HomeMy WebLinkAboutResolutions - 2020.11.19 - 33888MISCELLANEOUS RESOLUTION #20569 November 19, 2020 BY: Commissioner Penny Luebs, Chairperson, Health, Safety and Human Services Committee IN RE: SHERIFF'S OFFICE — FISCAL YEAR 2021 PEDESTRIAN AND BICYCLE OVERTIME ENFORCEMENT PONTIAC GRANT ACCEPTANCE To the Oakland County Board of Commissioners Chairperson, Ladies and Gentlemen: WHEREAS the Oakland County Sheriffs Office (OCSO) has been awarded Fiscal Year (FY) 2021 Pedestrian and Bicycle Overtime Enforcement funding for the City of Pontiac in the amount of $11,993 in federal pass -through funding with a required grant match of $3,324 totaling $15,317 from the Michigan Department of State Police (MSP) - Office of Highway Safety Planning (OHSP) for the period October 5, 2020, through September 30, 2021; and WHEREAS the City of Pontiac had a total of 43 pedestrian fatalities and serious injuries and 12 bicyclist fatalities and serious injuries during a 5-year period (2014-2018); and WHEREAS OCSO will use this grant funding for overtime in order to implement a high visibility traffic enforcement program designed to protect pedestrians and bicyclists, to educate community members about illegal/dangerous walking, cycling, and driving behaviors and enforce these traffic laws; and WHEREAS required enforcement periods are: October 15 —21, 2020, focusing on pedestrian safety law and August 5 —11, 2021, focusing on bicyclist safety laws; and WHEREAS the local grant match of $3,324 is available and will be transferred from the County's General Fund/General Purpose (GF/GP) Non -Departmental Grant Match account to fulfill the grant match requirement; and WHEREAS the grant award has completed the Grant Review process in accordance with Miscellaneous Resolution #19006. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves the FY 2021 Pedestrian and Bicycle Overtime Enforcement Pontiac grant award from the Michigan Department of State Police - Office of Highway Safety Planning in the amount of $11,993 with a grant match of $3,324 totaling $15,317 for the period October 5, 2020 through September 30, 2021. BE IT FURTHER RESOLVED that $3,324 be transferred from the County's General Fund/General Purpose Grant Match account to fulfill the grant match requirement. BE IT FURTHER RESOLVED that the Chairperson of the Board of Commissioners is authorized to execute the grant award and to approve any grant extensions or changes, within fifteen percent (15%) of the original award, which are consistent with the original agreement as approved. BE IT FURTHER RESOLVED that acceptance of this grant does not obligate the County to any future commitment, and continuation of the program is contingent upon future levels of grant funding. This grant is approved with the following conditions: 1. Funding is contingent upon the availability of U.S. Department of Transportation Highway Safety Funds. 2. A grant orientation meeting is required and will be scheduled by your OHSP grant coordinator. 3. Quarterly financial reports are due: January 30, April 30, July 30, and October 30. A final progress report is due: October 30. 4. Grantees must comply with the Grant Management Requirements set forth in this grant. Please consult the grant application for further details. 5. Any changes to the grant's objectives, activities, and/or approved budget must have OHSP approval.
