President Wiseman at 7:00 PM on Monday, September 14, 2020.

Items from the Superintendent:
Dr. Salah stated this was the first time in his career that he experienced four first days of school!
Dr. Salah reported that the framework for the 2020/21 budgets was just coming in and the tentative
framework reveals we may not see any cuts. The superintendent shared we have asked for additional
dollars for the pandemic.
The Superintendent announced that Jill McDonald was recognized by Oakland Schools for her
outstanding work on our English Learner (EL) program.

Trustee Pearson said he couldn’t imagine after 40 years of teaching, working under today’s
circumstances.
Trustee Cotter said she visited several buildings and she observed we have great students! Thank you
to everyone that masked up. Ms. Cotter remarked we have the best teachers in Oakland County!

Association Comment:
Jennifer Hollander, HVEA President reported that she misses her time with HVS students. Ms.
Hollander shared that she was inspired by a sentence in a social skills lesson, “It’s about the people,
people.” She shared that as HVEA President, she has over 500 educators who are her people and it’s
all about them so she likes to always remember “It’s about the people, people.”

Emergency Purchases Approved by Superintendent for COVID-19 Related Items
Middle School Big Ideas Mathematics Renewal
The Huron Valley Schools - Regular Board of Education Meeting September 14, 2020
The middle school mathematics core courses have been using the Big Ideas textbooks and online
resources beginning in the 2014-15 school year. These materials align with state standards for
mathematics. The original six-year licenses for online materials are expiring and need to be renewed
for the 2020-21 school year. These licenses are especially needed this year due to COVID-19. Our
hybrid learning model will require all secondary students to have access to Big Ideas online resources
for remote learning.
The Big Ideas online subscriptions we purchased for middle school mathematics classes (6th grade
math, 6th grade advanced math; 7th grade math, 7th grade advanced math; 8th grade math) are
expiring and need to be renewed with a three-year length. This purchase will provide all students with
1:1 remote access to their math resources. The approximate cost for all subscriptions is $92,040. In
addition, we are asking the Board to approve a 10% contingency to cover increased enrollment or price
difference.
The district has initiated the purchase of Big Ideas licenses in the amount of $92,040. Funds for this
purchase are budgeted in the Teaching, Learning, and Technology general purchase.
It was moved by Mr. Carlson and supported by Mr. Pearson that the Board of Education ratified the
emergency purchases approved by the superintendent for COVID-19 related items.

Secondary Social Studies TCI Online Subscription Renewal/Purchase
The secondary social studies core courses have been using the TCI textbooks and online resources,
adopting them in a rolling implementation from 2008-2013, when 6-year online subscription purchases
were included in the purchase of new textbooks. These materials align with the June 11, 2019
adoption of new state standards for social studies. This year both the Economics and Government
subscriptions are up for renewal for high school courses. In addition, due to COVID-19, our hybrid
learning model and virtual academy will require all secondary students to have access to TCI licenses
for remote learning. These subscriptions include a robust online supplement to the core textbook, and
allows for student access at home and at school.
The district has initiated the purchase of TCI licenses in the amount of $55,175. Funds for this
purchase are budgeted in the Teaching, Learning, and Technology general purchase.
New Business:
Oakland Together School COVID-19 Support Fund Resolution
On March 12, 2020, Huron Valley Schools closed due to the global pandemic. As a result of the
pandemic, school districts have been required to absorb additional costs in order to meet the needs of
students and still provide a safe environment and high-quality educational experience. The financial
uncertainties of COVID-19 have created significant challenges for school districts across the state of
Michigan.
Huron Valley Schools has spent approximately $700,000 in personal protective equipment (PPE), in
order to provide for the appropriate safety measures required to operate schools during the pandemic.
In addition to these costs for PPE, the district has also agreed to employ 25 permanent substitute
teachers, purchase additional technology, hire additional custodians as well as quarantine room

monitors. In order to support students across Oakland County, Executive Dave Coulter, his
administrative team, and the Board of Commissioners have agreed, it would be beneficial to support
local school districts with $28 million in CARES act money for reimbursement of expenses associated
with the COVID-19 pandemic.
Administration is requesting that the Board of Education supports the presented resolution,
offering our sincerest gratitude and thanks to Executive Dave Coulter, Deputy Executive Sean
Carlson and the Oakland County Commissioners for supporting public education.
It was moved by Ms. Cotter and supported by Mr. Pearson that the Board of Education approves the
Oakland Together School COVID-19 Support Fund Resolution as presented.

