HomeMy WebLinkAboutResolutions - 2020.12.07 - 33986MISCELLANEOUS RESOLUTION #20658 December 7, 2020 BY: Commissioner Helaine Zack, Chairperson, Finance and Infrastructure Committee IN RE: HUMAN RESOURCES DEPARTMENT — ONE TIME 1% EQUITY PAYMENT FOR FULL-TIME EMPLOYEES REPRESENTED BY SPECIFIC COLLECTIVE BARGAINING AGREEMENTS To the Oakland County Board of Commissioners Chairperson, Ladies and Gentlemen• WHEREAS the Oakland County Board of Commissioners approved a one-time 1% lump sum taxable equity payment for all full-time non -represented employees; and WHEREAS this one-time 1% equity payment was on base salary, and not to be applied to, or enhance, any County benefit, including but not limited to, Defined Contribution or Defined Benefit retirement benefits; and WHEREAS multiple collective bargaining units have Wage Reopeners for FY 2020, and were waiting for the implementation of the Compensation & Classification Study to begin negotiations; and WHEREAS the Human Resources Department is proposing to provide a one-time 1% lump sum equity payment to full-time employees within the unions of the American Federation of State, County and Municipal Employees (AFSCME), Government Employees Labor Council (GELC), Michigan Nurses Association (MNA), and United Auto Workers (UAW); and WHEREAS this will apply to approximately 302 full-time, union -represented employees; and WHEREAS the cost associated with the one-time 1% equity payment for the specified union represented employees is approximately $197,000; and WHEREAS funding for this one-time 1% equity payment is be provided from the Non -Departmental General Fund Salary Adjustment Reserve line item for General Fund/General Purpose positions and funding for grant funded positions is to come from the applicable grant programs. NOW THEREFORE BE IT RESOLVED the Oakland County Board of Commissioners approves a one- time 1% lump sum taxable equity payment to all full-time employees represented by the AFSCME, GELC, MNA, and UAW. BE IT FURTHER RESOLVED that this 1% equity payment will be on base salary, and not to be applied to, or enhance, any County benefit including, but not limited to, Defined Contribution or Defined Benefit retirement benefits. BE IT FURTHER RESOLVED that the 1% one-time equity payment will be processed pay period 12/05/20 — 12/18/20 and paid on the 12/24/20 paycheck. BE IT FURTHER RESOLVED that the FY 2021 Budget be amended as detailed in Schedule A (the detailed budget amendment will be provided for the 12/7/2020 Board of Commissioners' meeting given the timing of when this was presented). Lynch, Deputy County Executive DATE: December 5, 2020 RE: 1% Equity Adjustment for Unions Summary and Background As you are aware during the budget process, we authorized a 1% equity adjustment for non -represented employees with a goal of bringing a compensation study plan forward to the board by the end of the year. Many of the Unions had a wage re -opener for Fiscal Year 2020 with the goal of realigning their wages. Some of their compensation will be aligned with the compensation study so we mutually agreed to delay the wage reopeners until there was more direction on the compensation study. I am requesting the following unions receive the 1% equity adjustment while Labor Relations begins the bargaining process of their current wage plans. • American Federation of State, County and Municipal Employees (AFSCME) representing specific Circuit Court/Family Court classifications • Governmental Employees Labor Council (GELC) representing specific classifications at Children's Village • Michigan Nurses Association (MINA) representing the Public Health Nurses in the Oakland County Health Division • United Auto Workers (UAW) representing supervisors in the Clerk's Office and a newly formed union (A Tentative Agreement will be brought to the Board in January). Our goal is to bring back a formal updated wage plan in January 2021 for the unions that hold wage reopeners. With your approval, the one-time, 1% equity payment will be processed with the pay period beginning December 5, 2020 and paid on the December 24, 2020 paycheck. In speaking with Fiscal Services, we are recommending funds be allocated from the Non -Departmental General Fund Salary Adjustment Reserve line item for General Fund / General Purpose positions and funding for grant funded positions is to come from the applicable grant programs.
