Allegan Lansing, MI 48918 Dear Office of the Great Seal: On August 20, 2020 the Board of Commissioners for Oakland County entered into an agreement per MR #20343 – Board of Commissioners – Approval of Interlocal Agreement with the Village of Wolverine Lake for Distribution of CARES Act Funding. As required by Urban Cooperation Act 7 of 1967 - MCL 124.510(4), a copy of the signed agreement with the County of Oakland and the Village of Wolverine Lake, and the authorizing Board of Commissioners Resolution are enclosed for filing by your office. CALL TO ORDER. Nedrow called the meeting to order at 7:03 p.m. 2. PLEDGE OF ALLEGIANCE. 3. ROLL CALL. ROLL CALL. Present: Sienkiewicz, Nedrow, Dumont, Duff, Malek, Scott, Yourke Absent: Dumont Motion carried. 4. RC 07/08/2020 20997 ADDITION(S) TO BUSINESS. Nedrow added an update for the Veterans Memorial under Agenda Item pre 10.a Administrator Smith added two additions: the Progressive A.E. contract amendment for more surveys due to algae growth and CARES Act from Oakland County, an interlocal agreement for reimbursement regarding costs incurred due to COVID 19. 5. RC 07/08/2020 20998 APPROVAL OF AGENDA. MOTION by Duff, seconded by Scott, to approve the agenda as amended. RC 07/08/2020 20999 CORRESPONDENCE AND INFORMATION. A letter from DTE was received in regards to tree trimming around the power lines. Another letter was received from the Michigan Lakes and Streams Association thanking the Village for their membership. 7. RC 07/07/2020 21000 CALL TO THE PUBLIC – THIS IS AN OPPORTUNITY FOR CITIZENS TO ADDRESS THE COUNCIL ON ANY ISSUE. There were no members of the public present on Zoom. 8. RC 07/08/2020 21001 CONSIDERATION OF APPROVING THE FOLLOWING CONSENT AGENDA: A. Minutes of a Regular Council Meeting held on Wednesday, June 10, 2020, as presented. B. List of Warrants for the month of June in the amount of $106,835.30 C. Receive and File Department Reports: 1. Building Report for June 2020 2. Code Enforcement Report for June 2020 3. Fire Report for June 2020 4. Police Report for June 2020 MOTION by Yourke, seconded by Duff, to approve the agenda as presented. ROLL CALL VOTE AYES – Duff, Malek, Scott, Yourke, Sienkiewicz, Nedrow ABSENT- Dumont Motion carried. 9. RC 07/08/2020 21002 BOARD APPOINTMENTS None. 10. RC 07/08/2020 21003 PRESENTATIONS. Veteran’s Memorial Update: Ron Krueger was present to give the update. The flag poles went in last week and the flags were hung on Saturday morning, July 4, 2020. The electrical is being worked on by Clarence Mills. The meter on the berm is owned by Consumer’s Energy, it’s not a Village meter. He is in the process of finding a new power source whether it’s working with Consumer’s or getting an individual power source. The paving contractor has a week set aside in September to get work done. The parking lot improvements should be done by then. Sienkiewicz asked if the electrical hook up will be an expensive endeavor. Krueger wasn’t sure, it’s dependent on being able to work with Consumer’s or if a whole new source for electrical is needed. Kruger expects to get some answers within the next week. Page 3 | VILLAGE COUNCIL AGENDA – July 8, 2020 Malek asked if the electricity is for only one light or all the flags? Krueger clarified that there will be three lights: one highlighting the American flag itself and since the other flags are slighting shorter, there will be two separate lights highlighting the other three flags. There will also be an ornamental fountain needing a power source as well. Proper security will be needed so others can’t draw off the power. Kruger also added a July 31st deadline was issued for all the bricks orders. Kelly Siko added that 9 orders have been received this month so far. The estimated total of orders is around 100. A. Recommendations and updates from Engineer Mike Powell. 1. Benstein Pathway Update. H.G. Sartor is the lowest bidder for the pathway. A smaller paver needs to be rented for the pathway because there is only 6’ of width in all of the areas outside of the Clara Miller Parkway. The Road Commission did not allow the full 8’ for the pathway due to restrictions. Sienkiewicz added he would like to bundle this project with the Vita Trail Extension Paving. Engineer Powell agreed, adding that H.G. Sartor is a good source for the smaller projects. He believes that the bid can be lower than what was already submitted. Scott asked if the major and minor road contracting can be included? Engineer Powell said yes but the repairs, especially on Wolverine Drive, will require more work. It’s fairly intense work. He also added there is time; the Veteran’s Memorial committee will have the parking lot completed by the 1st of September. He asked if the Council will give him time to negotiate with contractors for all the paving except for the Benstein Pathway. It can be brought back before Council next month. Kruger added since there is a certain amount of fall between the memorial and the existing parking lot, it can be realistically absorbing into the parking lot so not as much soil will be removed. The flags were placed in such a way to maintain a good grade. He is confident that no material will need to be hauled out and it can all be used. The pathway will bring folks up to the entrance of the Dairy Twist. By this time next month the pathway should be done and there. 2. Clara Miller Park Bathroom Update. The ground is being surveyed and existing walls are being measured. It will be ready for building permits in two weeks. 