IN RE: BOARD OF COMMISSIONERS — APPRECIATION OF THE OAKLAND COUNTY ELECTIONS
DIVISION FOR THEIR DEDICATION AND ADMIRABLE SERVICE TO OAKLAND COUNTY VOTERS
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS residents of Oakland County depend on the professionalism and integrity of Oakland County
Elections Division staff and leadership to ensure safe and secure elections; and
WHEREAS under the leadership of Elections Director Joe Rozell, the Elections Division of the Oakland
County Clerk/Register of Deeds Office is responsible for the supervision and certification of all elections
that take place within the County; and
WHEREAS during the 2020 August primary and November general elections, Mr. Rozell and his staff
performed their duties admirably in the face of a highly contentious political environment and a global
pandemic; and
WHEREAS to prepare for expected high -voter turnout, Elections Division staff and leadership implemented
an online program to train thousands of poll workers Countywide; and
WHEREAS to reduce the potential for spoiled ballots, increase absentee voting and ensure prompt return
of absentee ballots to city and township clerks offices, leadership also developed and launched a successful
public information campaign to educate Oakland County voters; and
WHEREAS election returns show that 74.48 percent of eligible Oakland County voters across Oakland
County's 506 precincts had cast a ballot for the November 3, 2020 election, a record turnout due in part to
widespread use of absentee voter ballots; and
WHEREAS to prepare for this, Oakland County Elections Division leadership created one of Michigan's
largest absentee ballot counting boards, which entailed recruiting and training 330 election workers and
directly assisting 16 of the County's cities and townships in processing and counting over 144,000 ballots;
and
WHEREAS this structure has become a nationally recognized model to count all ballots efficiently and
accurately; and
WHEREAS despite challenges presented by an ongoing public health crisis and a historic embrace of the
democratic process by Oakland County voters, Mr. Rozell and the Elections Division staff counted all ballots
and reported results promptly; and
WHEREAS the Oakland County Elections Division's absentee ballot counting board will also be able to
assist the County's cities and townships in processing and counting ballots in the future.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners hereby
commends the Oakland County Elections Division on their dedication and service to voters countywide, as
well as their success in building on Oakland County's reputation for reliable and timely election operations.
Chairperson, we move the adoption of the foregoing resolution.
