MINUTES OF THE BOARD OF COUNTY ELECTION COMMISSIONERS
CALL TO ORDER:
The Board of County Election Commissioners meeting was called to order by Clerk Brown on March
19, 2021 at 2:04 p.m. via video conference.
ROLL CALL:
MEMBERS PRESENT: Brown (Pontiac, MI), Meisner (Pontiac, MI). (2)
ABSENT: Ryan. (1)
OTHERS PRESENT: Joseph J. Rozell, Director of Elections; Heather Kadulski, Election Specialist;
Karen McDonald, Prosecutor; Fred Miller, Deputy County Clerk; Pete Menna, Corporation Counsel; Ross
Gavin, Deputy Treasurer for Public Policy & Outreach and Robert Wittenberg, Treasurer Elect.
Moved by MEISNER supported by BROWN to appoint Karen McDonald as a Member of the Commission.
Motion carried.
Prosecutor McDonald assumed the role of Chairperson.
APPROVAL OF AGENDA:
Moved by BROWN seconded by MEISNER to approve the agenda. Motion carried.
APPROVAL OF MINUTES:
Moved by MEISNER seconded by BROWN to approve the minutes of the March 3, 2021 Board of County
Election Commissioners Meeting. Motion carried.
NEW BUSINESS:
Prosecutor McDonald advised that proper notice had been given for today’s meeting for the recall of
Barbara Anness, Board Member, Rochester Community School District, Kevin Beers, Board Member,
Rochester Community School District, Michelle Bueltel, Board Member, Rochester Community School
District and Andrea Walker-Leidy, Board Member, Rochester Community School District. She also advised
that the purpose of today’s meeting according to MCL 168.952 of Michigan Election Law, is that the
Commission shall meet and determine whether each reason for the recall stated in the petitions are factual
and of sufficient clarity to enable the officer(s) whose recall is being sought and the electors to identify the
course of conduct which is the basis of the recall.

“On October 26, 2020 voted “yes” to allow the Superintendent to change the model of instruction without the
board’s oversight or approval.”

Prosecutor McDonald asked if there was anyone present who wished to come forward to speak as a
proponent of the petition. No one spoke as a proponent of the petition.
Prosecutor McDonald asked if there was anyone present who wished to come forward to speak in
opposition to the petition. Andrea Walker-Leidy spoke in opposition of the petition for all individuals subject
to the recall. Each individual agreed with the statement read by Andrea Walker-Leidy.
Discussion followed.
Moved by MEISNER seconded by BROWN that the petition submitted by Andrew Weaver for Barbara
Anness, Board Member, Rochester Community School District be disapproved.
VOTE ON BARBARA ANNESS PETITION: AYES: MEISNER, BROWN, MCDONALD
NAYS: NONE
The petition was DISAPPROVED.
B. RECALL OF KEVIN BEERS

PUBLIC COMMENT: Clerk Brown and Prosecutor McDonald spoke during public comment.
Moved by BROWN seconded by MEISNER that the meeting be adjourned. Motion carried.
Prosecutor McDonald adjourned the meeting at 2:25 p.m.