3. Greenaway Drain Update. The approval from the DEQ has been granted and the final depth will be 3’. As soon as it is received it will be given to the contractor for work to begin. Page 4 | VILLAGE COUNCIL AGENDA – July 8, 2020 4. Vita Trail Extension Paving Update. A lot has changed since this project was first presented. The bids have been coming in at $10,000-$20,000 over budget. To remedy this the earth work has been separated from the paving which has saved $7,500 from the original bids. A local contractor, Jeff Miller, has been utilized for miscellaneous prep work for the asphalt. The preparation comes out to $10,000 which includes widening the parking lot and entrance, putting in the culvert and putting the gravel down for the paving contractors. This is much lower than the other costs. H.G. Sartor is the lowest price at $15,000 to pave, this includes additional work. This amount is higher than what was estimated. Nagle Contracting gave a price of $17,500 just for asphalt. ASI bid at $19,000 just for asphalt, with no prep work included. Engineer Powell is recommending the prep work be done and H.G. Sartor be awarded the project as the lowest bidder. He also suggested there may be lower costs if additional work can be done within the Village by H.G. Sartor via bundled projects. MOTION by Sienkiewicz, seconded by Duff, have JJM along with their subcontractor to do the earth work. ROLL CALL VOTE AYES – Malek, Scott, Yourke, Sienkiewicz, Nedrow, Duff ABSENT- Dumont Motion carried. 11. RC 07/08/2020 21004 PUBLIC HEARINGS. None 12. RC 07/08/2020 21005 NEW BUSINESS. A. Recommendation to approve the purchase of six new Welcome to the Village ground signs from SignGraphix in the amount of $9,665. Malek asked if this was put out for bid? Administrator Smith said this has been the contractor used before and these signs will match the others. Duff added that SignGraphix came back with a matching sign. Nedrow also added that the prices are reasonable. Sienkiewicz asked if these signs will be one sided? Administrator Smith confirmed they will look like the other two that are already up. Sienkiewicz added it might be advantageous to have a two-sided sign. Nedrow said that as long as the new ones will be replaced in the same spot, it will be seen from three directions. Scott asked if the signs are reflective? It would be beneficial on the island, and when lit with solar lights, it stands out. Administrator Smith said they would definitely be lit up with the solar lights. Nedrow suggested bumping the amount to $10,665. Malek added bumping the amount to $11,000. MOTION by Sienkiewicz, seconded by Duff, to cancel the July 22, 2020 Work Session. ROLL CALL VOTE AYES – Yourke, Sienkiewicz, Nedrow, Duff, Malek, Scott ABSENT- Dumont Motion carried. C. Amendment of Contract from Progressive A.E. in the amount of an additional $1,000 to increase lake surveys for the rest of the 2020 year. Administrator Smith said the Water Board suggested more surveys due to the algae growth. Scott added even with this addition that line item will still stay within budget. MOTION by Duff, seconded by Yourke, to Amend the contract from Progressive A.E. in the amount of an additional $1,000 to increase lake surveys for the rest of the 2020 year and authorize either Administrator Smith or Council President Nedrow to sign off on the amendment. ROLL CALL VOTE AYES – Nedrow, Duff, Malek, Scott Yourke, Sienkiewicz ABSENT- Dumont Motion carried. D. Approval of the resolution adopting the agreement for CARES Act Distribution between Oakland County and the Village of Wolverine Lake and directing the Village Council President to execute the agreement on behalf of the Village. Attorney Elowsky said a resolution is needed to authorize execution of the interlocal agreement and to direct the Council Present to execute to execute said agreement. The interlocal agreement needs to be tailored to the community. RC 07/08/2020 21005 PENDING BUSINESS. No pending business. 14. RC 07/08/2020 21006 UPDATE FROM POLICE CHIEF ELLSWORTH. Tiki Night was a success, with little to no problems. There was a great bike parade with 40 kids in participation for the 4th. Officers have been busy on the lake and have been out during the week. 45 tickets have been written this year for misconduct on the lake, people are acting risky. He was appreciative of the resident’s food donations during the holiday. 15. RC 07/08/2020 21007 UPDATE FROM TREASURER KONDEK. Treasurer Kondek had nothing new to report. 16. RC 07/08/2020 21008 UPDATE FROM ADMINISTRATOR SMITH. Administrator Smith thanked Treasurer Kondek, Paige and Tabitha for the BS&A transfer. He also thanked the residents and police for a safe holiday and Tiki night. The Benstein bridge power washing and sealing is completed and it looks nice. The bathrooms and port johns are open to the public with signage, hand sanitizing pumps are on the way. Candidate filing applications are available at Village Hall, the deadline to run for Council is July 21st. Administrator Smith also added that he applied for the LRIP program through Oakland County to receive an additional $8,000 to help with the crack sealing program. He reminded everyone to vote on the 4th of August. 17. RC 07/08/2020 2109 COUNCIL COMMENTS. Scott encouraged everyone to get out and vote. Yourke thanked the Chief and the Police Department for their extra work on the lake. Sienkiewicz thanked Administrator Smith for his work getting additional funds for the crack sealing program. He also thanked Chief Ellsworth for Officer Grunwald’s work. Malek said he witnessed one of the officers due a justice, the officer investigated a vacant vehicle. He also thanked Treasurer Kondek and Administrator Smith for their work. Duff thanked Chief Ellsworth and Officer Grunwald for their work.
