DEMOCRATIC CAUCUS MINUTES
November 30, 2020
Meeting called to order by Caucus Chairperson Gary McGillivray at 5:07 p.m. via Videoconference.
Roll called.
COMMISSIONERS PRESENT: Gershenson from Bloomfield Township in Oakland County,
Jackson from Southfield in Oakland County, Luebs from Clawson in Oakland County, Markham
from Novi in Oakland County, McGillivray from Madison Heights in Oakland County, Miller from
Farmington in Oakland County, Nelson from Waterford Township in Oakland County, Powell from
Pontiac in Oakland County, Quarles from Southfield in Oakland County, Woodward from Royal
Oak in Oakland County, Zack from Huntington Woods in Oakland County. (11)
EXCUSED ABSENCE WITH NOTICE: None. (0)
Quorum present.
The members of the Caucus discussed the Board Agenda.
Commissioner Zack addressed the Caucus regarding a Strategic Planning Resolution that will be on a
future agenda.

Commissioner Zack addressed the Caucus regarding MR #20582 Board of Commissioners –
Authorization of a Forensic Audit of County Tax Foreclosures Management.
Discussion followed.
Chairperson Gary McGillivray addressed the Caucus regarding the Salary Administration Pla n for Non-
Represented Employees.
Commissioner Woodward addressed the Caucus regarding the salaries of elected officials.
Discussion followed.
Chris Ward, Board of Commissioners Chief of Staff addressed the Caucus regarding the salaries of
elected officials and listed the proposed stipend increase.
Discussion followed
Moved by Quarles seconded by Powell the proposed stipend increase for elected officials be approved.

Vote on stipend increase:
AYES: Gershenson, Jackson, Luebs, Markham, Nelson, Powell, Quarles, Woodward, Zack. (9)
NAYS: Miller. (1)
A sufficient majority having voted in favor, the proposed stipend increase for elected officials was
approved.
Commissioner Woodward addressed the Caucus regarding a proposed miscellaneous resolution drafted
by the Executive Office for a Restaurant Relief Program.
Discussion followed.
Commissioner Woodward addressed the Caucus regarding the date of the next Board of Commissioners
meeting. He stated that the Board of Commissioners meeting will be rescheduled to an earlier date as the
current December 10th date is also the first day of Hanukkah.

No one addressed the Caucus during Public Comment.
Commissioner Miller addressed the Caucus to remind the Commissioners that as of now the Executive
Orders due to COVID-19 have not been extended and it is unknown if the Board will continue meetings
via Videoconference.
