To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS the U.S. Department of Housing and Urban Development (HUD) requires Oakland County to
estimate Community Development Block Grant (CDBG) Home Improvement Program (HIP) Revolving
Loan Fund (RLF) and HOME Investment Partnerships Act Grant Program Income (PI) at the time of each
Annual Action Plan application and Oakland County reconciles actual RLF and PI at the end of each
program year; and
WHEREAS the 2019 Annual Action Plan (Miscellaneous Resolution #19358) estimated Community
Development Block Grant (CDBG) Home Improvement Program (HIP) Revolving Loan Fund (RLF) revenue
of $950,000 and HOME Investment Partnerships Act Grant Program Income (PI) revenue of $1,632,119;
and
WHEREAS in PY 2019, Oakland County received Community Development Block Grant (CDBG) Home
Improvement Program (HIP) Revolving Loan Fund (RLF) revenue of $1,407,545.57 and the HOME
Investment Partnerships Act Grant Program Income (PI) revenue of $2,124,071.41; and
WHEREAS the Oakland County Board of Commissioners authorized submittal of the Oakland County 2020
Annual Action Plan to the U.S. Department of Housing and Urban Development (HUD); and
WHEREAS the 2020 Annual Action Plan contains a consolidated Federal grant application for activities
designed to accomplish the goals and objectives for the Community Development Block Grant (CDBG)
Program, HOME Investment Partnerships Act (HOME) Program and the Emergency Solutions Grants
(ESG) Program; and
WHEREAS HUD, by letter dated October 6, 2020, transmitted to the Community & Home Improvement
Division a Program Year 2020 consolidated allocation of $8,663,634 including $5,383,560 for CDBG,
$2,945,039 for HOME and $335,035 for ESG, for the program year period of July 1, 2020, through June
30, 2021; and
WHEREAS this is the 46th year of grant funding and acceptance for these programs; and
WHEREAS total program revenue for the 2020 CDBG Program will be $6,435,560 including $5,383,560
grant allocation and $1,052,000 in estimated CDBG Revolving Loan Funds; and
WHEREAS the CDBG grant is 100 percent federally funded, and no County funds are required; and
WHEREAS total program revenue for the 2020 HOME Program will be $4,870,861 including $2,945,039
HOME grant allocation, $625.822 grant match and $1,300,000 in estimated HOME Program Income; and
WHEREAS the local County match of $625,822 is required for the grant funding allocated to the housing
rehabilitation and/or new construction activities for HOME, an increase of $36,661 compared to PY 2019
County match of $589,161; and
WHEREAS funding for the HOME program match is available within the FY 2021 General Fund Community
Home and Improvement Transfer Out line in the amount of $589,161, and the balance of $36,661 is
available in the FY 2021 Non -Departmental General Fund Grant Match line item budget; and
WHEREAS total program revenue for the 2020 ESG Program will be the grant allocation of $335,035; and
WHEREAS the ESG grant is 50 percent federally funded, and the match source is in -kind services or cash
with no County funds required; and
WHEREAS fund schedules and program descriptions for the 2020 CDBG, HOME and ESG programs
appear in Attachment A; and
WHEREAS the grant funds will continue to cover the following 23 Special Revenue (SR) positions in the
Department of Health and Human Services/Neighborhood & Housing Development unit (1060701): one (1)
Neighborhood & Housing Development Assistant position (#05413), one (1) Grant Compliance & Program
Coordinator position (#01370), four (4) Neighborhood & Housing Development Coordinator positions (#
01279, 03231, 03430, and 06098), one (1) Supervisor Neighborhood & Housing Development
Administrative Services position (#01371), two (2) Neighborhood & Housing Development Technician
positions (# 03230 and 01768), two (2) Supervisor Neighborhood & Housing Development positions (#
00999 and 03182), three (3) Senior Neighborhood & Housing Development Specialist positions (#
03567,10806, and 00730), one (1) Housing Counseling & Homeless Services Supervisor position (#
03354), two (2) Neighborhood & Housing Development Field Technician positions (# 01457 and 09578),
one (1) Community Liaison Neighborhood & Housing Development position (#14811), one (1) Chief
Neighborhood & Housing Development position (#14810), one (1) Manager Neighborhood & Housing
Development position (# 14809), two (2) Senior Neighborhood & Housing Field Technician positions (#
02426 and 09522) and one (1) Student position (# 05341); and
WHEREAS the grant funds will cover 80% of one (1) General Fund/General Purpose (GF/GP) Accountant
III position (1020615-02558) in the Management & Budget/Fiscal Services Division for grant accounting
services; and
WHEREAS HUD requires Oakland County to have annual Agreements with each Subrecipient; and
WHEREAS it is the purpose and intent of each Subrecipient Agreement to enable Oakland County to pass
responsibilities to each Subrecipient to carry out the project(s) described in the CDBG application, which
was approved and funded by Oakland County; and
WHEREAS the Subrecipient Agreements have been reviewed by Corporation Counsel; and
WHEREAS both the Oakland County Executive and Oakland County Board of Commissioners' Chairperson
is the authorized signatory of the CDBG Subrecipient Agreements; and
WHEREAS the CDBG, HOME and ESG grant agreements have completed the Grant Review Process in
accordance with Miscellaneous Resolution #19006.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners recognizes the
receipt of PY 2019 Community Development Block Grant (CDBG) Home Improvement Program (HIP)
Revolving Loan Fund (RLF) revenue of $1,407,545.57 and the PY 2019 HOME Investment Partnerships
Act Grant Program Income (PI) revenue of $2,124.071.41.
BE IT FURTHER RESOLVED that the Oakland County Board of Commissioners accepts consolidated
CDBG, HOME and ESG grant funding from the U.S Department of Housing and Urban Development in
the amount of $8,663,634, $1.052,000 in estimated Home Improvement Program Revolving Loan Funds,
$1,300,000 in estimated HOME Program Income and HOME County match of $625,822 for a consolidated
2020 program year grant package totaling $11,641,456.
BE IT FURTHER RESOLVED that the Oakland County Board of Commissioners authorizes both the Board
of Commissioners' Chairperson and the County Executive to execute the grant agreements and to approve
amendments and extensions within fifteen percent (15%) of the original award, consistent with the original
agreement as approved.
BE IT FURTHER RESOLVED that the Oakland County Board of Commissioners approves the CDBG
Subrecipient Agreement and recognizes the Oakland County Executive and the Oakland County Board of
Commissioners Chairperson as the authorized signatory of the CDBG Subrecipient Agreements.
BE IT FURTHER RESOLVED that acceptance of these grants does not obligate the County to any future
commitments, and continuation of the Special Revenue positions is contingent upon continued future levels
of grant funding.
BE IT FURTHER RESOLVED the FY 2021 — FY 2023 Special Revenue budgets are amended per the
attached Schedule A, to reflect the PY 2020 grant award of $11,641,456.

