IN RE: HUMAN RESOURCES — WATER RESOURCES COMMISSIONER'S CLASSIFICATIONS
SALARY ADJUSTMENT
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS several Water Resources Commissioner's Office (WRC) management classifications' wages
are not competitive with the current market and need to be adjusted; and
WHEREAS those non-competitive positions include: Survey Party Supervisor, Chief WRC Administrative
Services, WRC Business Systems Manager, Chief Engineer WRC, Special Projects Manager WRC,
Manager WRC; and
WHEREAS the 2018 American Society of Civil Engineers report on salary and wages offered compelling
evidence that the WRC management classifications' wages have failed to keep pace with the industry when
compared to similar classifications in other public organizations and private competitors within southeast
Michigan; and
WHEREAS several high-level professionals have left the WRC for employment with other public
organizations or consulting firms due to higher wages; and
WHEREAS the wage adjustment is critical to attracting and retaining talented staff; and
WHEREAS this market adjustment removes WRC management classifications from the Oakland County
Salary Plan.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners acknowledges
the importance of allowing the Water Resources Commissioner to institute certain wage adjustments for
management classifications that will address these issues and resolve and eliminate the inequities of these
salaries in comparison to salaries of similarly situated employees within other organizations in the region.
BE IT FURTHER RESOLVED to create the following salary schedule, excluded from the Salary
Administration Plan, for the following classifications within the Water Resources Commissioner's Office,
with the following salary ranges:
