Hoffman, Holly Moose Lodge, Stage Coach Market, Holly Foods, Dawson Tire, Holly Fire Station, Loyalty Tattoo, Holly Antiques, The Holly Cafe, Red Devil Restaurant, Creative Fashions, Wilkinson's Auto, Blumz... by JR Designs, Blue Willow Exchange, Langco Jewelry, Cupcakes & Kisses, Pawsitive Care, Carquest/ Holly Automotive, Maher Feed, McDonalds, DQ Grill & Chill, The Holly Mill, Boomtown Mercantile, and many more! Thanks to a matching grant from Flagstar Bank and Main Street Oakland County, the DDA was able to offer small matching grants to business owners looking to improve the exterior of their building. Restoration of Historic Structure Holly's Union Depot was placed on the National Register of Historic Places in 2000. A group of dedicated volunteers has earned grants and done extensive work on the building, rehabbing it in its place. The building is located between two sets of active railways. In 2009, the railway companies changed their safety standards, disallowing any additional repairs to be made and no longer permitting anyone to enter the building. The building has been vacant since 2009. Recently, the project was revived and a plan was devised to raise funds and move the building to a new location. A $150,000 grant was awarded by the National Trust for Historic Preservation! The property for the Depot's new location was recently purchased and there is a group actively raising funds to move the building. The Holly DDA board recently voted unanimously to transfer $100,000 from their fund balance to put toward the fundraising efforts as a 2:1 match. A Patronicity crowdfunding project is currently underway to raise $50,000. Our hope is to move the building, rehabilitate it, and develop around the Depot into a park -like setting so that it can once -again be enjoyed by the public as our community's flagship building— a welcome center and tourism office. f`a€.t TV �:: .Yykyrtiy{^�F*3iT 1 � y N' p� 1 • tiE � 1 r�l� / � i .. t� ' a�;,.., 4 r GANSHAW PARK Ganshaw Park is located in Holly's midtown section. It's a long, narrow park that borders Bevins lake. New signage, several added benches, new street lights, a repainted and improved gazebo complete with a wheelchair ramp, and a Veteran's Memorial monument have been added over the years, The large planting Is well -know and loved, and is planted and cared for by volunteers. Native grasses and perennial plants have been added near the gazebo. It's become a beautiful park to have a picnic, relax, and enjoy. WATERWORKS PARKS WaterWorks Park has really come along over the last 20 years! It's the headwaters for the Shiawassee River — the first put -in area for kayak and canoe enthusiasts. A blighted building was recently torn down and a viewing deck / platform is being created over the water. Interpretive signage about the old Holly Mill and native species, wayfinding, markers, and other signage have been installed. Benches near the water, additional picnic tables, and a sturdy bridge over the water were added. This 5-acre Park is very busy and visited by many quiet water enthusiasts. Street Improvements Many street improvements have taken place over the last 20 years! In 2007, the Streetscape was completely reimagined and several updates were made. In 2015, the DDA (with the assistance of Main Street Oakland County) created 'Imagine Midtown'— a Charette that resulted in a road diet, reducing the midtown traffic lanes from 4 to 2 with a middle turn lane. Bike lanes were also added. The direction of Junction & Alley Streets were reversed in 2020 to allow for better traffic flow. Saginaw Street received grinding and mill -and -and -fill, and new pavement was laid on North Holly Road and Alley Street. General repairs take place as needed. Lakeside Enhancements There is one lake and one river in Holly's DDA District: the Shiawassee River and Bevins Lake. We have added significant improvements to Ganshaw Park, which borders Bevins Lake. Our hope was to have a beautiful boardwalk built along the lake for residents and visitors to enjoy walking along and perhaps do a little fishing. This project has not taken place yet, but we hope to undergo that effort in the new future. WaterWorks Park has been improved quite a bit, catering to kayak and canoe enthusiasts who put -in at the Park. (See 'Park Amenities' update for additional information) DDA Director Over the last 20 years, the Village of Holly has experienced five different Directors of Holly's Downtown Development Authority: Judy Sproat, Suzanne Perrault, Hope Ponsart, Andy Potter, and Katy Golden. TIF subsidies are not appropriated directly from the Village's budget, but the Village incurs loss through foregone tax revenue. Through the use of TIP, the Village of Holly diverts future property tax revenue Increases from the DDA toward economic development projects and public improvement projects in our community. Recommendation The Village of Holly's 20-year TIF plan is set to expire December 31, 2020. Staff recommends that the DDA board pass a resolution of intent to renew the Village of Holly's TIF plan for another 20 years.