The Detroit Field Office would like to thank you for your continued partnership in
providing quality affordable housing, a suitable living environment, and expanding economic
opportunities for low -and moderate -income persons through HUD programs. Enclosed are the
Grant Agreements for the following programs:

Transmittal of these Grant Agreements does not constitute approval of the activities
described in your Consolidated Plan. You are reminded that you, as grantee, are responsible for
ensuring that all grant funds are used in accordance with all program requirements. An executed
Grant Agreement is a legally binding agreement between the Department of Housing and Urban
Development and Oakland County.
To establish a Line of Credit for Fiscal Year 2020 grants, it will be necessary for your
agency to sign, execute and return one (1) copy of the Grant Agreements. If there is a need to
add or remove individuals authorized to access the Integrated Disbursement Information System
(IDIS), please submit an IDIS Online Access Request Form (HUD 27055). Also, please ensure
the ID1S Online Access Request Form is notarized and returned to this office with your Grant
Agreements. Additionally, if there is a need to establish or change the depository account where
these funds are to be wired, a Direct Deposit Sign -Up form (SF-1199A) must be completed by
your financial institution and returned to this office with a copy of a voided check.
In accordance with the HOME regulations at 24 CFR 92.254(a)(5), a Participating
Jurisdiction (PJ) must establish resale and/or recapture requirements that comply with the
standards of the regulation. Furthermore, the resale and/or recapture requirements must be set
forth in the PJ's Consolidated Plan. HUD must determine if the PJ's provisions comply with the
requirements of the regulations and notify the PJ in writing of its determination. HUD has
reviewed Oakland County's resale and/or recapture provisions and has determined that the
provisions included in the Plan comply with the requirements at 24 CFR 92.254(a)(5).

