HomeMy WebLinkAboutResolutions - 2021.05.13 - 34431MISCELLANEOUS RESOLUTION #21185 May 13, 2021 BY: Kristen Nelson, Chairperson, Legislative Affairs and Government Operations Committee IN RE: COUNTY CLERK/REGISTER OF DEEDS/ELECTIONS DIVISION — ELECTION SERVICES AGREEMENT FEE SCHEDULE FOR MUNICIPAL ABSENTEE VOTER BALLOT COUNTING To the Oakland County Board of Commissioners Chairperson, Ladies and Gentlemen, WHEREAS Michigan Election Law was amended in 2020 to allow for county administered absent voter counting boards; and WHEREAS the Board of Commissioners adopted Miscellaneous Resolution #20183 on June 4, 2020, authorizing an Election Services Agreement between municipalities and the County Clerk for the management of absentee voter counting boards; and WHEREAS 16 municipalities entered into agreements with the County Clerk and participated in the County absent voter counting board; and WHEREAS the Elections Division successfully administered the state's second largest absentee counting board in the August State Primary and November General Election on behalf of the 16 participating municipalities; and WHEREAS expenses related to administering the 2020 County Absent Voter Counting Board were paid for with federal and state grant funds and that funding will likely no longer be available going forward; and WHEREAS the County Clerk seeks to support our city and township clerks by continuing to provide this service; and WHEREAS the attached proposed reimbursement fee schedule represents the recovery of certain costs relative to administering the County Absent Voter Counting Board; and WHEREAS the clerks of the participating municipalities were presented the proposed schedule and estimated costs and were supportive of the schedule and costs. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners hereby approves the attached reimbursement fee schedule for the Agreement for Election Services between Oakland County and its cities and townships for Municipal Absentee Voter Ballot Counting. BE IT FURTHER RESOLVED that a budget amendment is not required at this time as future election expenditures related to absentee voter counting will be reimbursed by local municipalities. Oakland County Clerk's Office Elections Division County Absent Voter Counting Board Fee Schedule and Billing Pratices Item Fee Election Workers Election Inspector Training Per Diem $ 25.00 Election Inspector Full Day Per Diem $ 200.00 Election Inspector Half Day Per Diem $ 100.00 Meals (max 2 for full day, 1 for half day) $10 per meal Ballot Pickup Ballot Pickup by County (if requested) $150 Facility Rental Room Rental Oakland County Facilities Usage No Charge 3rd Party Facilities Useage* $900 per day Tables/Chairs Rental Oakland County Tables/Chairs No Charge 3rd Party Tables/Chairs Rental $100 per day Miscellanous Charges Precinct Kits Actual Cost Legal Notices Actual Cost Charges would be billed within 45 days following an election. For school, community college or other special district elections, the county will bill the entity directly. For local elections or Federal/State elections, the city or township will be billed. Election Workers and Facility Rental expenses would be divided amongst the participating cities and townships based on the number of ballots submitted for processing. (Example: If City A's ballots were 15% of the total ballots processed in the Absent Voter Counting Board, then City A would pay 15% of the total expenses for Election Workers and Facility Rental.) The Ballot Pickup charge will be billed as requested. Precinct kits will be charged the same as currently charged. Oakland County Facilities will always be utilized first. In the event capacity is exceeded, only then will outside facility useage will be explored. 7 * based on current Oakland Schools rate. Future rental costs and alternate facilies may be higher or lower.
