HomeMy WebLinkAboutResolutions - 2021.03.25 - 34287MISCELLANEOUS RESOLUTION #21128 March 25, 2021 BY: Commissioner Penny Luebs, Chairperson, Public Health and Safety Committee IN RE: HEALTH AND HUMAN SERVICES/HEALTH DIVISION — AMENDMENT #2 SUPPLEMENTAL TO THE FISCAL YEAR 2021 LOCAL HEALTH DEPARTMENT (COMPREHENSIVE) AGREEMENT To the Oakland County Board of Commissioners Chairperson, Ladies and Gentlemen: WHEREAS the Oakland County Health Division has received Amendment #2 to the Fiscal Year (FY) 2021 Local Health Department (Comprehensive) Agreement (formerly the Comprehensive Planning, Budgeting, and Contracting agreement - CPBC) from the Michigan Department of Health and Human Services (MDHHS); and WHEREAS the original agreement totaling $15,769,498 was adopted by the Board of Commissioners on October 21, 2020 via Miscellaneous Resolution (MR) #20459; and WHEREAS Amendment #1 (MR #20640) increased the grant funding to $17,535,535 and Amendment #2 (M.R. #21048) increased the funding to $17,717,240; and WHEREAS Amendment #2 Supplemental increases the grant funding to $22,506,438, an increase of $4,789,198; and WHEREAS Amendment #2 Supplemental provides COVID Immunization and Supplemental COVID vaccination funding to support Local Health Department driven COVID19 vaccination events; and WHEREAS the additional funding of $4,789,198 was released from MDHHS subsequent to MR #21048, and WHEREAS the grant agreement has completed the Grant Review Process in accordance with the Grants Policy approved by the Board of Commissioners at their January 21, 2021 meeting. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners accepts the FY 2021 Local Health Department (Comprehensive) Agreement Amendment #2 Supplemental in the amount of $4,789,198 with no local grant match BE IT FURTHER RESOLVED that the future commitment and continuation of the Special Revenue positions is contingent upon the level of funding associated with the agreement. Funds are intended to support COVID vaccination clinics, education, communication, and outreach. New Project Detail: COVID Immunization - $773,458 Project Period: 12/1/2020 — 6/30/2021 COVID Immunization MI Supplemental - $4,015,740 Project Period: 1/1/2021—9/30/2021 The additional projects will increase Oakland County's agreement amount from $17,717,240 to $22,506,438. It is understood that these projects were released after the original amendment #2 to Oakland County and interrupts the standard process of approval. Immunizing Michiganders against the COVID-19 virus is a top priority and it is hopeful that the approval process can be expedited so that MDHHS is able to disburse funding for COVID Immunizations projects.