You are reminded that certain activities are subject to the provisions of 24 CFR Part 58
(Environmental Review Procedures). Funds for such activities may not be obligated or expended
until HUD has approved the release of funds in writing. A request for release of funds (RROF)
must be accompanied by an environmental certification, and until the RROF is approved and
notification is received, no HUD funds should be committed. If the project or activity is exempt
per 24 CFR 58.34 or categorically excluded (except in extraordinary circumstances), no RROF is
required.

digital copy of each approval/agreement via email to DetroitCPD olhud.eov with a Cc to your

8. Special Conditions.
(a) The period of performance for the funding assistance specified in the
Funding Approval ("Funding Assistance") shall begin on the date
specified in item 4 and shall end on September 1, 2027. The Grantee
shall not incur any obligations to be paid with such assistance after
September 1, 2027.
(b) The Recipient shall attach a schedule of its indirect cost rate(s) in the
format set forth below to the executed Agreement that is returned to
HUD. The Recipient shall provide HUD with a revised schedule when
any change is made to the rate(s) described in the schedule. The
schedule and any revisions HUD receives from the Recipient shall be
incorporated herein and made a part of this Agreement, provided that the
rate(s) described comply with 2 CFR part 200, subpart E.

Instructions: The Recipient must identify each agency or department of the
Recipient that will carry out activities under the grant, the indirect cost rate
applicable to each department/agency (including if the de minimis rate is used per
2 CFR §200.414(f)), and the type of direct cost base to which the rate will be
applied (for example, Modified Total Direct Costs (MTDC)). Do not include
indirect cost rates for subrecipients.
(c) In addition to the conditions contained on form HTJD 7082, the grantee
shall comply with requirements established by the Office of
Management and Budget (OMB) concerning the Dun and Bradstreet
Data Universal Numbering System (DUNS); the System for Award
Management (SAM.gov.); the Federal Funding Accountability and
Transparency Act as provided in 2 CFR part 25, Universal Identifier and
General Contractor Registration; and 2 CFR part 170, Reporting
Subaward and Executive Compensation Information.
(d) The grantee shall ensure that no CDBG funds are used to support any
Federal, State, or local projects that seek to use the power of eminent
domain, unless eminent domain is employed only for a public use. For
the purposes of this requirement, public use shall not be construed to
include economic development that primarily benefits private
entities. Any use of funds for mass transit, railroad, airport, seaport or
highway projects as well as utility projects which benefit or serve the
general public (including energy -related, communication -related, water -
related and wastewater -related infrastructure), other structures
designated for use by the general public or which have other common -
carrier or public -utility functions that serve the general public and are
subject to regulation and oversight by the government, and projects for
the removal of an immediate threat to public health and safety or
brownfield as defined in the Small Business Liability Relief and
Brownfields Revitalization Act (Public Law 107-118) shall be
considered a public use for purposes of eminent domain.
(e) The Grantee or unit of general local government that directly or
indirectly receives CDBG funds may not sell, trade, or otherwise
transfer all or any such portion of such funds to another such entity in
exchange for any other funds, credits or non -Federal considerations, but
must use such funds for activities eligible under title I of the Act.
(t) E.O. 12372-Special Contract Condition - Notwithstanding any other
provision of this agreement, no funds provided tinder this agreement
may be obligated or expended for the planning or construction of water
or sewer facilities until receipt of written notification from HUD of the
release of funds on completion of the review procedures required under
Executive Order (E.O.) 12372, Intergovernmental Review of Federal
Programs, and HUD's implementing regulations at 24 CFR Part 52. The
recipient shall also complete the review procedures required under E.O.
12372 and 24 CFR Part 52 and receive written notification from HUD of
the release of funds before obligating or expending any funds provided
under this agreement for any new or revised activity for the planning or
construction of water or sewer facilities not previously reviewed under
E.O. 12372 and implementing regulations.
(g) CDBG funds may not be provided to a for -profit entity pursuant to
section 105(a)(17) of the Act unless such activity or project has been
evaluated and selected in accordance with Appendix A to 24 CFR 570 -
"Guidelines and Objectives for Evaluating Project Costs and Financial
Requirements." (Source - P.L. 113-235, Consolidated and Further
Continuing Appropriations Act, 2015, Division K, Title II, Community
Development Fund).

