IN RE: COUNTY EXECUTIVE — CREATION OF ENVIRONMENTAL SUSTAINABILITY OFFICER
CLASSIFICATION AND POSITION
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen
WHEREAS Oakland County has 1,450 lakes, 138 miles of trails, and 90,000 acres of parks, and of course,
surrounded by our Great Lakes; and
WHEREAS it is Oakland County's responsibility to leave these assets to future generations, which starts by
addressing climate change; and
WHEREAS it is important for Oakland County to focus on developing a plan to achieve net zero greenhouse
gas emissions by 2050 through bold strategies and regional cooperation; and
WHEREAS Oakland County has already started to move the needle on these efforts; and
WHEREAS a major step toward achieving environmental sustainability is to bring a subject matter expert on
our team to drive strategies, assist in developing the County's near -term and long-term sustainability agenda,
tracking progress, engaging external partners, and working with County departments to execute
sustainability initiatives; and
WHEREAS it is proposed to create a new classification and position, appointed by the County Executive,
titled Environmental Sustainability Officer; and
WHEREAS the cost to create this position will be largely offset by deleting the Deputy Director Economic
Development position; and
WHEREAS the cost of creating the County Executive position titled Environmental Sustainability Officer and
deleting the Economic Development position titled Deputy Director Economic Development is $2,417 for the
remainder of FY 2021 and $4,834 for FY 2022 - FY 2023 and will be covered by using the Classification and
Rate Change Fund.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves the
creation of a new classification, appointed by the County Executive, titled Environmental Sustainability
Officer, to be placed at salary grade APP/336.
BE IT FURTHER RESOLVED to delete the following position:

Motion carried on a roll call vote with Kochenderfer voting no.
REQUEST:
1. To delete one (1) GF/GP FTE Deputy Director Economic Development position (#1090101-10116).
2. To create anew classification, appointed by the County Executive, titled Environmental Sustainability Officer,

Class Title: ENVIRONMENTAL SUSTAINABILITY OFFICER
Department: County Executive / Administration
Reports To: Deputy County Executive
FLSA Status: Exempt

GENERAL SUMMARY
Function as a strategic advisor to the County Executive on environmental sustainability initiatives.
Develops the County's near -term and long-term sustainability agenda, tracking progress, engaging external
partners, and working with County departments to execute sustainability initiatives. Reviews plans and
creates recommendations, ordinances, policies and programs revolving around environmental
sustainability. Leads the county wide Climate Action Plan. Fosters a culture of sustainability through
County communications and education. Utilizes current Countywide and/or department specific software
to complete assignments.
SUPERVISION EXERCISED
Act as a lead to coordinate staff that is assigned to environmental sustainability related projects.
ESSENTIAL JOB FUNCTIONS
Creates and coordinates the implementation of the County's sustainability initiatives.
Ensures that environmental justice and equity is addressed and prioritized in our goal alignment.
Researches and reviews regulatory, technical, or market issues related to sustainability.
Identifies and prioritizes areas for community sustainability efforts and recommend strategies for
proactively addressing relevant sustainability issues.
Creates and maintains plans or other documents related to sustainability projects.
Identifies or procures needed resources to implement sustainability programs or projects, including writing
grant applications and/or project proposals to secure funding for sustainability projects.
Fosters a culture of sustainability through County communications and education.
Provides technical or administrative support for other County Departments, residential and commercial
sustainability programs.
CLASS TITLE: ENVIRONMENTAL SUSTAINABILITY OFFICER
Identifies or creates new sustainability indicators.
Measures and monitors progress against sustainability strategies, objectives and performance targets.
Works with other County Departments to collect data and track progress on sustainability goals and
initiatives
Supports the alignment of the campus sustainability plan and works with Facilities Management to assist
in implementation.
Communicates the sustainability benefits of multi -modal transportation, green building strategies, etc., to
public, staff, and elected officials through social media, print, web, and ArcGIS.
Monitors and advises on sustainability policies, programs and guidelines for storm water management on
public and private development (storm water retention and detention, bioswales, plant recommendation).
Engages with community and/or interest/stakeholder groups.
Communicates sustainability goals and progress to County Executive Administration, the Board of
Commissioner and the general public.
Utilizes current Countywide and/or department specific software to complete assignments.
ADDITIONAL DUTIES & RESPONSIBILITIES
Represents the County Executive at meetings and events and on boards as assigned.
ESSENTIAL MENTAL & PHYSICAL REQUIREMENTS
Ability to communicate to accurately convey information.
Ability to operate a motor vehicle and/or be a passenger.
WORKING CONDITIONS
Work is performed in a typical office environment and may be exposed to weather elements when traveling
or participating in events outside.
Participate in activities that require driving or being a passenger in an automobile or bus.
IMPORTANT NOTE: The primary purpose of this job description is to set a fair and equitable salary range
for this job classification. Generally, only those key duties necessary for proper job evaluation and/or labor
market analysis have been included. Other duties and responsibilities will be assigned by the supervisor.
CLASS TITLE: ENVIRONMENTAL SUSTAINABILITY OFFICER
EXPERIENCE. TRAINING. KNOW LEDGES. SKILLS & ABILITIES
Under the Merit System Resolution, Section 11, initially adopted November 8, 1966, employees in this class
are excluded from the Merit System for the purpose of the manner of selection, appointment, removal from
office or limitation of political activity.
Employees in this class are required to pass an employment medical examination prior to the effective date
of the appointment.
NOTE: The desirable qualifications for this classification, when provided to the Human Resources
Department, will be stated on a separate page. The desirable qualifications are not to be considered
as definitive but are subject to revision by the County Executive.
EXPERIENCE. TRAINING. KNOWLEDGE. SKILLS AND ABILITIES
A. REOUIRED MINIMUM OUALIFICATIONS
Possess a bachelor's degree from an accredited college or university. Preferred major in
environmental science, environmental planning, environmental engineering, architecture
and/or green building administration or equivalent field of study.
NOTE: Applicants possessing transcripts from a college or university outside of the United States
will be required to provide documentation of degree equivalency from a member of the
National Association of Credential Evaluation Services (httn://naces.ore/members.htmll.
The degree evaluation will be required for application processing.
Have five (5) years of fill -time professional work experience sustainability program
development & implementation.
B. ADDITIONAL DESIRABLE QUALIFICATIONS
1. Master's degree in environmental science, environmental planning, environmental
engineering, architecture and/or green building administration or equivalent field of
study.
2. Considerable ability to display strong analytical skills.
3. Considerably ability to demonstrate experience setting priorities, goals and objectives.
4. Considerably ability to demonstrate experience with building positive vendor working
relations with ESG frameworks.
5. Proven experience reviewing and approving financial and operational budgets.
6. Proven experience interacting with internal and external stokeholds including top level
executives and public figures.
7. Considerable knowledge of various sustainably frameworks (including GRI, UNGC,
CLASS TITLE: ENVIRON1V TNTAL SUSTAINABILITY OFFICER
ISO26000, SASB, SDGs).
8. Considerable knowledge of key sustainabilily issues with an emphasis on Environmental
topics and how they can be integrated into business/government to create measurable
value.
9. Considerably ability to display excellent organizational skills and attention to detail.
