HomeMy WebLinkAboutResolutions - 2020.11.19 - 33878MISCELLANEOUS RESOLUTION #20559 November 19, 2020 BY: Commissioner Penny Luebs, Chairperson, Health, Safety and Human Services Committee IN RE: COUNTY EXECUTIVE/INFORMATION TECHNOLOGY - PUBLIC SAFETY TRANSPARENCY DASHBOARD PROJECT (CLEMIS) To the Oakland County Board of Commissioners Chairperson, Ladies and Gentlemen: WHEREAS Oakland County desires to be a leader in transparency of public safety data; and WHEREAS Oakland County Executive David Coulter recommended this transparency in the submission of the Three -Year County Budget 2021-2023 on July 1, 2020; and WHEREAS the Information Technology Department CLEMIS Division released a Request for Proposal (RFP) to select a vendor to offer Oakland County CLEMIS police agencies assistance to design transparency dashboard websites using CLEMIS and department data so that police statistical data including citations, arrest and crash incidents are available to the general public; and WHEREAS the CLEMIS database contains CLEMIS agency member statistical data on individual agency Citations, Arrests, and Crash Reports; and WHEREAS the RFP included design and hosting CLEMIS agency Transparency Dashboard websites in a cloud environment; and WHEREAS Altovista was selected by the RFP evaluation team to create Public Safety Transparency Dashboard websites for CLEMIS agencies willing to participate; and WHEREAS CLEMIS will provide a monthly datafile to Altovista containing Citation, Arrest and Crash statistical data for those agencies choosing to participate; and WHEREAS CLEMIS and Altovista will design a standard base Transparency Website based on the data available in the CLEMIS database for use by all CLEMIS agencies; and WHEREAS the estimated total start-up project cost is $250,500; and WHEREAS Oakland County will pay $4,000 each for up to 42 Oakland County CLEMIS agencies for the first year of service for a total of $168,000; and WHEREAS CLEMIS Development hours are calculated at $82,500 to assist with project delivery; and WHEREAS Non -Oakland County CLEMIS agency members will be billed for service directly by Altovista if they choose to participate; and WHEREAS Altovista will provide CLEMIS agency members training and documentation at no additional cost; and WHEREAS CLEMIS agencies will have the opportunity to customize their standard website with specific agency data at an additional charge paid directly by the agency to Altovista; and WHEREAS the Oakland County CLEMIS agencies will determine if they want to continue to provide their Transparency Dashboard website to the public by paying the annual fee to Altovista directly after this Oakland County initial funding has expired; and WHEREAS funding in the amount of $250,500 is available for transfer from the General Fund Assigned Fund Balance for Technology Replacement/Hardware (GL# 383448) to cover project start-up costs NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners authorizes the appropriation of $250,500 from the General Fund Assigned Fund Balance for Technology Replacement/Hardware (GL Account #383448)—for the Public Safety Transparency Dashboard Project.