This Agreement between the Department of Housing and Urban Development (HUD) and the Participating Jurisdiction/Entity is made pursuant to the authority of the HOME
Investment Partnerships Act (42 U S.C. 12701 at seq.) The Participating Junsdiction's /Entity's approved Consolidated Plan submission/Application and the HUD regulations at 24
CFR Part 92 (as is now in effect and as may be amended from time to time) and this HOME Investment Partnership Agreement, form HUD40093, including any special conditions,
constitute part of this Agreement, Subject to the provisions of this Agreement, HUD will make the funds for the Fiscal Year specified, available to the Participating Jurisdiction/Entity
upon execution of this Agreement by the parties. All funds for the specified Fiscal Year provided by HUD by formula reallocation are covered by this Agreement upon execution of
an amendment by HUD, without the Participating Jurisdiction's execution of the amendment or other consent. HUD's payment of funds under this Agreement is subject to the
Participating Jurisdiction's/Entity's compliance with HUD's electronic funds transfer and information reporting procedures issued pursuant to 24 CFR 92.502. To the extent authorized
by HUD regulations at 24 CFR Part 92, HUD may, by its execution of an amendment, deobhgate funds previously awarded to the Participating Jurisdiction/Entity without the

General Terms and Conditions: This Agreement between the U.S. Department of Housing and
Urban Development (HUD) and the Recipient is made pursuant to the authority of Subtitle B of Title IV
of the McKinney-Vento Homeless Assistance Act (42 U.S.C. 11371 et seq.) and is subject to the
applicable annual appropriations act. The Recipient's Consolidated Plan submissions (including the
Recipient's approved annual Action Plan and any amendments completed in accordance with 24 CFR
Part 91), the Emergency Solutions Grants Program regulations at 24 CFR Part 576 (as now in effect
and as may be amended from time to time), and this Agreement, including any special conditions
attached to this Agreement, constitute part of this Agreement. Subject to the terms and conditions of
this Agreement, HUD will make the funds for the specified Fiscal Year available to the Recipient upon
execution of this Agreement by the Recipient and HUD. The funds may be used for costs incurred
before the Period of Performance, provided the costs are otherwise allowable and were incurred on or

Notwithstanding any contrary requirements under the McKinney-Vento Homeless
Assistance Act or 24 CFR part 576, youth aged 24 and under who seek assistance
(including shelter, services or rental assistance) shall not be required to provide third -
party documentation that they meet the homeless definition in 24 CFR 578.3 as a
condition for receiving assistance; and unaccompanied youth aged 24 and under (or
families headed by youth aged 24 and under) who have an unsafe primary nighttime
residence and no safe alternative to that residence shall be considered homeless for
purposes of assistance provided by any private nonprofit organization whose primary

