HomeMy WebLinkAboutInterlocal Agreements - 2020.12.07 - 34387MILFORD TOWNSHIP LIBRARY BOARD Minutes of Regular Meeting Tuesday, August 25, 2020 7:00 p.m. Via Zoom Members Present: Keef, Harris, Clemens, McMunn, Weeks and Gramlich. Also present, Director Hatch and Jeanne Brown to record the minutes. 1. Call to Order: President Keef called the meeting to order at 7:00. 2. Consent Agenda: Clemens moved to approve the Consent Agenda, Weeks seconded. Clemens – yes, Harris – Yes, Gramlich – yes, Weeks – yes, McMunn – yes. Motion carried. 3. Approval of Agenda: Gramlich moved to approve the Agenda, as presented, McMunn seconded. Harris – yes, Gramlich – yes, Weeks – yes, McMunn – yes, Clemens – yes. Motion carried. 4. Call to the Public: None 5. Unfinished Business: 5.1. Reopening Status: Director Hatch shared information about attendance and shared other Library’s experiences. Discussion regarding future plans including schools reopening. Director Hatch also shared information regarding disinfecting and quarantine timeframe may need to be increased for returned items. Director Hatch has scheduled a meeting with Department Heads later this week to discuss next phase of reopening. 6. New Business: 6.1. Consider Adoption of 2021 Budget: Clemens moved to adopt 2021 budget as presented and the millage rate of 1.4362, Weeks seconded. Harris – yes, Gramlich – yes, Weeks – yes, McMunn – yes, Clemens – yes. Motion carried. 6.2. Consider Rescheduling of September Meeting to 29th: Director Hatch requested the meeting be moved to September 29th . Board approved, meeting moved to 7:00 pm on September 29, 2020. 6.3. Penal Fines: Director Hatch shared Penal fines have been received, and were slightly more than budgeted. 6.4. Policy 509 Hotspot Lending: Director Hatch provided information about a grant to purchase hotspots for lending and new policy for lending the hotspots. Weeks moved to approve policy 509 as presented, McMunn seconded. Harris – yes Weeks – yes, McMunn – yes, Gramlich – yes, Clemens – yes. Motion carried. 6.5. CARE Act and COVID-19 Supply Reimbursement: Director Hatch shared information regarding a program which recently surfaced through Oakland County for reimbursement of COVID supplies. Director Hatch also shared in order to take advantage of the reimbursement an Interlocal Agreement must be adopted. Clemens moved to adopt a Resolution that Library Board of the Milford Township Public Library, Oakland County, Michigan adopts the agreement for CARES Act Distribution Between Oakland County and the Milford Township Public Library and directs the Library Director to execute the Agreement on behalf of the Library, Harris seconded. Harris – yes Weeks – yes, McMunn – yes, Gramlich – yes, Clemens – yes. Motion Carried. 6.6. Open Forum: Clemens inquired regarding status of building repairs. Director Hatch shared update of process and items yet to be completed. 7. Communications: 7.1. None 8. Adjournment: Weeks moved to adjourn, Harris seconded.