Extended Continuity of Learning Plan (Exhibit D)
On June 30, 2020 Gov. Gretchen Whitmer issued Executive Order 2020-142 requiring “every school
district and non-public school must adopt a COVID-19 Preparedness and Response Plan that is
informed by the Return to School Roadmap from the COVID-19 Task Force on Education and Return
to School Advisory Council.” The Huron Valley Schools Board of Education approved the initial plan
on August 10, 2020.
Section 98a of Public Act 149 of 2020 established the requirement for Extended COVID-19 Learning
Plans to be approved by The Board of Education.
The Extended COVID-19 Learning Plans must include the following:
Assurances: The Plan Assurance has been assigned by the District Superintendent or President of the
Board of Education.
Opening Statement: The Plan describes why an Extended COVID-19 Learning Plan is necessary to
increase pupil engagement and achievement for the 2020-2021 school year.
Educational Goals: The Plan must establish its educational goals for all students and all subgroups K-
8 by September 15, 2020. The plan specifies which goals are expected to be achieved by the middle
and end of the school year. The plan includes goals that include increased pupil achievement or
growth; the benchmark assessment(s) are aligned to state standards and administered to all pupils K-8
at least once within the first 9 weeks of the 2020-21 school year. The goals are measurable through a
benchmark assessment.
Instructional Delivery: The Plan describes how and where K-8 instruction will be delivered during
the 2020-21 school year. The plan describes how K-8 instruction for core academic areas will expose
each pupil to the academic standards that apply for each grade level/course. The plan describes how
pupil progress will be reported.
Equitable Access: For virtual pupil instruction, the plan describes how the District will provide pupils
with equitable access to technology and the internet necessary to participate in instruction. The Plan
describes how the District will ensure students with disabilities will be provided with equitable access
to instruction and accommodation in accordance with applicable state and federal laws, rules and
regulations.
Optional: The Plan describes how the needs of other vulnerable student populations, such as but not
limited to, early English Learners and fledgling/struggling students are met. The plan describes how

students will, during pandemic learning, have continued access to programs such as, but not limited to,
Early Childhood, CTE, Early-Middle College, Dual Enrollment and Advanced Placement as applicable
within the District.
It was requested that the Board of Education approve the Extended COVID-19 Learning Plan as
presented.
It was moved by Mr. Carlson and supported by Ms. Pistana that the Board of Education approves the
Extended Continuity of Learning Plan as presented.

Computer Equipment Purchase
As a part of the 2019 Bond, the district has plans to replace technology equipment across the district
and provide additional technology for instructional use. All students enrolled in the Huron Valley
Virtual Academy have been provided a device on request. All families participating in the Hybrid
Learning program have also been provided a device to support asynchronous remote learning; however
several families are requesting additional devices. As previously reported, the district has been notified
of significant supply chain issues related to COVID-19 impacting availability of equipment.
To meet the immediate needs, the district would like to accelerate the 2019 Bond purchase program to
move towards 1:1 environment sooner than originally planned. Currently, we have an outstanding
order for 521 Chromebooks that was previously approved as part of the summer 2020 refresh cycle. By
purchasing an additional 1400 Chromebooks this school year, we will have enough equipment for each
student in grades 3-12. This will also provide for a sustainable, 5-year replacement cycle using existing
and new equipment within the bond program.
In addition, several support staff have been using district provided Chromebooks to support remote
learning and operations. With the purchase of 71 additional laptops for instructional para professionals,
the district will be able to reallocate those Chromebooks for student use. Additional portable laptop
equipment is also recommended to be used as needed for additional staff and to augment needs (hot
swap repairs, etc.).
To meet these needs, the following equipment is planned for purchase:
1400 Chromebooks w/ Google License (similar to Dell Chromebook 3100) @ $250.00ea
100 Laptops (similar to Dell Latitude 3410) @ $600.00ea
It was recommended that the Board approve the purchase of 1400 Chromebooks and 100 Laptops in
the amount of $410,000 be purchased from participating member consortium contracts.
It was further recommended that the Board authorize John Tavernier, Assistant Superintendent of
Teaching, Learning & Technology, to sign any necessary contracts.
The funds for these purchases are budgeted in the 2020 Bond funds and Technology Services General
Fund.

Good and Welfare:
Mr. Pearson said he observed all the progress that has happened to the Milford High Campus,
including Watkins Blvd. Over the past 60 years. He also reported that he was happy to see how far we
have come since 911 in allowing students to travel out of the country.