Oakland County's Community & Home Improvement Division
is committed to enhancing the quality of life for our county's
1.2 million residents. The division's efforts focus on promoting
equal opportunity and access to housing, expanding
affordable housing/rental opportunities and delivering public
service programming.
Federal fair housing laws guarantee all citizens equal
opportunity in securing housing of their choice regardless of
race, color, sex, national origin, age, marital status, religion,
disability or family status. Laws apply to the sale, rental,
financing and advertising of housing nationwide. Further, my
administration holds a deep belief that housing opportunities
are fundamental to creating equity and addressing years of
biased housing policies that have too often limited individual
opportunity and community development.
This report details the support given to our local
communities under the Community Development Block
Grant (CDBG) in 2020. These federal housing and
community development funds support residents as well as
community initiatives. Our focus included:
• Reducing housing instability and increase the supply of
high -quality affordable rental housing.
• Preserving the existing housing stock.
• Expanding rental and homebuyer assistance for lowest
income residents.
In July, the division introduced the Rent, Mortgage & Utility
Relief Program using CDBG COVID-19 emergency funds
to assist residents who had fallen behind on their rent,
mortgage or utility payments because of a lost job or other
income reduction due to the COVID-19 pandemic. One-
time grants of up to $15,000 remain available for eligible
households through Nov. 30, 2020. More information aboul
this relief program is provided in this report.
The county recently committed a $1.5 million loan in HOME
Investment Partnerships funds to help renovate 234 units of
affordable rental housing at Carriage Place Apartments
n Pontiac. This gap financing investment provides
a powerful tool to help public housing authorities
everage public and private funds to implement
long overdue upgrades to affordable housing
to create communities that our
residents deserve.
The HOME Program spurs Community Housing
Development Organizations (CHDOs) to build or acquire
and improve existing housing for rent or sale to low-
income households. Current CHDOs are Community
Housing Network, Oakland County Habitat for Humanity
and Venture, Inc. Venture, Inc. partners with Oakland
Schools Northeast Technical Campus for students
to build single-family homes for sale or rent to low-
income families. We applaud the students, instructors
and our partners who are preparing students for future
employment in the construction trades while creating
affordable housing within the county.
The COVID-19 pandemic illustrates the importance
of these housing support programs. We look forward
to the work of our Community & Home Improvement
Division as a strategic leader and partner with 57
communities, public service agencies, emergency
shelters and community development organizations,
in service to the residents of Oakland County.
In 1975, the Oakland County Board of Commissioners voted to have the
county participate in U.S. Department of Housing and Urban Development
(HUD) community planning and development programs. The overall goal
is to strengthen neighborhoods by supporting local revitalization, home
improvement, affordable housing development and public service for
senior citizens, low-income persons and families, disadvantaged youth and
disabled residents.
As a HUD entitlement county, Oakland County receives funds on a formula
basis to meet the national objectives of four federal grants:
• The competitive Comprehensive Housing Counseling Grant
• Community Development Block Grant (CDBG)
• HOME Investment Partnerships Program (HOME)
• Emergency Solutions Grant (ESG)
These programs have invested over $336 million in Oakland County
communities since the program began 45 years ago. Two-thirds of CDBG
funds received by Oakland County are used to fund local community
revitalization projects involving public facilities, infrastructure, housing and
public service activities.
Citizen input is included in decision -making through the Citizens Advisory
Council and the development of our five-year consolidated plan. Pages 8-14
of this report project how CDBG funds will be used in 2020.
Eligibility for many of the local programs is based on gross household income
limits set by HUD (see chart). Households that meet the "Low -Income" limit also
may be eligible for the county's Home Improvement Program. Housing counseling
is provided free to all Oakland County residents regardless of income.

more than $3 million in Community Development Block
Grant (CDBG) COVID-19 funds from the federal CARES Act
to help eligible citizens pay up to three months of past -due
rent, mortgage and utilities due to COVID-19 hardships. The

Funds will be distributed in two phases:
Phase 1: July 1 -August 31, 2020
Phase 2: October 1 - November 30, 2020
Applications will be accepted during each phase until
funds are exhausted.
Qualifications:
• Must be a legal resident in 1 of 53 participating communities.
Exceptions: The cities of Farmington Hills, Royal Oak and
Southfield and Waterford Township receive COVID-19
CDBG funds directly from HUD and may offer similar relief
programs while Lake Angelus, Novi Township, Southfield
Township and Bingham Farms do not participate in the
COVID-19 CDBG program.
• Have a household income less than 80% of the area median
income, as defined by the U.S. Department of Housing and
Urban Development. See page 3.
• Inability to pay due to a temporary job loss, reduced work hours
or other income hardship caused by COVID-19.
• You have not received assistance from any other source for the
same activity and period of time as requested through this program.
• Your landlord or mortgage company must agree to
participate in the program.
• Program provides a one-time grant for eligible households.

