Chairperson, Ladies and Gentlemen:
WHEREAS on July 2, 2020, via Miscellaneous Resolution #20235, the County accepted HUD's CARES
Act funds through the Emergency Solutions Grant (ESG-CV) Program in the amount of $1,155,293; and
WHEREAS on February 11, 2021, HUD transmitted to the Neighborhood & Housing Development
Division additional Program allocation of CARES Act Round 2 ESG-CV in the amount of $2,033,828,
increasing the total funding to $3,189,121; and
WHEREAS the additional program funding will go to the continuation of emergency shelters, homeless
prevention and rapid re -housing, homeless management information system (HMIS) and administration
benefiting individuals and families in Oakland County Communities who are homeless or receiving
homeless assistance and homelessness prevention activities to mitigate the impact created by the COVID-
19 virus; and
WHEREAS the ESG-CV2 grant is 100 percent federally funded and is exempt from the ESG grant
match requirements including 24 CFR 576.201; and
WHEREAS the grant funds will partially support the following 2 Special Revenue (SR) positions: one
(1) Senior N&HD Specialist position (#10806) and one (1) Housing Counseling & Homeless Services
Supervisor position (#03354) in the Department of Health and Human Services/Neighborhood & Housing
Development Division (1060703); and
WHEREAS the grant agreement has completed the Grant Review Process in accordance with the Grants
Policy approved by the Board of Commissioners at their January 21, 2021 meeting.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners hereby
authorizes and accepts the attached amendments to the PY 2019 Annual Action Plan and the CARES
Act allocation of ESG-CV2 from the U.S. Department of Housing and Urban Development in the amount
of $2,033,828 for the period of June 24, 2020 through June 24, 2022.
BE IT FURTHER RESOLVED that the grant funds will partially support the following 2 Special Revenue
(SR) positions: one (1) Senior N&HD Specialist position (#10806) and one (1) Housing Counseling &
Homeless Services Supervisor position (#03354) in the Department of Health and Human
Services/Neighborhood & Housing Development Division (1060703).
BE IT FURTHER RESOLVED that the Oakland County Board of Commissioners authorizes both the
Board of Commissioners Chairperson and the County Executive to execute the grant agreements and
to approve amendments and extensions within fifteen percent (15%) of the original award, consistent
with the original agreement as approved.
BE IT FURTHER RESOLVED that acceptance of these grants does not obligate the County to any
future commitments.
BE IT FURTHER RESOLVED that the FY 2021 Special Revenue budget amended as follows:

General Terms and Conditions: This Agreement between the U.S. Department of Housing and
Urban Development (HUD) and the Recipient is made pursuant to the authority provided under the
"Homeless Assistance Grants" heading of title XII of Division B of the CARES Act (Public Law 116-
136) and Subtitle B of Title IV of the McKinney-Vento Homeless Assistance Act (42 U.S.C. 11371 et
seg.). Subject to the CARES Act and any waivers or alternative requirements HUD shall make as
provided by that Act, the Recipient's Consolidated Plan submissions (including the Recipient's
approved annual Action Plan and any amendments), the Emergency Solutions Grants Program
regulations at 24 CFR Part 576 (as now in effect and as may be amended from time to time), and this
Agreement, including any special conditions and requirements attached to this Agreement, constitute
part of this Agreement. Subject to the terms and conditions of this Agreement, HUD will make the
funds available to the Recipient upon execution of this Agreement by the Recipient and HUD. The
funds may be used for costs incurred by a State or locality before the Period of Performance,
provided the costs are otherwise allowable and were incurred to prevent, prepare for, and respond to
coronavirus. The Recipient agrees to assume all of the responsibilities with respect to environmental
review, decision making, and action required under the HUD regulations at 24 CFR Part 58, subject
to the exception the CARES Act provides for temporary emergency shelters. Nothing in this
Agreement shall be construed as creating or justifying any claim against the federal government or
the Recipient by any third party. Without the Recipient's execution of an amendment or other
consent, HUD may amend this Agreement either to provide additional funds to the Recipient under
the CARES Act or to deobligate funds under this Agreement in accordance with applicable law.

Indirect Cost Rate
The Recipient shall attach a schedule of its indirect cost rate(s) in the format set forth
below to the executed Agreement that is returned to HUD. The Recipient shall provide
HUD with a revised schedule when any change is made to the rate(s) described in the
schedule. The schedule and any revisions HUD receives from the Recipient shall be
incorporated herein and made a part of this Agreement, provided that the rate(s)
described comply with 2 CFR part 200, subpart E.