Executive Committee Meeting Minutes

Agenda:
September 14 Board Meeting Agenda
The committee reviewed the board agenda for the September 14 board of education meeting. Agenda
items were discussed, questions were raised and answered.
LHS/MHS Spaces & District Planning
The committee began having discussions and brainstorming ideas regarding the future renovations of
the former leisure pool spaces. The committee discussed its need to utilize bond dollars in order to
fulfill the outcomes of the Building Futures Committee. This may include shifting bond projects that
incorporate the surplus space that is now available in the previous leisure pool areas. The board will
continue to have discussions with the administration through strategic planning about the districts short
and long term vision for HVS. Discussions regarding CTE expansion, robotics and the arts were all
encompassed throughout the discussion.
Expulsion/Readmittance Process & Policy Considerations
The committee reviewed Section 380.1311 of the Revised School Code (Excerpt) dealing with
Suspension or Expulsion of a Pupil. The committee agreed that our policy and practice need some
revisions in order to ensure clarity of process. Dr. Salah was asked to work with the district attorney’s
to draft a policy that accomplishes this task. High level discussion included several steps:
1. Building administration makes a recommendation to the Superintendent or designee.
2. Superintendent or designee will hold a student disciplinary hearing and issue an outcome
3. Parents/Guardian will have an opportunity to appeal that determination to the board of
education in open or closed session.
SMART Goals
Dr. Salah shared his SMART goals for both goals 2 and 5 based upon feedback from the previous
regular meeting of the board of education. The SMART goals will be shared as a part of board notes
and brought to the board on September 28 with a recommendation for adoption of the board.
Policies
Dr. Salah followed up with additional information related to board policies 4114A, 4114AP, 5123,
5141 and 6140. The policies were discussed and the committee agreed to continue revisiting these
policies as needed.
Return to Schools Legislation
The committee discussed the Return to Schools Legislation, in particular the requirements for
benchmark testing.

Regular Agenda Items
a. HVVA Enrollment Update - Mr. Tavernier shared updated enrollment information. As of
8/26/20, a total of 1800 students were enrolled with 880 at the elementary, 431 at middle school and
489 at the high school level.
b. Return to School Update - The committee discussed several topics related to the opening of
school including staffing updates, timing of releasing student schedules, adjustments to course
offerings and balancing student attendance in the hybrid model.
c. Instructional Resources - TLT is reviewing a number of requests for additional instruction
resources needed to support teaching and learning in a virtual environment. The department is
prioritizing and evaluating the requests and adjusting budgets. Mrs. Nemeth reviewed the new
benchmark assessment requirements and the district plan in using NWEA for all students and
implementing iReady assessments and instructional resources in the HVVA.
d. Consent Agenda Items - The committee discussed the following purchase requests:

was approved for immediate purchase to implement online learning resources under

COVID-19 Update
PPE
The District delivered pallets of PPE to each of the buildings. We plan to restock items as they are
disbursed to keep stock on hand as needed. Bottled water has been provided to the buildings to reuse in
bottle filling stations rather than using drinking fountains. The district has purchased approximately
$650K in PPE. The cost of PPE has not impacted the general fund due to CARES Act funding.
Transportation Update
Ridership on buses range from 6-15 students with only siblings sitting together. Drivers reported no
issues with taking students temperatures and hand sanitizing upon entering the bus.
Food Delivery Update
The committee discussed meal pick-ups 1 or 2 times a week at the students neighboring school. If it is
necessary to return to all virtual learning, neighborhood delivery may be added as we provided in the
spring. The USDA announced the extension of federal waivers allowing meals to continue to be
provided to children ages 18 and under at no cost to the families through December 2020.

Lusk Albertson Merger
During the annual organization meeting June 15, 2020 the Board appointed Lusk & Albertson legal
counsel for employee relations, Special Education issues and general matters. Lusk Albertson
announced that it was being acquired by the Grand Rapids-based law firm of Miller Johnson effective
September 1st. It is recommended that the Board pass a resolution identifying Miller Johnson as
approved legal counsel.

Agenda:
Return to School Bill
The committee discussed the recently adopted bi-partisan bills referred to as the Return to School Bill.
The main features include:
1. Benchmark assessments will be required within the first nine weeks of the school year.
2. Enrollment will be based upon 75% of last year’s enrollment and 25% of the current year’s
enrollment.
3. Attendance will be based upon at least two, two way interactions per week between the teacher
and students.
4. The 1098 hours and 180 day requirement will have some flexibility as long as the content is
covered over the course of the school year through synchronous and asynchronous learning.
$65M CARES Act Allocation
The committee discussed the $65 million allocation that the governor announced as a support for
schools. Unfortunately, Huron Valley will not reap the benefits of these dollars because in order to
qualify a district must have a poverty rate of 50% or greater.
Advocating for School Funding
Mr. Pearson and the committee discussed the importance of the board remaining vigilant in its
advocacy at the state level regarding funding and the education of HVS children.