Analysis of Impediments to Fair Housing
Provisions to affirmatively further fair housing are long-standing
components of the U.S. Department of Housing and Urban
Development's (HUD) housing and community development
programs. HUD requires Oakland County to prepare an
Analysis of, Impediments (Al) as part of our consolidated _
planning process every five years. -
Affirmatively furthering fair housing is defined in the Fair Housing
Act as taking "meaningful actions, in addition to combating
-
discrimination; that overcome patterns of segregation and foster
inclusive communities free from barriers that restrict access to
opportunity based on protected characteristics." The A is an assessment of laws, ordinances, statutes, and
administrative policies as well as local conditions that affect the
location, availability and access to housing for all residents.
Fair housing laws apply to rental housing, homes for sale, -
advertising, home ,loans 'and home insurance. Federal and
state fair housing acts prohibit discrimination in housing based
on race, color, national origin, religion, sex, family status,
disability, age, height, weight, and marital status.
The 2020 Analysis of Impediments to Fair Housing Choice, was
researched and prepared by Western Economic Services, LLC
(Portland, OR). The At process involves the following:
• A thorough examination of a variety of sources related
to housing, the fair housing delivery system, housing
transactionsi locations of public housing authorities, areas
having racial and ethnic concentrations of poverty and
access to opportunity.
• Public Input and public meetings to collect input from
citizens and interested parties,
• Distribution of draft reports foncitizen review,
• Formal presentations of findings and impediments,
• Actions to overcome the identified fair housing issues
and Impediments'!.
Recipients of federal housing and urban development funds
are required to take meaningful actions to address housing
disparities, including replacing segregated living patterns,
transforming racially and. ethnically concentrated areas of
poverty into areas of opportunity,and fostering and'maintainlog
compliance with civil rights and fair housing laws:

Qualified homeowners and owner occupants of attached single-family rental units (2-4 units) may receive loans of
up to $18,000 to make needed home repairs, including barrier -free and energy saving upgrades.
There are no monthly payments, and the total loan is due and payable only when you no longer live in your
home. Oakland County staff is with you all the way from helping you apply for the loan to overseeing all repair
work and paying pre-screened contractors.

Students Continue to Build Affordable Homes for
Pontiac Neighborhood
Each school year, starting in 2018, students from Oakland Schools
Technical Campus in Pontiac have built an affordable home for a
Pontiac neighborhood under revitalization from HUD funding. It's
turned into a proven, successful program —resulting in everyone
involved just feeling good about the process and results.
The partners involved include:
Oakland Schools: At the technical campus, the students learn
trade skills while building the house. Some students gain paid
apprenticeships with local construction companies.
Venture Inc.: This non-profit community housing development
organization coordinates the multiple partners involved with this
successful project.
The Community Housing Network: Helps a low- to mid -income
homebuyer purchase this new home.
Oakland County's Community & Home Improvement Division:
Provides the HUD funding.
OnSite Solutions: The general contractor, hired by Venture Inc.,
oversees and completes the project.
Oakland Livingston Human Service Agency (OLHSA): A
nonprofit organization that helps market the homes to low and
moderate -income families in their programs and within the
community. They provide internal support for Venture Inc. and are
an ongoing partner in Venture's community building efforts.
In 1975, the Oakland County Board of Commissioners

