Allegan Lansing, MI 48918 Dear Office of the Great Seal: On November 19, 2020 the Board of Commissioners for Oakland County entered into an agreement per MR #20618 – Board of Commissioners – Approval of Interlocal Agreement with the Village of Leonard for Distribution of CARES Act Funding. As required by Urban Cooperation Act 7 of 1967 - MCL 124.510(4), a copy of the signed agreement with the County of Oakland and the Village of Leonard, and the authorizing Board of Commissioners Resolution are enclosed for filing by your office. Rozell, CERA Director of Elections Cc: Pat Davis, Corporation Counsel, Oakland County Donna Dyer, Corporation Counsel, Oakland County Cindy Grosskopf, Clerk, Village of Leonard Hilarie Chambers, Chief Deputy Executive, Oakland County Enclosures VILLAGE OF LEONARD PO BOX 789 LEONARD, MI 48367 248-628-7380 villageofleonard@gmail.com FAX 248 628 8673 VILLAGE OF LEONARD LEONARD, MI OAKLAND COUNTY, MICHIGAN VILLAGE COUNCIL FOR THE VILLAGE OF LEONARD RESOLUTION ON CARES ACT FUNDS FOR THE VILLAGE WHEREAS, Oakland County (the “County”) has allocated a portion of its CARES Act funds to be distributed to Cities, Villages and Townships (CVT) within Oakland County, which will be used to assist communities in meeting certain areas of need caused by the Covid-19 pandemic, and WHEREAS, Cares Act funding comes from the money distributed to the County by the United States Department of Treasury pursuant to section 601(a) of the Social Security Act, as added by Section 5001 of the Coronavirus Aid, Relief and Economic Security Act, and WHEREAS, the Oakland Together CVT Fund is the portion of the Cares Act fund that the County is allocating to CVT’s within Oakland County, and WHEREAS, Oakland County requires the Village to enter into an Agreement for Cares Act Distribution prior to remitting the Oakland Together CVT funds, and WHEREAS, the County shall review the Village’s Covid-19 expenditures to determine whether the Village is eligible to receive a distribution of the Cares Act funds; and Whereas, the Village shall not use the Oakland Together funds for the following purposes: revenue replacement; any expense which is eligible to be covered by a Federal Emergency Management Agency (“FEMA”) Public Assistance Reimbursement, however, the funds may be used to pay a local match required to obtain a FEMA grant; and/or any other expenditure that is not in compliance with the CARES Act program. NOW THEREFORE BE IT RESOLVED, by passage of this Resolution the Village Council for the Village of Leonard does hereby approve the Cares Act Distribution Agreement and thereby authorizes the Village President and Village Clerk to execute same.
