On December 7, 2020 the Board of Commissioners for Oakland County entered into an agreement per MR #20671 –
Board of Commissioners – Approval of Interlocal Agreement with the Oak Park School District for Distribution of CARES
Act Funding.
As required by Urban Cooperation Act 7 of 1967 - MCL 124.510(4), a copy of the signed agreement with the County of
Oakland and the Oak Park School District, and the authorizing Board of Commissioners Resolution are enclosed for filing
by your office.

The meeting was called to order by President Hojda at 7:00 p.m. via Zoom.
PRESENT: Corporan, Gutfreund, Hojda, Klein, Smith

Approval of Consent Agenda
Hojda MOVED and Smith seconded to RESOLVE that the Consent Agenda of the Minutes of September 29,
2020, and the Personnel Recommendations of October 19, 2020, including Addendum be approved as
presented.
Motion carried unanimously
PRESENTATION:
Return to School Recommendation – Dr. Jamii Hitchcock, Superintendent
Dr. Jamii Hitchcock, Superintendent, presented a plan that was gathered from survey data that included parents,
students, and teachers. In her data, it showed that 37% of parents wanted to come back to in-person learning and
63% wanted to continue the virtual learning option. 80% of the students wanted in-person learning and 20%
wanted to continue the virtual learning option and lastly 15% of teachers wanted to do in-person learning and
78% of teachers wanted to continue the virtual option.
The plans included two options as follows:
Phase 1:
Option 1:
OPS families opt into gradually returning to in-person/onsite learning instructional model, following the
proposed timeline.
Key Features:
Phase into in-person learning; maintain required and strongly recommended health and safety protocols
If quarantine is necessary, utilize Google Classroom for asynchronous instruction, exploring Zoomy
Buddy options
Students will be taught in learning hubs with 1 staff per 10 general education students: smaller ratios for
special education students. This will be done 4 days a week with Wednesdays off for deep cleaning.

Option 2:
OPS families opt into full online learning with certified OPS Staff, live feed from classroom(s), or approved,
online self-paced learning platform.
Key Features:
· Rigorous online, self-paced modules w/ consistent grade level standards
· Assigned OPS staff member, but does not include live instruction from a teacher
· Daily virtual contact with teachers & classmates through office hours & enrichment
Phase 2:
The plan has all elementary staff coming back to school on January 4, 2021 for in-person learning and learning
hubs would continue for middle school and high school. They will reassess on January 19, 2021 for middle
school and high school to see if they will go back to full in-person learning.
ACTION ITEM:
Agreement for CARES Act Distribution Between Oakland County and the Oak Park School District
Smith MOVED and Klein seconded to RESOLVED that the Oak Park Board of Education approve the
Interlocal Governmental Agreement with Oakland County to allow for the distribution of the CARES Act
Funds.

The Oakland Together School COVID-19 Support Fund
Klein MOVED and Gutfreund seconded to RESOLVE that the Oak Park Board of Education approve the
Resolution for The Oakland Together School COVID-19 Support Fund: WHEREAS Oakland County leaders
have established the Oakland Together School COVID-19 Support Fund that provides $28 million of CARES
Act to support public school districts with the implementation of safety protocols stemming from the COVID-
19 pandemic; and NOW THEREFORE BE IT RESOLVED the Oakland Together School COVID-19 Support
Fund and the Oakland Together School Nurse Program will allow Oak Park Schools to navigate challenging
financial circumstances amidst a global pandemic.

School Health
Ms. Carol Diglio, Assistant Superintendent of Human Resources, by PowerPoint presentation gave an overview
of the New School Health Plan, stating that the School Health Team, in collaboration with Mr. Barr and Mr.
Burnett, will work to order and implement the proper equipment and materials required to take proper
precautions in preparation for returning to in-person school upon Board approval.
The HR Department has taken over the administration of immunizations and the oversight of the Michigan Care
Improvement Registry (MICR) as part of our efforts to improve School Health systems and proper
immunizations district-wide as required by law. Ms. Diglio introduced and welcomed OPSD Nurse, Vanessa
Long.

CALL FOR CLOSED SESSSION
Hojda MOVED and Smith seconded to RESOLVE that the Oak Park Board of Education enter into Close
Session following the Addenda and before Adjournment for the purpose of Section 8 (c) of the Michigan Open
Meetings Act.
Ayes: Gutfreund, Hojda, Smith, Corporan, Klein
Nays: None

CLOSED MEETING
President Hojda adjourned the meeting to Closed Session at 10:00 p.m., and reconvened to Open Session at
11:47 p.m.
Motion carried unanimously
ADJOURNMENT
The meeting was adjourned at 11:47 p.m.