Serving Youth Who Lack 3rd Party Documentation or Live in Unsafe Situations
Notwithstanding any contrary requirements under the McKinney-Vento Homeless
Assistance Act or 24 CFR part 576, youth aged 24 and under who seek assistance
(including shelter, services or rental assistance) shall not be required to provide third -
party documentation that they meet the homeless definition in 24 CFR 578.3 as a
condition for receiving assistance; and unaccompanied youth aged 24 and under (or
families headed by youth aged 24 and under) who have an unsafe primary nighttime
residence and no safe alternative to that residence shall be considered homeless for
purposes of assistance provided by any private nonprofit organization whose primary
mission is to provide services to youth aged 24 and under and families headed by youth
aged 24 and under.

People experiencing homelessness shall not be required to receive treatment or perform
any other prerequisite activities as a condition for receiving assistance.

responding to the coronavirus crisis. The Coronavirus Aid, Relief and Economic Security
(CARES) Act provides funding to enable your community to prevent, prepare for, and respond to
coronavirus through providing quality subsidized housing and expanding economic opportunities
for low -and moderate -income persons through Department of Housing and Urban Development

Credit for the supplemental CARES Act funds, it will be necessary for your agency to sign,
execute and return one (1) copy of each Grant Agreement. Electronic signature and email
submission of the agreement to the field office is approved. Return one (1) copy of each
agreement or amendment to this office to the attention of Keith Hernandez, Director, Community
Planning and Development. Please execute each attached Funding Approval and/or Grant
Agreement and return a digital copy of each approval/agreement via email

site in your program files.
If there is a need to add or remove individuals authorized to access the Integrated
Disbursement Information System (IDIS), please submit an IDIS Online Access Request Form
(HUD 27055), which can be signed and notarized electronically. Additionally, if there is a need
to establish or change the depository account where these funds are to be wired, a Direct Deposit
Sign -Up form (SF-1199A) must be completed electronically by your financial institution and
returned to this office by email with a copy of a voided check.
You are reminded that these grants are subject to the provisions of 24 CFR Part 58
Environmental Review Procedures unless requirements are waived through the CARES
Act. Funds for covered activities may not be obligated or expended until HUD has approved the
release of funds. A request for release of funds (RROF) must be accompanied by an
environmental certification, and until the RROF is approved and notification is received, no
HUD funds should be committed. If the project or activity is exempt per 24 CFR 58.34 or
categorically excluded (except in extraordinary circumstances), no RROF is required. Updated

All grantees must ensure they maintain active Dun and Bradstreet Numbering System
(DUNS) numbers in the System for Award Management (SAM) system. Entities must have an
active and unexpired DUNS before execution of grant agreements to avoid delays in
the obligation of funds which will delay your ability to drawdown funds in IDIS. Grantees are
required to maintain an active SAMs registration by re -activating their DUNS number annually
in the SAM system for the entire drawdown period of their grants. DUNS numbers can be

ESG-CV Description
This second amendment to the Proaram Year (PY) 2019 Annual Action Plan describes how the
COVID-19 Emeraencv Solutions Grant Round 2 (ESG-CV2) funds will be utilized locally to address
the COVID-19 pandemic. The ESG-CV2 funds will be used to provide Administration Homeless
Manaaement Information Svstem (HMIS). Shelter Operations - Hotel Rooms. Shelter ODerations-
COVID Expenses and Homeless Prevention/Rapid Rehousina activities.
Administration
Costs associated with the administration of ESG-CV2 funds.
Homeless Manaaement Information Svstem (HMIS)
The HMIS lead aaencv will receive fundina for a two-vear period to ensure vendors are trained on
HMIS. This will include followina all reauired protocols. collectina COVID related data elements and
movidina data for reoortina purposes.
Shelter Onerations - Hotel Rooms
Leasina of temoorary shelters, includina hotel rooms in lieu of rotatina shelters. The hotel rooms are
being used for those individuals who are recoverina from COVID. who are svmotomatic. or who reauire
auarantine. Eliaible expenses include the room. food. case manaaement and suoDortive services. In
addition. Droaram supplies includina but not limited to personal protection eauioment (PPE). cleanina
supplies, internet service and Droaram oDeratina costs such as insurance and financial Drocessina are
eliaible expenses. The proposed budget compliments other resources received to cover maximum
needs.
Shelter Oneratina Costs
Staff costs includina hazard Day. cleanina supplies. PPE and medical related transportation costs.
Homeless Prevention and Ranid Rehousina Activities
Housina for households at or below 50% area median income affected by COVID-19 provided when
no other fundina is available. Activities will also assist those who are in motels to be re -housed as
auickly as possible. Covers short- and medium -term rent (uD to 12 months). securitv deposits.
applications fees, utility deposits. case management. Proaram operational costs such as eliaibilitv
review. inspections and pavment processing are included. Fund will complement other available
communitv resources.
Procedures to Drevent duplication of services will be maintained for all ESG-CV activities.

A Substantial Amendment to the PY 2019 Annual Action Plan, and Citizen Participation Plan usually
require specific public comment periods. However, the U. S. Department of Housina and Urban
Development (HUD) has waived this reauirement provided that the arantee publish how its ESG-CV2
