RETIREMENT AND DEFERRED COMPENSATION BOARD MINUTES
The Oakland County Retirement and Deferred Compensation Board meeting was held via
teleconference on December 17, 2020 at 1:30 p.m.
I. Call to Order/ Roll Call
Members Present:
James VanLeuven Jr. (Clear Water, FL), Joseph Rozell (Bonita
Springs, FL), Lauri Siskind (Riverside Co, CA), Dave Woodward
(Pontiac, MI), Curtis Childs (Pontiac, MI), Andy Meisner (Pontiac,
MI), Jeff Phelps (Waterford, MI), April Lynch (Waterford, MI),
Helaine Zack (Huntington Woods, MI)

II. Approval of the Agenda
A. Moved by Meisner, seconded by Zack to approve the agenda and to temporarily
suspend Article IV – General Rules & Regulations of the Board ByLaws, to allow
for this Board meeting to be held via teleconference during the COVID-19
pandemic. Motion carried.
III. Public Comment
Chairperson VanLeuven recognized and thanked Trustees Zack and Childs for their
years of service on the Board.
IV. Regular Agenda
A. Moved by Siskind, seconded by Phelps to approve the minutes of November 19,
2020. Motion carried.
B. Retirements
1. Moved by Childs, seconded by Lynch to approve the following Defined
Benefit applications. Motion carried.

A. Chris Kuhn and Peter Brown of AndCo Consulting presented the following
reports and provided comments summarizing highlights contained in each:

• Oakland County Employees’ Retirement System (ERS) Monthly Flash Report
Period Ending October 31, 2020
• Oakland County Employees’ Retirement System (ERS) Defined Benefit Plan
Alternative Investments – June 30, 2020
B. Louise Gates of Gabriel, Roeder, Smith & Co. provided comments summarizing
the highlights contained in the OCERS GASB Statement No. 67 Plan Reporting
and Accounting Schedules as of September 30, 2020.
Moved by Rozell, seconded by Zack to receive and file the OCERS GASB
Statement No. 67 Plan Reporting and Accounting Schedules as of September
30, 2020. Motion carried.
C. Moved by Siskind, seconded by Childs to receive and file the December 2020
Administrator’s Report. Motion carried.
D. Aaron Castle of VanOverbeke, Michaud & Timmony, P.C. (VMT) provided a
verbal update on legal matters.
Moved by Woodward, seconded by Zack to receive and file the December 2020
update on securities litigation by Miller Law Firm. Motion carried.
Moved by Childs, seconded by Siskind to receive and file the December 2020
Legal Report. Motion carried.
VI. Unfinished Business
None.
VII. New Business
A. Moved by Siskind, seconded by Zack to approve the Defined Contribution (DC)
consultant Request for Proposal (RFP) and projected timeline. Motion carried.
B. Aaron Castle of VMT, provide an update on the Michigan Inter-governmental
Trade Network (MITN) for posting RFPs.
Moved by Rozell, seconded by Childs to amend the Professional Advisor &
Service Provider Review Policy to update Section III.B.1.c to remove the MITN
requirement for posting RFPs. Discussion followed.
