HomeMy WebLinkAboutResolutions - 2020.11.19 - 33900!REQUESTING SUSPENSION f OF THE BOARD RULES FOR IMMEDIATE CONSIDERATION UNDER NEW BUSINESS MISCELLANEOUS RESOLUTION #20581 BY: Commissioners Penny Luebs, District #16; Marcia Gershenson, District #13; Shelley Taub, District #12; Helaine Zack, District #18; Gary McGillivray, District #20; Eileen Kowall, District #6; Michael Gingell, District#1; Bob Hoffman, District#2; Michael Spisz, District#3; Tom Middleton, District#4; Kristen Nelson, District #5; Christine Long, District #7; Philip Weipert, District #8; Gwen Markham, District #9; Angela Powell, District #10; Tom Kuhn, District #11; William Miller, District #14; Adam Kochenderfer, District #15; Nancy Quarles, District #17; David Woodward, District #19; and Janet Jackson, District #21 IN RE: BOARD OF COMMISSIONERS — ENCOURAGING THE GOVERNOR AND STATE LEGISLATURE TO USE COVID-19 RELIEF FUNDS TO SUPPLEMENT THE REVENUE SHORTFALL IN THE FISCAL YEAR 2021 SECONDARY ROAD PATROL AND TRAFFIC ACCIDENT PREVENTION PROGRAMS CAUSED BY THE COVID-19 PANDEMIC To the Oakland County Board of Commissioners Chairperson, Ladies and Gentlemen: WHEREAS the Secondary Road Patrol and Traffic Accident Prevention program was created by Public Act 416 of 1978; and WHEREAS this state grant program, often referred to as the SRP or 416 Program, provides Michigan county sheriffs' offices with funding to patrol county and local roads outside the limits of cities and villages; and WHEREAS in October 2020, the Oakland County Board of Commissioners approved, via Miscellaneous Resolution #20460, the Fiscal Year 2021 Secondary Road Patrol Grant award from the Michigan Department of State Police - Office of Highway Safety Planning in the amount of $490,622 for the period October 1, 2020 through September 30, 2021; and WHEREAS this is the 42nd year that the Oakland County Sheriff's Office (OCSO) has been awarded Secondary Road Patrol and Traffic Accident Prevention Program Grant funding; and WHEREAS OCSO has been notified of a supplemental appropriation of $167,488 which is pending Board of Commissioner review and approval; and WHEREAS despite the generous combined award amounts of $658,110, the grant award represents an overall decrease of $230,085 from last year's funding; and WHEREAS due to the decrease in funding, the FY 2021 OCSO SRP budget reflects reductions in staffing, overtime, motor pool reimbursement for mileage, and no equipment; and WHEREAS the Michigan Sheriff's Association suggests using federal COVID-19 Relief Funds to increase the SRP program preventing fiscal hardship to the state general fund; and WHEREAS this would be a one-time funding need, assuming that the OCSO approaches normal levels of activities by FY 2022. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners hereby encourages the Governor and State Legislature to use COVID-19 Relief Funds to supplement the revenue shortfall in the Fiscal Year 2021 Secondary Road Patrol and Traffic Accident Prevention programs caused by the COVID-19 pandemic. BE IT FURTHER RESOLVED that the Oakland County Clerk/Register of Deeds is requested to forward copies of the adopted resolution to the Governor of the State of Michigan, the State Senate Majority and Minority leaders, the State House Speaker and Minority Leader, and the members of the Oakland County delegation to the Michigan Legislature. A sufficient majority having voted in favor, the motion to suspend the rules and vote on Miscellaneous Resolution #20581 — Board of Commissioners — Encouraging the Governor and State Legislature to Use COVID-19 Relief Funds to Supplement the Revenue Shortfall in the Fiscal Year 2021 Secondary Road Patrol and Traffic Accident Prevention Programs Caused by the COVID-19 Pandemic carried. Moved by Luebs seconded by Spisz the resolution be adopted. Discussion followed. (21) NAYS: None. (0) A sufficient majority having voted in favor, the resolution was adopted. Moved by Miller seconded by Spisz to add the names of all Commissioners who voted in favor as co- sponsors of the resolution.
