HomeMy WebLinkAboutResolutions - 2021.04.29 - 34358MISCELLANEOUS RESOLUTION #21150 April 29, 2021 BY: Commissioner Kristen Nelson, Chairperson, Legislative Attairs and Government Operations Committee IN RE: PARKS AND RECREATION COMMISSION — APPROVAL OF 2021 MICHIGAN DEPARTMENT OF NATURAL RESOURCES ORV TRAIL IMPROVEMENT FUND PROGRAM — GRANT APPLICATION To the Oakland County Board of Commissioners Chairperson, Ladies and Gentlemen: WHEREAS the Oakland County Parks and Recreation Commission is applying to the 2021 Michigan Department of Natural Resources (DNR) ORV Trail Improvement Fund Program for a grant of $200,000 to support the development of the Dixie Ledge parking area at Holly Oaks ORV Park; and WHEREAS the Holly Oaks ORV Park is a partnership between the Michigan DNR and the Oakland County Parks and Recreation Commission; and WHEREAS no budget amendment is required at this time as this is a grant application. NOW THEREFORE BE IT RESOLVED the Oakland County Board of Commissioners hereby approves the application to the 2021 Michigan Department of Natural Resources ORV Trail Improvement Fund Program. Documentation of Site Control: The sponsor shall certify, to the DNR, that appropriate written permission has been secured for a public trail, route, or use area right-of-way. In addition, the sponsor shall furnish the DNR with the following: 1. Documentary proof establishing to the DNR's satisfaction, that the sponsor possesses, for the entire term of the contract, the right to enter, occupy, use and maintain the trail, route or area which is the subject of this application. Such documentary evidence may include deeds, leases, licenses, easements or use permits. This evidence must be number coded to correspond to the project area map(s). 2. A detailed map identifying the specific location of the entire trail, route or area which Is the subject of this application and the specific location of each leased section. A list of names and addresses of all landowners involved must be attached to this map. Within 60 days of receivinq lease_payment, the sponsor must furnish documentary proof of lease payment made to each landowner. The ORV Trail Improvement Fund awarded $199,000 to this project in 2020. Our request for an additional $199,000 will complete this project and create a stable, durable parking and event surface at the Dixie Ledge. Given the soils at the site, a firm, stable parking lot surface is required to ensure that park users can get in and out of the park safely. This space will also help facilitate large events, peak season overflow parking, off-season parking, rental vehicle stations, and corporate rentals of the park. After a very successful (albeit short) first season, the need for completing the Dixie Ledge became even more apparent. Despite the plentiful parking at Mt. Holly, the Dixie Ledge was still needed for overflow parking during peak days, often filling near capacity (only half the ledge is currently suitable for parking). After having several corporate events and demo days on the Dixie Ledge in 2020, we have also seen the need for increased space on the Ledge for not only our patrons and their vehicles/trailers, for semi - trucks and other larger displays from our corporate partners. We have also seen both with park use in the fall, and with a recent special event/rental at the park in February, that the need for the ledge to be expanded and completed is a year-round need. We did not anticipate such heavy use of the park in the shoulder seasons (nor for winter events). We were happily proved wrong with several busy days in October and November, and significant interest for winter activities at the park. The completion of the Dixie Ledge will also help Increase the sound barrier along Dixie Highway, which has been a concern for the Township (and therefore the park). The completed parking lot will be lowered by approximately 6 feet and will include a 6-8-foot retaining wall along the eastern edge of the lot adjacent to Dixie Highway. This added sound barrier will also serve as a place to recognize park sponsors. Request Oakland County Parks and Recreation is requesting $199,000 to help facilitate the development of the Dixie Ledge parking lot. The funds will be used for earthwork to expand the size of the ledge, grading, stabilization, the creation of a berm and retaining wall for sound control, and the placement and compaction of asphalt millings for stabilization. Design drawings are attached. Construction on the first half of the parking lot is getting underway and will be completed before the park opens on April 101h The graphic below shows the location of the Dixie Ledge area within the park— on the far east side of the park along Dixie Highway.