and expanding economic opportunities principally for

As a HUD entitlement community, Oakland County receives

U.S. Depgrtmentaf Housing and Urban Development (HUD) Michigan State Field
Office fo'rthe;release of community Development Block Grant (CDOG), Home
Investment Partnership Program (HOME) and Emergency Solutions grant (ESG)
funds under Title Iof the Housing and Community Development Act of 1974,
as amended, the Cranston Gonzales National Affordable Housing Apt, and the
Homeless EmergencyAssistance & Rapid Transition to Housing Act, to undertake
projects known as CDBG; HOME, and ESG for the purpose of:
• Public facility, neighborhood and housing improvements and public services
benefiting low Income persons; -
• Housing rehabilitation available to Income qualified homeowners of single-family owner-
occupiedunitsandowneroccupantsotattachedsinglelamilyrental(2-4 units); - -
. Acquisition, rehabilitation or new construction of affordable housing for _
qualified Itamebuyers; -
• Acquisition, rehabilitation or new construction of affordable housing for qualified-
renters(1-4 units); -
• Operating expenses of Community Housing Development Organizations (CLODS)
when carrying out HOME tundedrental projects]
• Fpnd qualified agencyto perform data collection/evaluation through HMIS;
• Fund qualified agency to provide rental assistance and housing relocation and
stabilization services for eligible homeless and or at risk for homelessness clients; and
• Fund qualified shelters for eligible essential set vices for homeless clients, shelter
operations and organizational support. -
Amounts to be environmentally released are:
CDBG,$3,027,539 I HOME$2,503,285
The activities proposed are Exempt (1), Categorically (2) or Fnvionmentally
Assessed (3)'under HUD.regulations at 24 CFR Part 58 from National
Environmental Policy Act requirements.
FINDING Or NO SIGNIFICANT IMPACT
The County of Oakland has determined that the projects will have no significant
Impact on the human environment, Therefore, an Environmental Impact
Statement under the National Environmental Policy Act of 1969 (NEPA),is not
required. Additional project information and an Environmental Review Record
(ERR) that documents the environmental determinations for these projects is on
fileatOakland County Community & Home Improvement Division, 250 Elizabeth
Lake Road, Suite 1900, Pontiac, Michigan and may be examined weekdays
8t30A.M, to 5:00 PM'.
PUBLIC COMMENTS
Any individual, group, at agency may submit written' comments on the ERR
to Oakland County Community & Home Improvement Division, 250 Elizabeth
'Lake Road, Suite'1900, Pontiac, Michigan, 48341. All comments received by
October 29, 2020 will be considered, By the County of Oakland prior to authorizing
submission of a request for, release of funds. -
RELEASE OF FUNDS - - - -- -
The County of Oakland certifies to U.S. Department of Housing and Urban Development
(HUD) that David Coulter in his capacity as County Executive consents to accept the
jurisdiction of the Federal Courts if an action is brought to enforce responsibilities
In relation to the environmental review process and that these responsibilities have
been satisfied, U.S. Department of Housing and Urban Development(HUD)of the
certification satisfies its rosponslpilllles Under NEPA and related laws and authorities
and allows the County of Oakland to use Program funds
OBJECTIONS TO RELEASE OE FUNDS
U.S. Depot tment of Housing and Urban Development (HUD) will consider objections
to its release of funds and the County of Oakland certification received by
November 13, 2020 or for a period of 15 days following its actual receipt of the
request (whichever Is later) only if they are on one of the following bases: (a) the
certification was not executed by the Certifying Officer of the County of Oakland;
(b) the County of Oakland has omitted a step or failed to make a decision or finding
required by HUD regulations at 24 CFR Part 58; (c) the grant recipient or other
participants in the project have committed funds or incurred costs not authorized
by 24 CFR Part 58 before approval of a release of funds by U.S. Department of
Housing and Urban Development (HUD) or (it) another Federal agency acting
pursuant to 40,, CFR Part 1504,has submitted a written finding that the project is
unsatisfactory from tie standpoint of environmental quality, Objections must be
prepared and submitted in accordance with the required procedures (24 CFR Part
58) and shall be addressed to, US, Department of Housing and Urban Development
(HUD), McNamara Federal Bullding, 477 Michigan Avenue, Detroit; Michigan
48226. Potential objectors should contact U.S,'Housing and Urban Development
(HUD) to verify the actual last day of the objection period. - -
